❗️Protection of rights relating to advertising calls and messages will be strengthened✅ According to the Resolution, minors shall be exempt from paying the state duty when applying to courts for the independent exercise of their rights. 🖼 From 1 October 2026, where a natural person’s primary personal data, such as surname, first name, patronymic or date of birth, is changed, the relevant information in the information systems of state bodies containing such data shall be updated automatically through interagency electronic interaction. 📃 From 1 November 2026: 🔹 any legal or natural person offering goods (works or services) through advertising SMS messages sent via mobile communication services shall be permitted to do so only after obtaining the person’s prior written or electronic consent; 🔹 legal entities providing services for the distribution of advertising calls and SMS messages via mobile communication services shall be allowed to provide such services only after registering their information systems in the State Register of Personal Data Databases; 🔹 the dissemination of advertising calls and messages through telecommunications networks (mobile communications) shall be prohibited between 6:00 p.m. and 9:00 a.m.; 🔹 mobile communication operators shall be obliged, at the subscriber’s request, to block, in whole or in part, advertising calls and messages distributed by them; 🔹 failure to comply with these requirements shall constitute a violation of the legislation on advertising and personal data and shall serve as grounds for taking the appropriate measures. ✔️ According to the Resolution, from 1 October 2026, the following services will be introduced on the Unified Portal of Interactive Public Services (the Unified Portal):
🔹 enabling natural and legal persons to impose or lift prohibitions on the pledging or mortgaging, as well as the alienation, of immovable property and motor vehicles owned by them under the right of ownership;
🔹 providing citizens with information on telephone numbers and bank cards registered in their name and in use by them, as well as introducing the following management functions:
▪️ submitting applications to temporarily deactivate (or reactivate) a telephone number for a specified period and to discontinue services for telephone numbers that are no longer in use;
▪️ obtaining information on paid services connected to a telephone number;
▪️ submitting applications to the issuing bank to block (close) bank cards;
▪️ automatically notifying a citizen through the Unified Portal whenever a new notarial act is performed in his or her name and maintaining a record of such notarial acts.

❗️ Procedures for the registration of property rights will be improved
The Presidential Resolution No. RP-265 of 15 July 2026 “On measures to improve public services provided to the population and create additional convenience for citizens” was adopted.
✅ According to the Resolution, where it is established during the state registration of rights to real estate that the right holder failed to apply to the registration authority in a timely manner:
➖ a system shall be introduced whereby, instead of imposing administrative liability, registration fees shall be charged at increased rates depending on the period of delay.
🕐 Where a residential property owned by a taxpayer under the right of private ownership was acquired by inheritance or received as a gift from a close relative:
➖ for the purpose of applying the tax exemption on income derived from the sale of such residential property, the prescribed holding period shall be calculated from the date of state registration of the ownership right of the testator or donor to that residential property.
🔵 The Resolution also provides that residence and registration at the place of residence in a residential property subject to a prohibition or seizure shall be permitted without the consent of the mortgagee.
📖 In such cases, the person being registered shall give prior consent to the cancellation of his or her registration on the basis of an application submitted to the internal affairs bodies by the owner (the mortgagee or the authority responsible for imposing or lifting the prohibition).

A Presidential Resolution “On Measures to Introduce a New System for Training Qualified Personnel in the Tax Sector” (RP - 227, dated June 16, 2026) was adopted.
📌 For information: Pursuant to Presidential Decree No. DP–95 dated May 19, 2026:
▪️ the Higher School of Taxation (Higher School) was established under the Tax Committee;
▪️ the Center for Professional Development and Competency Enhancement, as well as the Tax Research Center, were established within the Higher School.
🏛 According to the Resolution, at the Higher School:
🔹 beginning from the 2026/2027 academic year, applicants will be admitted to bachelor’s degree programs with a study period of at least three years;
🔹 beginning from the 2027/2028 academic year, master’s degree and postgraduate education programs will be introduced.
📝 The Higher School will provide training in such areas as taxes and taxation, digital tax administration, tax law, and financial control.
📜 Graduates of the Higher School will be awarded a state-recognized diploma, as well as a document confirming completion of training courses required to obtain qualification certificates as a tax consultant and auditor.
💸 For students of the Higher School who obtain certificates from international organizations in the field of accounting and auditing (ACCA, DipIFR, CAP/CIPA, CIA, ACA), the costs of training for obtaining such certificates will be covered by the Higher School.

By a Resolution of the Cabinet of Ministers (No. 316, dated June 19, 2026), the Regulation “On the Procedure for Assessing the Conformity of Elevators and Elevator Safety Devices” was approved.
🔰 This Regulation establishes the procedures for assessing the conformity of elevators and elevator safety devices specified in the Technical Regulation on the Safety of Elevators and Elevator Devices.
✅ According to the Regulation, the National Conformity Mark may be used provided that the requirements and conditions established by legislation regarding its use are fulfilled.
🔗 The National Conformity Mark shall be affixed to an elevator safety device together with the identification number of the designated body in whose register the device participated under one of the following conformity assessment procedures:
🔹 approval of the existence of a quality system ensuring conformity of the elevator safety device with its approved type;
🔹 approval of the existence of a comprehensive quality system ensuring quality assurance in the production of the elevator safety device;
🔹 assessment, at unspecified intervals, of the conformity of the elevator safety device with its approved type.
🗒 The designated body shall prepare an assessment report containing information on the assessment, inspections, and tests carried out, as well as their results.
📝 Where the conformity of an elevator with the essential safety requirements is confirmed, the designated body shall issue a certificate of conformity based on the results of the tests conducted.

🔰 This Regulation establishes the procedure for providing the public service of granting patents for inventions.
🏛 According to the Regulation, the public service shall be provided by the Ministry of Justice.
📝 An invention shall be considered new if it is not known from the existing state of the art.
✅ An invention shall be considered industrially applicable if it can be used in industry, agriculture, healthcare and other fields.
🗒 As an invention, a product may include a device, substance, strain of a microorganism, or varieties of plant or animal cells.
🔎 When using the public service:
🔹 residents may apply through the Public Services Centre, the authorised body’s special information system, or the Unified Interactive Public Services Portal;
🔹 non-residents shall submit an application to the authorised body through the information system.
📜 An application shall relate to one invention or to a group of inventions so closely linked as to form a single inventive concept.
🖇 Applications, notifications, decisions of the state examination and patents granted for inventions shall be certified by affixing a QR code.

⏳ According to the Law, an open discussion with rights holders shall be conducted within two months from the date of development of the concept of the redevelopment project.
‼️ During the open discussion, obtaining the notarised written consent of at least four-fifths of the owners of each property proposed for inclusion in the redevelopment project shall be one of the mandatory conditions for carrying out redevelopment.
❇️ In the implementation of a redevelopment project, a rights holder may, at his or her discretion, receive compensation or participate as an equity contributor.
📝 Compensation may be provided in the following order of priority:
1️⃣ transfer of ownership of a newly constructed residential or non-residential property located within the redevelopment area;
2️⃣ transfer of ownership of a residential or non-residential property located elsewhere;
3️⃣ monetary compensation;
4️⃣ other forms provided for in the settlement agreement.
📌 For information: a rights holder is an individual or legal entity that owns immovable property located within the urban redevelopment area.

The Law “On Urban Redevelopment” (LRU–1149 dated 10 June 2026) was adopted.
🔰 According to the Law, the following shall serve as grounds for carrying out urban redevelopment:
🔹 the deterioration of residential and non-residential premises located within the urban redevelopment area, their unfitness for habitation and use, and their emergency condition;
🔹 the existence of circumstances that have a significant impact on the social life of the population of the area.
📁 Urban redevelopment shall include the following types:
🔸 reconstruction of an existing facility without altering its main structural elements;
🔸 demolition of an existing facility and construction of a new facility of the same category on the vacated land plot;
🔸 establishment of green areas and other territorial zones.
📜 A proposal for the implementation of urban redevelopment may be submitted on the initiative of:
▫️ the state;
▫️ rights holders;
▫️ third parties.
🏛 Urban Redevelopment Support Funds shall be established under the Cabinet of Ministers, as well as under the Council of Ministers of the Republic of Karakalpakstan and the khokimiyats of the regions and the city of Tashkent.
📌 This Law shall enter into force six months after the date of its official publication.

The Presidential Decree No. DP–99 of 26 May 2026 “On measures for the wide introduction of market mechanisms in the water management sector” was adopted.
🏛 According to the Decree, the State Institution “Introduction of Market Mechanisms in Water Management” under the Ministry of Water Resources was designated as the single customer for the lease of water fund lands.
✅ In the course of cleaning riverbeds and water management facilities, extraction of sand and gravel materials that obstruct water flow and may cause erosion of riverbanks and flooding of adjacent areas shall be permitted.
📝 It shall be permitted to engage initiative entrepreneurs, on the basis of direct contracts and according to the best proposals submitted by them, in activities for cleaning reservoirs and flood-control reservoirs, canals, collectors, natural lakes and hydraulic engineering structures from soil materials.
⏳ For the purpose of effective use of lands of reservoirs and flood-control reservoirs that have been freed from water and retain soil moisture, such lands shall be leased by the State Institution to initiative persons for short-term cultivation through electronic online auction trading.
🔗 Specialized reputable design organizations in the relevant field shall be engaged for the development of design documentation for water management facilities subject to cleaning.

❗️ A national reading movement will be held annually, with cash prizes awarded to winners
The Presidential Order “On the wide introduction of a reading programme among youth and support for their interests” (No. F–33 dated 22 May 2026) was adopted.
📖 According to the Order, starting from 2026, a national reading movement (Programme) aimed at supporting the reading interest of students in general secondary schools shall be held annually.
▶️ The Programme shall be implemented in three stages each year.
🔎 The first stage shall be conducted online through registration on the “kitobxonlikharakati.uz” electronic platform, while the second and third stages shall be held in person at regional and republican levels.
✅ Participants shall take part in three age categories and shall be selected in accordance with the established procedure.
💸 Winners and prize-winners in the senior categories (grades 6–8 and 9–11) shall be awarded cash prizes and certificates in the following amounts:
🔹 1st place — 2 winners, each receiving USD 50,000 and a diploma;
🔹 2nd place — 2 prize-winners, each receiving USD 30,000 and a diploma;
