NEW: Russia is quietly running nationwide mobilization readiness exercises testing its ability to house, feed, and arm a large influx of new recruits.
In one exercise in July, military officers flew from St. Petersburg to Kaliningrad to oversee concrete mobilization planning for the exclave's residents. Similar tests are taking place across the country "in case the call is made." No decision has been taken by the Kremlin. Unlike the chaotic 2022 mobilization, Russia now has an electronic register of military-age men that would allow a more gradual process. Speculation centers on a possible call-up after Russia's September parliamentary elections. Source: WSJ
Three years ago today, Wagner Group founder Yevgeny Prigozhin, military commander Dmitry Utkin, and their core leadership were killed when their jet broke apart mid-flight over Russia's Tver Region, exactly two months after their failed mutiny.
Videos showed the aircraft spiraling down missing a wing, with debris scattered across 3 km. Western intelligence assessed it as an onboard bomb. Putin claimed grenade fragments were found in the bodies but no official report was ever released. Wagner as an independent force effectively ended. Its fighters were absorbed into Russia's military, and African operations were rebranded as the state-controlled Africa Corps. Three years later, no definitive forensic conclusion has been publicly issued.

Internet is not working in Russia, and there's a massive disruption in the functioning of online services.
Russian Internet is becoming more and more controlled by the state. This is probably preparation to the possible mobilization in the fall.
Russians are, as usual, annoyed, but there are no organized massive protests.

For the second year running, Russia’s big fleet parade in St. Petersburg was quietly shelved.
Instead, Putin popped by the Main Admiralty, took video calls from his fleet commanders (safely on land), handed out medals for the war in Ukraine, and delivered the usual lines about “striking blows” and the mighty nuclear triad.
This is not Putin’s war; it’s the peoples war

Russian pseudo intellectual and quack philosopher Alexander Dugin claimed that Russia needs a mobilization and Putin must make a decision on it.
A large-scale mobilization campaign in Russia in the fall of 2026 is yet to be announced. The likelihood is that it will be in late September or October. The Kremlin will not announce this in advance so as not to trigger a mass exodus and a decline in loyalty on the eve of parliamentary elections.
The calendar follows a political logic. Before elections, it is not in the Kremlin‘s interest to stir up widespread anxiety. After the vote, the political cost drops sharply. September becomes the likely month of administrative preparations, and October - an apt time for mobilization.
Russia is facing an increasingly severe shortage of manpower. Regions are increasing payments to contract soldiers and expanding recruitment among debtors, prisoners, the unemployed, foreigners, and socially vulnerable groups.57-year-old Alexey Korshenko was found dead on the balcony of his apartment.
