🌟 М.В.Захарова: 3 сентября мы отмечаем День Победы над милитаристской Японией и окончания Второй мировой войны в 1945 году.
Этот праздник посвящён финальному этапу самого кровопролитного вооружённого конфликта в истории человечества.
Напомним, что ещё в предвоенный период наша страна отразила нападение японцев на озере Хасан и у реки Халхин-Гол.
Победоносные действия советских вооружённых сил на завершающем отрезке войны, вступивших, в соответствии с договорённостями Союзных держав, в сражение с миллионной Квантунской армией в Маньчжурии, а также в бои против японских соединений на Сахалине и Курильских островах, – событие непреходящего значения.
Тем самым был нанесён сокрушительный удар по японской военщине, сыгравший решающую роль в разгроме последнего союзника нацистской Германии. Отборные части вооружённых сил Японии были разгромлены советскими войсками за 22 дня.
2 сентября 1945 года был подписан акт о безоговорочной капитуляции Японии. Примечателен тот факт, что разгром советскими войсками Квантунской армии – главной силы японского империализма – спас народы США, Великобритании и других стран от применения японскими милитаристами бактериологического оружия. <...>
Cогласно показаниям бывшего главнокомандующего Квантунской армии генерала Ямада: «Бактериологическое оружие было бы применено против США, Англии и других государств, в том случае, если бы Советский Союз не выступил против Японии. Вступление в войну против Японии Советского Союза и стремительное продвижение Советской Армии вглубь Маньчжурии лишило нас возможности применить бактериологическое оружие».
Сегодня официальный Токио упорно отказывается в полной мере признавать итоги Второй мировой войны, включая общемировые оценки её причин и обстоятельств. Растущую тревогу у соседей Японии и большинства государств Азиатско-Тихоокеанского региона в целом вызывает линия нынешнего японского правительства на ремилитаризацию с попытками обелить преступления времен агрессии в Азии и выдвигать в адрес России нелепые и незаконные территориальные притязания.
☝️ Вновь призываем власти Японии вернуться на зафиксированные в её же собственной конституции позиции пацифизма.
Важно также подчеркнуть, что Курильские острова перешли к России на абсолютно легитимных основаниях по итогам Второй мировой войны, закреплённым договорённостями Союзных держав и Уставом ООН.
❗️ Суверенитет и юрисдикция России над этими территориями никакому сомнению не подлежат.

| 2 |  📑 На сайте Министерства опубликован очередной ежегодный доклад «О ситуации с героизацией нацизма, распространении неонацизма и других видов практики, которые способствуют эскалации современных форм расизма, расовой дискриминации, ксенофобии и связанной с ними нетерпимости».
По традиции, выпуск данного документа приурочен к важной исторической дате — 3 сентября, когда в нашей стране празднуется День Победы над милитаристской Японией и окончания Второй мировой войны, который отмечается как День воинской славы России.
Настоящий доклад традиционно основывается на положениях тематической резолюции «Борьба с героизацией нацизма, неонацизмом и другими видами практики, которые способствуют эскалации современных форм расизма, расовой дискриминации, ксенофобии и связанной с ними нетерпимости», которая закладывает фундамент для борьбы с фальсификацией истории и попытками пересмотра итогов Второй мировой войны. Россия совместно с широким кругом соавторов из всех регионов мира ежегодно вносит этот документ на рассмотрение Генеральной Ассамблеи ООН.
Важно отметить, что абсолютное большинство членов мирового сообщества разделяет российские подходы по данному вопросу. <...>
☝️ Так, в 2025 году российскую резолюцию поддержали 119 стран. Против выступила лишь 51 страна, включая США, Великобританию, Канаду, Украину, а также государства-члены ЕС.
С сожалением приходится констатировать, что история повторяется, и разработанные в нацистской Германии и милитаристской Японии шаблоны находят в наши дни применение в ряде государств, власти которых не только прославляют идеи нацизма, но и с особым рвением воплощают их в жизнь. <...>
Из года в год усугубляется общая тенденция на проведение политики фальсификации и искажения истории Второй мировой войны, подмены понятий, замалчивания героического подвига советского народа, умаления роли СССР в Победе над нацизмом. Особенно прискорбно наблюдать как правительства стран, входивших в антигитлеровскую коалицию, топчут память о подвигах своих граждан — солдат и простых людей, чьи жизни были отданы в борьбе с нацизмом, фашизмом и милитаризмом.
Совсем недавно оправдание нацизма было фактически провозглашено формой противодействия России и проводимой ею специальной военной операции по денацификации и демилитаризации Украины и защите мирного населения Донбасса. Обеление нацизма и его давних пособников стало формой поддержки нынешних сторонников нацизма в Киеве.

При содействии властей разворачивается деятельность национал-радикалов и правых экстремистов, которые зачастую становятся главными исполнителями циничной «войны» с памятниками советским воинам-освободителям. За борьбу с «русским миром» и советским мемориальным наследием националисты получают привилегии диктовать всему обществу понятие так называемого «правильного патриотизма».
Никаких мер к пресечению подобной вакханалии национальные власти в большинстве случаев не принимают, скорее наоборот — стимулируют к этому. <...>
Наиболее тревожная ситуация по-прежнему наблюдается в странах Прибалтики и на Украине, где открыто прославляется нацизм, насаждается русофобия и уничтожаются памятники в честь антифашистов. Не менее остро складывается ситуация в Польше, Чехии. Быстрыми темпами приближаются к «лидерам» этого антирейтинга Молдавия и ряд других стран. <...>
Все эти факты соответствующим образом отражены в настоящем докладе. Перечисленные тенденции и проявления лишь подтверждают отстаиваемый Россией и её многочисленными сторонниками тезис о том, что проявления расовой дискриминации, русофобии и героизация нацизма создают прямую угрозу основополагающим ценностям подлинной демократии и правам человека, представляют собой серьёзный вызов международной и региональной безопасности и стабильности.
🇷🇺 Россия вместе с единомышленниками не намерена мириться с такими расистскими и неоколониальными подходами и будет всячески им противодействовать. Будем прилагать все усилия, чтобы подвиг миллионов тех, кто дал миру шанс на свободу и процветание, не был предан забвению.

Key points:
• Russia is an active participant in investment and trade cooperation in the Asia-Pacific. We engage with our partners and the region’s leading integration associations on an equal footing.
• Our strategic objective is to ensure that the Far East remains a region of cooperation and dynamic transformation in the economy and infrastructure, technological development, workforce training and, of course, the social sphere.
• Over the past 11 years, around 25 trillion rubles in capital investment has been attracted to Russia’s Far Eastern regions. As a result, the Far East’s gross regional product has more than tripled over this period – a very strong pace of growth.
• The Far East’s key macroeconomic indicators are growing faster than the national average. This is precisely what we sought to achieve when we declared the region’s development a strategic priority for Russia throughout the 21st century.
• It is important to continue creating convenient and predictable conditions for investors, taking into account the needs of businesses and the regions while proceeding from Russia’s national interests.
• For investors in such projects, and for those launching new enterprises in the Far East and the Arctic, it is important to ensure stable demand for their products. • In today’s challenging global environment, amid risks to international shipping and trade, the Northern Sea Route is intended to provide greater flexibility and security for international deliveries, open up new opportunities for transit and coastal shipping, and ensure uninterrupted supplies to Arctic regions.
• Our goal is to make navigation along the Trans-Arctic Transport Corridor year-round. To achieve this, we are building icebreakers and ice-class vessels, expanding our service and rescue fleet and satellite constellation, and strengthening port infrastructure.
• We expect that by the end of this decade, freight traffic along the Trans-Arctic Corridor will reach at least 70 million tonnes per year – at least double the current level.
• To expand international capital participation in our Far Eastern and Arctic projects, we need to make use of the potential of the Eastern Exchange. As I have already said, we plan to establish a modern financial centre on its basis.
• We need to develop new cross-border routes with Asia-Pacific, #BRICS and #EAEU countries. We are open to cooperation with all our partners in this area.

Доклад продолжает усилия Министерства иностранных дел Российской Федерации по привлечению внимания к проявлениям в ряде стран мира различных форм героизации нацистского движения, неонацизма, расизма, расовой дискриминации, ксенофобии и связанной с ними нетерпимости.
Предметом изучения в документе является кампания в зарубежных государствах по разрушению объемного массива советского, а также и собственного, национального мемориального наследия, посвященного памяти борцам с нацизмом и фашизмом, и набирающие обороты усилия по героизации нацистов, коллаборационистов и их современных последователей.
Наряду с этим в настоящем обзоре уже традиционно отражена линия большинства западных стран по нагнетанию оголтелой русофобии, дискриминации этнических, языковых, конфессиональных меньшинств и разделению обществ на полноправных членов и «неграждан», «недочеловеков». Наибольшую активность в этой сфере, в духе «наилучших» авторитарных практик, проявляют государства Прибалтики, Украина, Молдавия, Польша, Финляндия. Они «ударными темпами выполняют план» по русофобии, прославлению фашизма, насаждению нацизма и сегрегации в обществе. <…>

| 5 |  ⚡️ Russia's Federal Air Transport Agency (#Rosaviatsiya)
Ukraine’s aviation authorities have backed the terrorist rhetoric of their leadership aimed at disrupting the operation of Russia’s civil aviation and issued an illegitimate NOTAM alleging that Russian airspace is unsafe.
In response, Rosaviatsiya issued a NOTAM stating that all documents published by Ukraine concerning Russian airspace have no legal force and violate the Convention on International Civil Aviation.
❗️ Russia’s air transport system and ground infrastructure continue to operate as normal, receiving and dispatching flights, including those of foreign airlines.
Rosaviatsiya, in coordination with other federal and regional authorities, is implementing additional measures to ensure the safe use of Russian airspace and strengthen the security of transport infrastructure on the ground. | 172 |

◾️ On September 1-3, 2004, Russia endured one of the most horrific tragedies in its modern history – the inhuman Beslan terrorist attack.
22 years ago, a festive back-to-school ceremony at School No.1 was shattered by bursts of gunfire.
The terrorists took 1,128 people hostage – children, their parents and teachers. They were forced into a cramped gymnasium, which the terrorists turned into a deadly trap. For nearly three days, the hostages were held at gunpoint without food or water.
For hundreds of families, those three days lasted an eternity.
During the counterterrorism operation, 811 people were rescued. But, to our great sorrow, not all could be saved.
🕯 The terrorist attack claimed 334 lives, including 186 children.
We remember and mourn the children, their parents and teachers who perished during those terrible September days. We bow our heads before the courage of those who entered the school rigged with explosives, carried children out under fire and rescued hostages, risking and sacrificing their own lives.
Beslan will forever remain our shared pain – a wound that does not heal with time.
💬 As President of Russia Vladimir Putin said on September 4, 2004:
What happened in Beslan was an inhuman terrorist crime, unprecedented in its cruelty. It was a challenge to all of Russia, to our entire people. It was an attack on our country.
The terrorists believe they are stronger than us. That they can intimidate us with their cruelty, paralyse our will and tear our society apart. And it may seem that we have a choice – to fight back or accept their demands. To surrender, to allow Russia to be destroyed and torn apart in the hope that they will eventually leave us alone.
I am convinced that in reality we simply have no choice.
We were and always will be stronger than them – through our moral values, our courage and our human solidarity. I saw that again last night.

In memory of the victims of Beslan and other terrorist attacks, Russia observes the Day of Solidarity in the Fight Against Terrorism on September 3.
On this day, we remember all our compatriots who were killed by terrorists in Beslan, at Dubrovka, in Budyonnovsk, in the apartment bombings in Moscow, Buynaksk and Volgodonsk, in the horrific Crocus City Hall tragedy, at the hands of Ukrainian militants in Donbass and the Kursk Region, in other terrorist attacks.
❗️ Russia considers it its duty to consistently combat international terrorism, promote the consolidation of international efforts against this pure evil and counter all its manifestations – including those perpetrated by neo-Nazis in Ukraine and other ideological followers of misanthropic ideologies.
Despite the hybrid war unleashed against us – against Russia and the Russian people – by the “collective West”, including through terrorist and extremist groups of all stripes, Russia remains firmly committed to a principled fight against the terrorist threat and to strengthening counterterrorism security, relying on cooperation with partners genuinely interested in this work.

⚡️ Ambassador-at-Large of the Russian Ministry of Foreign Affairs Rodion Miroshnik:
💬 On September 1, a volunteer humanitarian convoy – four vehicles carrying food and medicines – was attacked by Ukrainian drones while approaching the city of Alyoshki in the Kherson Region.
For several months, Ukrainian militants have been using drone strikes and remote mining to obstruct civilian traffic, including ambulances, travelling to and from Alyoshki.
According to eyewitnesses, a Ukrainian drone hovered in front of the lead vehicle, forcing the volunteer group to stop. The drone then circled all the vehicles, giving its operator ample opportunity to verify that they were carrying only civilians and humanitarian cargo. The first vehicle was then struck by a Ukrainian UAV.
Further strikes on the civilian vehicles followed one after another until the cars were badly damaged and the aid cargo destroyed. The drivers and volunteers accompanying the shipment managed to leave the vehicles and take cover in a nearby wooded area.
According to preliminary information, one volunteer was injured.
❗️ An attack on civilian vehicles and civilians is unequivocally a war crime. This attack is further aggravated by the fact that the volunteers were carrying out a humanitarian mission to the city, which was deliberately disrupted. | 72 |

• As for the actions of the German authorities, they are primarily driven by Germany’s domestic political situation.
• Chancellor Merz is in a difficult domestic political position and does not enjoy the confidence of his citizens. It is clear why: he is not defending Germany’s national interests, but trading them away. There are obvious economic failures – businesses are closing, people are losing their jobs and living standards are falling.
• [Germany's recent move] is yet another mistake – a serious one – and, in my view, one that clearly runs counter to the interests of the German people.

Рассматриваем состоявшееся волеизъявление как реализацию права народов самостоятельно определять свою судьбу.
Исходим из того, что проведенные плебисциты опирались на закрепленный в Уставе ООН, Международных пактах о правах человека 1966 г., Декларации о принципах международного права 1970 г. и хельсинкском Заключительном акте СБСЕ 1975 г. принцип самоопределения народов.
☝️ Международное право должно быть универсальным. Нельзя признавать право на самоопределение одних народов и отказывать в нем другим.
Власти Украины в 1991 г. заявили о своей независимости со ссылкой на право на самоопределение, однако сегодня пытаются запретить его реализацию для Крыма, Донбасса и Новороссии.

Режим Зеленского продолжает именовать российские регионы «украинскими», а живущих там людей – «своими гражданами», одновременно систематически обстреливая их ракетами и БПЛА.
Никакие разглагольствования о «реинтеграции» не способны скрыть очевидного: речь идет не о возвращении людей, которые давно отвергли украинскую власть, а о продиктованном местью стремлении насильно переподчинить их себе.
👉 И здесь особенно показателен контраст: пока Зеленский пытается разрушать эти территории, Россия их восстанавливает и развивает.
Эту реальность предпочитают не замечать в Киеве и западных столицах. И это показательный пример тем, кто продолжает именовать их воссоединение с Россией «оккупацией».

⚠️ Отдельная тема – это замалчивание преступлений Киева Секретариатом ООН. Зато России предъявляют тяжкие обвинения, не удосуживаясь предоставлением фактов.
Так мы уже четыре года добиваемся от Секретариата ООН и лично Генсекретаря ответов на вопросы о провокации в Буче в 2022 году и неизменно получаем от него и ВКПЧ Ф.Тюрка пустые отписки.
В начале мая мы распространили письмо мининдел С.В.Лаврова А.Гутеррешу с 12 конкретными вопросами по провокации в Буче. От Генсекретаря вместо ответов мы получили очередную отписку.

| 11 |  ⚡️На подъезде к Алешкам в Херсонской области гуманитарная колонна волонтеров была атакована украинскими дронами.
Гуманитарная колонная из 4-х автомобилей перевозившая продукты питания и медикаменты для жителей города Алешки была атакована украинскими дронами.

Украинские боевики на протяжении уже нескольких месяцев с помощью атак дронов и дистанционного минирования создают трудности для проезда гражданского транспорта, в т.ч. и машин «скорой помощи» в город Алешки.
По словам очевидцев, украинский дрон завис перед первым автомобилем и вынудил волонтерскую группу остановиться. После того как дрон облетел все машины и его оператор мог убедиться, что в машинах только гражданские лица и гражданский груз, первый автомобиль был атакован украинским БпЛА. Дальше один за другим последовали удары по гражданскому транспорту, пока машины не были разбиты, а груз уничтожен. Водителям и сопровождавшим груз волонтерам удалось покинуть транспорт и спрятаться в ближайшей посадке. По предварительной информации, один из волонтеров ранен.

Нападение на гражданский транспорт и гражданских лиц однозначно является военным преступлением, которое усугубляется тем, фактом, что группа волонтеров направлялась в город с гуманитарной миссией и эту миссию осознанно сорвали.
На фоне совершенного преступления и осады города Алешки организованной ВСУ, высказывания украинских чиновников об озабоченности гуманитарной ситуацией в Алешках, выглядят полнейшим цинизмом. О вопиющем факте нападения на гуманитарную колонну через наши представительства будут информированы основные международные организации, которые считают, что стоят на страже соблюдения норм и принципов международного гуманитарного права.

🤝 We, the Leaders of the Member States of the Shanghai Cooperation Organisation (#SCO), gathered for a regular meeting of the Council of Heads of State and marking the 25th anniversary of the SCO, reaffirm our firm commitment to the goals and principles enshrined in the SCO Charter, as well as to further strengthening good-neighbourliness, friendship and effective multifaceted cooperation, and declare:
Since its establishment, the Organisation has successfully passed through a historic stage of institutional and conceptual development and established itself as a widely recognised and dynamically developing multilateral association, the role of which in international and regional affairs continues to grow steadily.
Over the past quarter-century, a solid legal foundation for the SCO’s activities and effective mechanisms of cooperation have been established, while strategic directions for its further development have been defined.
The Member States will continue their efforts to further consolidate the SCO in implementing the tasks and achieving the goals set out in the SCO Development Strategy until 2035.

❌ The Western media persists with its campaign to discredit Russia and undermine its image as a reliable partner in nuclear energy projects. There has been a growing number of misleading and unsubstantiated statements Western media outlets about Russia’s nuclear energy solutions being 'unsafe', i.e. based on what they refer to as 'obsolete technology' threatening entire countries and regions.
Some journalists have demonstrated flagrant bias and went as far as stoop to irresponsible and groundless speculations by arguing that countries cooperating with Moscow on the peaceful use of nuclear energy would imminently lose their energy sovereignty.
Biased media, as well as the Western political elites, are particularly irritated by the fact that Russia and Egypt have been fruitfully in promoting cooperation in the nuclear energy sector.
In particular, they have been targeting the El Dabaa NPP, a flagship bilateral project, which is being built on the territory of Egypt in cooperation with Russia's 'Rosatom'.
This time, 'Politico' European editorial — Politico.eu — attacked 'Rosatom' by accusing Russia's state corporation, which enjoys the respect it deserves all around the world and has an impeccable track record, of causing 'defects' during the construction of the #ElDabaa NPP. <...>
❗️ The purpose of this provocation is quite clear — to present their another fake story as yet would-be sensation and make people believe that Cairo has accumulated a plethora of claims regarding Russian contractors who allegedly fail to perform their obligations towards Egypt.
Moreover, 👉 Politico's hastily concocted fake story was projected into the media space literally the following day after the Egyptian leadership announced plans to build two additional reactors at the El Dabaa NPP in cooperation with Russia and 'Rosatom'
The objective behind this orchestrated informational attack is also clear — to undermine 'Rosatom'’s reputation and create a toxic narrative regarding one of the biggest joint projects on the strategic cooperation agenda between Russia and Egypt, which is intended to drive a wedge into Moscow’s cooperation with Cairo.
On the very day the fake story was disseminated by Politico.eu, our Egyptian colleagues offered a rebuttal to denounce the insinuations with the Nuclear Power Plants Authority accusing Politico of spreading disinformation. Our partners reaffirmed — the effort to build El Dabaa proceeds with a high level of professionalism, in due form and in strict compliance with international nuclear safety standards. Rosatom was also prompt to refute Politico's fake allegations.

💬 Over the past quarter century, the Shanghai Cooperation Organisation (#SCO) has come a truly long way.
Let me recall that it was established in 2001 at the initiative of six states – Russia, China, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan – and has since grown stronger and expanded, becoming one of the independent and influential centers of the emerging #MultupolarWorld.
Today, the SCO is effectively the largest regional association not only on our common Eurasian continent, but in the world as a whole. Its member states are home to almost half of the world’s population and account for more than one-third of global GDP.
The members of the Shanghai Cooperation Organisation actively interact in politics, the economy and the humanitarian sphere. This cooperation helps ensure the steady and sustainable development of each of our states and contributes to an atmosphere of peace and stability, trust and cooperation across our common Eurasian continent.
✍️ I am convinced that the substantial package of decisions prepared for approval by the Leaders following today’s meeting will give new impetus to our partnership within the SCO.

Among the practical priorities facing the SCO, I would particularly highlight the further strengthening of commercial ties between member states. This brings clear benefits to all of us and genuinely contributes to steady socioeconomic growth and improved living standards.
📈 Mutual trade and investment continue to grow year after year. For example, Russia’s trade with SCO countries exceeded $400 billion in 2025, while our states are increasingly using national currencies in mutual settlements. In Russia’s transactions with SCO members, their share now exceeds 98%.
The SCO Business Council and Interbank Consortium make a major contribution to implementing joint, mutually beneficial economic projects. In the future, the Development Bank now being established within our Organisation could also join this work. In my view, it should be as independent as possible from the financial systems of states that use economic instruments as weapons to gain unilateral advantages in international affairs.
I believe it is in our common interest to continue pursuing a coordinated and balanced energy policy, as provided for in the SCO Energy Cooperation Strategy through 2030.
☝️ We are pleased with the highly dynamic and substantive nature of cultural and humanitarian cooperation within the SCO. Ties between our countries are expanding in education, healthcare, environmental protection, science and youth exchanges. The SCO University, which brings together more than 100 universities from our countries, is operating successfully. Women’s forums are also held under the Organisation’s auspices, focusing on strengthening the role of women in public, political, business and social life.
Yesterday, we attended the opening of the World Nomad Games now underway in Kyrgyzstan, with representatives from many SCO countries taking part, including Russia. Our country is ready to host the next Games in Kazan in 2028. We will be pleased to welcome teams from interested states.
In keeping with tradition, we also look forward to welcoming cultural and artistic figures from SCO countries to the International United Cultures Forum, which will be held in St Petersburg in late September.
🤝 I am convinced that our joint work in Bishkek will help advance multifaceted cooperation within the SCO in the interests of strengthening security, peaceful development and prosperity throughout Eurasia.
In this regard, dear friends, I would like to recall that today, September 1, marks the beginning of World War II. We must do everything possible to prevent the provocation of armed conflicts from becoming part of international practice. I am convinced that our work is helping move us in that direction.
