| 2 | And here's the part that most people miss completely. The Federal Register document that published all of this is dated July 25. But the actions were taken on July 23 and 24. The sanctions were issued before the document was published. The banks were notified before the public saw it. The cartels' money was frozen before the newspaper printed the headline.
That's not a bug in the system. That's how the system is designed. The government executes the action first, through classified and restricted channels. The Federal Register publication comes after. What you read in the news is not the enforcement happening. It's the government telling you what it already did.
Every single OFAC sanctions notice contains two dates. The date the action was issued and the date it was published. They are never the same day. The action always comes first.
Nobody hides this. It's printed right on the page. But nobody reads both dates. So nobody realizes that by the time they're reading about it, it's already done.
Now zoom out.
Yesterday wasn't an isolated event. It was one day in an enforcement wave that has been building for years. This Substack has tracked 477 enforcement actions across five major powers the United States, China, Russia, Saudi Arabia, and India plus more than 40 additional countries.
The same week this was happening in Washington, China was purging its military and its banking system simultaneously. A former Politburo member was expelled from the Communist Party and referred for criminal prosecution. The president of China Development Bank a state policy bank was placed under investigation. Over a hundred senior military officers have been purged.
Russia passed a law stripping exiled citizens of their assets, their passports, and their banking access. The Kremlin froze the bank accounts of approximately a hundred cultural figures without court orders.
India's Enforcement Directorate arrested a Dubai-based Indian national who was running a crypto-hawala pipeline connecting drug cartels in Brazil and Thailand. One person. Connecting three continents. Through cryptocurrency and informal money transfer networks. Arrested by India.
Saudi Arabia's anti-corruption authority opened 15 new cases and continued processing 130 arrests from the month before.
INTERPOL convened a summit of 54 nations to address transnational organized crime.
All of this. The same week. Across all of these countries. Against the same type of target transnational criminal networks operating through legitimate financial institutions.
This is not a coincidence.
You cannot watch eight sanctions programs publish in one document, a tariff expire and activate in the same minute, a cartel's leadership get publicly mapped and sanctioned simultaneously, and the intelligence community announce what it knows on the same day it acts on what it knows and call that normal government operations.
This is a machine. It was built over 25 years. It can trace every dollar on earth, freeze any account, cut off any bank, sanction any individual, and seize any asset. And yesterday, somebody turned every dial to maximum at the same time.
The doors were all open. And they walked through every single one.

Let me tell you what happened yesterday.
If you watched the news, you probably saw a headline or two about tariffs. Maybe something about cartels. Maybe something about Cuba. If you're really paying attention, maybe you caught something about Iran sanctions or a crypto exchange shutting down.
What you didn't see because no single news outlet covers it this way is that yesterday was one of the most coordinated enforcement days in modern American history. And nobody told you.
Here's what actually happened. All on the same day. July 24, 2026.
At 12:01 in the morning, a global import tax that had been in place for months expired by operation of law. It just ended. Gone. At the exact same moment literally the same minute a new set of tariffs on goods made with forced labor kicked in covering 60 countries. One door closed. Another opened. Same minute.
While you were sleeping, the Treasury Department published what officials are calling the largest sanctions package ever issued against a Mexican drug cartel. The Jalisco New Generation Cartel CJNG had its entire leadership structure publicly mapped and sanctioned by the U.S. government. The new boss, a dual U.S.-Mexican citizen they call "El 03," was formally designated. His number two was named. Their money laundering networks the people who collect cash from American drug sales and move it back to Mexico were identified and cut off from the banking system.
That wasn't all that was in the package.
In the same Federal Register publication the same document, the same day the Treasury Department also sanctioned Hamas and Muslim Brotherhood financial networks. Also issued new sanctions on Cuba and published three new general licenses for Cuba wind-down operations. Also expanded sanctions on Iran's oil shipping network. Also amended Russian sanctions licenses. Also updated Venezuela sanctions guidance and issued an earthquake relief authorization. Also removed a Belarus steel company from the sanctions list.
Eight different sanctions programs. One document. One day.
Counter-narcotics. Counter-terrorism. Cuba. Iran. Russia. Venezuela. Belarus. Transnational criminal organizations.
Every door. At once.
But that still wasn't everything.
Yesterday, Customs and Border Protection suspended the rule that let small international packages enter the country without full inspection. Not just mail all modes. Every international package now gets screened. Two new rules, published the same day.
Yesterday, the comment period closed on the Office of the Comptroller's new anti-money-laundering rules for stablecoin issuers.
Yesterday, the intelligence community publicly released its map of the cartel's new command structure the same cartel that Treasury was sanctioning in the same document. They showed the world the organizational chart and hit it with sanctions at the same time.
Yesterday, the European Union finalized its 21st sanctions package against Russia watered down, with concessions to Greece on natural gas, but passed.
Yesterday, a DOJ-Treasury enforcement surge crossed one billion dollars in penalties for the first half of 2026 alone.
Yesterday, a permanent director for the Consumer Financial Protection Bureau had his confirmation hearing in the Senate.
Yesterday, the CLARITY Act the law that would ban federal officials from owning cryptocurrency had a new draft circulated with a Senate vote window opening this week.
And tomorrow July 25 the Lukoil divestiture license expires. Another gate. Another deadline. Another enforcement mechanism activating.
Now here's what I need you to understand about all of this.
None of it was an accident.
You don't publish eight sanctions programs in one Federal Register document by coincidence. You don't time a tariff expiration and a tariff activation to hit at the same minute by accident.
