By a Resolution of the Cabinet of Ministers (No. 316, dated June 19, 2026), the Regulation “On the Procedure for Assessing the Conformity of Elevators and Elevator Safety Devices” was approved.
🔰 This Regulation establishes the procedures for assessing the conformity of elevators and elevator safety devices specified in the Technical Regulation on the Safety of Elevators and Elevator Devices.
✅ According to the Regulation, the National Conformity Mark may be used provided that the requirements and conditions established by legislation regarding its use are fulfilled.
🔗 The National Conformity Mark shall be affixed to an elevator safety device together with the identification number of the designated body in whose register the device participated under one of the following conformity assessment procedures:
🔹 approval of the existence of a quality system ensuring conformity of the elevator safety device with its approved type;
🔹 approval of the existence of a comprehensive quality system ensuring quality assurance in the production of the elevator safety device;
🔹 assessment, at unspecified intervals, of the conformity of the elevator safety device with its approved type.
🗒 The designated body shall prepare an assessment report containing information on the assessment, inspections, and tests carried out, as well as their results.
📝 Where the conformity of an elevator with the essential safety requirements is confirmed, the designated body shall issue a certificate of conformity based on the results of the tests conducted.

By the Resolution of the Cabinet of Ministers (No. 297 dated 10 June 2026), the Administrative Regulation for the public service “Granting a Patent for an Invention” was approved.
🔰 This Regulation establishes the procedure for providing the public service of granting patents for inventions.
🏛 According to the Regulation, the public service shall be provided by the Ministry of Justice.
📝 An invention shall be considered new if it is not known from the existing state of the art.
✅ An invention shall be considered industrially applicable if it can be used in industry, agriculture, healthcare and other fields.
🗒 As an invention, a product may include a device, substance, strain of a microorganism, or varieties of plant or animal cells.
🔎 When using the public service:
🔹 residents may apply through the Public Services Centre, the authorised body’s special information system, or the Unified Interactive Public Services Portal;
🔹 non-residents shall submit an application to the authorised body through the information system.
📜 An application shall relate to one invention or to a group of inventions so closely linked as to form a single inventive concept.
🖇 Applications, notifications, decisions of the state examination and patents granted for inventions shall be certified by affixing a QR code.

⏳ According to the Law, an open discussion with rights holders shall be conducted within two months from the date of development of the concept of the redevelopment project.
‼️ During the open discussion, obtaining the notarised written consent of at least four-fifths of the owners of each property proposed for inclusion in the redevelopment project shall be one of the mandatory conditions for carrying out redevelopment.
❇️ In the implementation of a redevelopment project, a rights holder may, at his or her discretion, receive compensation or participate as an equity contributor.
📝 Compensation may be provided in the following order of priority:
1️⃣ transfer of ownership of a newly constructed residential or non-residential property located within the redevelopment area;
2️⃣ transfer of ownership of a residential or non-residential property located elsewhere;
3️⃣ monetary compensation;
4️⃣ other forms provided for in the settlement agreement.

The Law “On Urban Redevelopment” (LRU–1149 dated 10 June 2026) was adopted.
🔰 According to the Law, the following shall serve as grounds for carrying out urban redevelopment:
🔹 the deterioration of residential and non-residential premises located within the urban redevelopment area, their unfitness for habitation and use, and their emergency condition;
🔹 the existence of circumstances that have a significant impact on the social life of the population of the area.
📁 Urban redevelopment shall include the following types:
🔸 reconstruction of an existing facility without altering its main structural elements;
🔸 demolition of an existing facility and construction of a new facility of the same category on the vacated land plot;
🔸 establishment of green areas and other territorial zones.
📜 A proposal for the implementation of urban redevelopment may be submitted on the initiative of:
▫️ the state;
▫️ rights holders;
▫️ third parties.
🏛 Urban Redevelopment Support Funds shall be established under the Cabinet of Ministers, as well as under the Council of Ministers of the Republic of Karakalpakstan and the khokimiyats of the regions and the city of Tashkent.
📌 This Law shall enter into force six months after the date of its official publication.

🏛 According to the Decree, the State Institution “Introduction of Market Mechanisms in Water Management” under the Ministry of Water Resources was designated as the single customer for the lease of water fund lands.
✅ In the course of cleaning riverbeds and water management facilities, extraction of sand and gravel materials that obstruct water flow and may cause erosion of riverbanks and flooding of adjacent areas shall be permitted.
📝 It shall be permitted to engage initiative entrepreneurs, on the basis of direct contracts and according to the best proposals submitted by them, in activities for cleaning reservoirs and flood-control reservoirs, canals, collectors, natural lakes and hydraulic engineering structures from soil materials.
⏳ For the purpose of effective use of lands of reservoirs and flood-control reservoirs that have been freed from water and retain soil moisture, such lands shall be leased by the State Institution to initiative persons for short-term cultivation through electronic online auction trading.
🔗 Specialized reputable design organizations in the relevant field shall be engaged for the development of design documentation for water management facilities subject to cleaning.

The Presidential Order “On the wide introduction of a reading programme among youth and support for their interests” (No. F–33 dated 22 May 2026) was adopted.
📖 According to the Order, starting from 2026, a national reading movement (Programme) aimed at supporting the reading interest of students in general secondary schools shall be held annually.
▶️ The Programme shall be implemented in three stages each year.
🔎 The first stage shall be conducted online through registration on the “kitobxonlikharakati.uz” electronic platform, while the second and third stages shall be held in person at regional and republican levels.
✅ Participants shall take part in three age categories and shall be selected in accordance with the established procedure.
💸 Winners and prize-winners in the senior categories (grades 6–8 and 9–11) shall be awarded cash prizes and certificates in the following amounts:
🔹 1st place — 2 winners, each receiving USD 50,000 and a diploma;

The Presidential Resolution “On state support for the population and the effective organisation of charitable events in connection with the blessed Eid al-Adha holiday” (No. RP–196 dated 21 May 2026) was adopted.
🔰 According to the Resolution, in connection with the blessed Eid al-Adha holiday, the costs of medical examinations, surgical operations and treatment for the following categories of patients shall be covered:
➖ surgical operations for 10,000 children suffering from severe and disability-causing diseases;
➖ medical examinations, treatment and surgical operations for 2,300 patients diagnosed with oncological, hematological and oncohematological diseases;
➖ liver and kidney transplantation operations for at least 350 patients.
💸 In addition, a cash reward in the amount of USD 200 shall be transferred to the savings accounts of the following children in need of social protection:
➖ orphans and children deprived of parental care (children under guardianship, trusteeship and foster care);
➖ pupils of Mehribonlik houses, family children’s homes, small-sized children’s homes and SOS Children’s Villages;
➖ children of parents who sacrificed their lives in defending the borders of the Motherland;
➖ children undergoing treatment at the “Taskin Children’s Hospice” children’s oncology hospital.
🕌 In addition, favourable conditions shall be created in 500 mosques, repair works shall be carried out and local cemeteries shall be improved.
✅ Territorial councils shall be established for organising and coordinating the improvement of sacred sites and charitable events.

❗️ Import of pedigree cattle from abroad shall be exempt from VAT
The Presidential Resolution “On measures for the development of the livestock sector and pasture management based on a modern management system and new approaches” (No. RP–179 dated 12 May 2026) was adopted.
🔰 According to the Resolution, the following were established as target indicators for the development of the livestock sector in 2026–2028:
▫️ increasing the level of industrial processing of livestock products (meat and dairy products) to 50 percent;
▫️ increasing livestock productivity by raising the share of pedigree cattle to 90 percent, and others.
🌱 Starting from the 2027 harvest, it shall be permitted to allocate fodder crops on 50 percent of land areas intended for the cultivation of cotton and cereal crops.
💸 From 1 July 2026 to 1 January 2030, subsidies shall be allocated for each pedigree calf (identified) obtained from identified cows kept in households through the following methods:
🔹 500,000 soums — when obtained through artificial insemination;
🔹 700,000 soums — when obtained through embryo transfer (transplantation).
💰 From 1 June 2026 until 1 January 2029, the import into the territory of Uzbekistan of pedigree cattle, sheep and goats from abroad shall be exempt from value added tax.

By the Resolution of the Cabinet of Ministers (No. 253 dated 18 May 2026), the Regulation “On the procedure for determining the tax base based on the market price of certain goods” was approved.
🔰 The Regulation establishes, in accordance with the Tax Code, the procedure for determining the tax base based on the market value of real estate objects and timber products.
✔️ The requirements of the Regulation shall apply where the price reflected in accounting documents for goods sold by taxpayers is 20 percent lower or higher than the market price determined for such goods.
💸 According to the Regulation, tax authorities shall use the comparable market price method in determining the tax base.
☑️ The market price of real estate objects shall be determined by the specially authorised body in the field of mass valuation of real estate.
📝 In determining the tax base based on market prices, tax authorities may also use the following information:
▫️ the unified automated information system of notaries;
▫️ auction and public procurement platforms;
▫️ sellers’ price lists (price schedules) and other information.
💰 The market price of goods shall be determined on the basis of the prices of identical goods sold on exchange trading platforms, and where such goods are unavailable, on the basis of similar goods.

❗️ New structures will be established under the Ministry of Health
A Presidential Decree “On measures to improve management efficiency in the healthcare system” (No. DP-77, dated May 5, 2026) has been adopted.
🏛 According to the Decree, the following structures shall be established under the Ministry of Health:
🔹 the Research Center for Public Health Analysis on the basis of the Institute of Health and Strategic Development;
🔹 the Clinical Audit Inspectorate and its territorial divisions;
🔹 the Content Media Center.
✅ The following activities shall be organized on the basis of outsourcing:
🔸 a “Call Center” for receiving public appeals, complaints, proposals, and objections, ensuring their prompt consideration and referral to relevant organizations;
🔸 a feedback system (Feedback) aimed at ensuring systematic communication with the population and medical personnel, as well as obtaining and analyzing оперативная information regarding the quality, accessibility, and existing problems of medical services.
📁 Starting from September 1, 2026, medical associations shall be granted the following powers:
▪️ development of documents on standardization of medical care, participation in their discussion and revision;
▪️ participation, upon the proposal of the Ministry of Health and the State Medical Insurance Fund, in assessing the quality of medical services provided by inpatient medical organizations;
▪️ participation as independent professional experts in the processes of assessment of qualifications, certification, and retraining of medical personnel, and others.

❗️ Procedure established for providing subsidies to employers for adapting workplaces and working conditions for persons with disabilities.
The Ministry of Justice has officially registered a departmental document (Registration No. 3832, dated May 7, 2026) regarding the allocation of subsidies and interest-free loans from the State Employment Promotion Fund.
💸 Accordingly, subsidies will be allocated to employers from the Fund for the following purposes:
🔹 For covering costs of vocational training, retraining, and professional development for employees hired via employment agency referrals: 4 times the Base Calculation Amount (BCA) per month per employee for a period of 6 months.
🔹 For hiring socially vulnerable populations beyond the established minimum quota: 2 times the BCA per month per employee for a period of 12 months.
🔹 For adapting workplaces and working conditions for persons with disabilities: Up to 40 times the BCA per adapted workstation.
🔹 For hiring individuals released from penitentiary institutions: A one-time payment of 3 times the BCA, provided the individual continues employment for more than 3 months.
💰 Additionally, from July 1, 2026, to January 1, 2028, the following subsidies will be allocated:
🔸 For teachers and vocational training instructors: 50% of the costs incurred for obtaining internationally recognized professional education certificates and national certificates, up to a maximum of 20 times the BCA.
🔸 For business entities establishing qualification assessment centers: 30% of the costs of purchasing assessment tools, not exceeding 200 times the BCA.
🔎 Furthermore, persons with disabilities will be provided with interest-free loans of up to 75 times the BCA for up to 3 years (with a 6-month grace period) to ensure their employment, including the purchase of equipment, tools, raw materials, internet connection services, as well as starting or expanding entrepreneurial activities.
✅ Applicants may apply for these subsidies and loans via the my.gov.uz portal, the "Unified National Labor System," and the "Online Mahalla" electronic platforms.

❗️ Non-governmental medical organisations will be allowed to engage in transplantation activities
🔰 According to the Decree, from 1 May 2027, non-governmental medical organisations that have obtained national or international accreditation will be allowed to engage in transplantation activities in accordance with the procedure established by legislation.
✅ In this case:
🔹 compliance by non-governmental medical organisations with the procedure for transplantation of human organs and (or) tissues established by legislation will be determined as licensing requirements and conditions for medical activity;
🔹 activities of non-governmental medical organisations related to transplantation of human organs and (or) tissues will be classified as high-risk activities through the “risk analysis” system;
🔹 information on patients and donors involved in transplantation procedures carried out by non-governmental medical organisations will be regularly submitted to the Ministry of Health on a mandatory basis.
📝 From 1 January 2027, on an experimental basis in the Samarkand Region, the following proposals regarding the construction and reconstruction of buildings and structures of primary healthcare institutions included in the social and industrial infrastructure development programme were approved:
🔸 entrepreneurs will carry out construction and installation works at facilities at their own expense based on projects approved by the Ministry of Health;
🔸 after completion of construction and installation works, control measurements at the facilities will be conducted in the established manner;
🔸 after completion of the facility acceptance process, entrepreneurs will be paid the established amounts.
