STATEMENT FROM THE SRFTI STUDENTS UNION 27 September 2026 Today, an awareness-cum-organisational event of the Akhil Bharatiya Grahak Panchayat (ABGP) was held at the Main Theatre of the Satyajit Ray Film and Television Institute (SRFTI). The Student Union and the student body were not informed about the event before permission was granted. A similar event had also reportedly taken place on campus a few months ago without the knowledge of the students. At around 2:00 PM, students went to the Main Theatre to put up posters questioning the Institute’s decision to allow such an event without informing the student community. The ABGP members present at the venue confronted the students and attempted to remove them from the theatre. The situation then escalated into physical violence against students. Students were verbally abused, including being called “anti-national” and “cockroaches”. Members of the group then physically attacked students, including women students, using punches, kicks, stones, bricks, sticks and other objects. Students were chased through the campus, including students who were not part of the protest and were simply carrying out their academic work. Several students sought shelter inside the library. The group followed them there, and the librarian was also assaulted. The library was surrounded, leaving students and staff in a situation of fear inside their own institute. Students were also chased, their clothes were torn, and there were incidents of phones being forcibly taken. Violence was directed at students across the campus, not merely at those who had put up the posters. The Student Union subsequently alerted the student body and students gathered at the Main Theatre. The ABGP members were driven out of the theatre. The police were alerted and reached the institute following the violence. At the time of issuing this statement, people are still gathered outside the institute gate, attempting to enter the campus and throwing stones and bottles towards students inside. We are putting out this statement because misleading and factually incorrect accounts of the incident are already being circulated in sections of the media and online. We want the events as witnessed by students and documented through photographs and videos to be available publicly. This statement is being issued to place on record what happened at SRFTI today and to counter the misinformation being circulated about the incident. SRFTI STUDENTS UNION 27 September 2026 (As received)

Students of SRFTI are reportedly under attack from outsiders Trouble allegedly broke out when a few students of the film Institute objected to highly provocative and inflammatory speeches being delivered at a programme in the main auditorium inside the campus. The heated arguments quickly escalated into physical campus-wide clashes. The auditorium was rented to an organisation named Akhil Bhartiya Grahak Panchayet. A few students are reportedly injured. There are reports of faculty members being harassed or assaulted. The students of the Institute are protesting against the attack on them by the outsiders.

*A Setback for Peace and Reconciliation in Bastar*: These death sentences must also be viewed against the present circumstances in Bastar. The State Government has repeatedly spoken of peace, dialogue, surrender and rehabilitation as part of its approach to ending the decades-long conflict. In that context, the State demanding the death penalty in this case, and the Court subsequently imposing it, sends a profoundly contradictory message. For decades, the prisons of Bastar have held large numbers of Adivasi men and women arrested in alleged Maoist cases. Families and civil liberties groups have repeatedly raised cases of false implication, prolonged incarceration and eventual acquittal after years spent in prison. These are not peripheral issues to the conflict in Bastar. They are among its most enduring injustices. This contradiction has become particularly stark at a moment when the State claims that the armed conflict is ending. While surrender and rehabilitation are being offered to persons leaving the Maoist movement, there has been no comparable, comprehensive process to review the cases of Adivasis who have spent years in prison in alleged Maoist cases, including those who maintain that they were never associated with the Maoist movement at all. Instead of urgently addressing this legacy of incarceration and wrongful implication, the continuing emphasis on securing convictions and seeking increasingly severe punishments risks perpetuating the very injustices that any genuine process of peace and reconciliation must confront. Justice cannot become synonymous with vengeance. A genuine transition towards peace requires the State to confront the legacy of false arrests, prolonged undertrial incarceration and wrongful prosecutions, and to create a credible and transparent process for reviewing the cases of those who continue to languish in prison. *PUCL Chhattisgarh demands*: • Commutation of the death sentence and judicial review with full attention to individual culpability and mitigating circumstances. • That the state addresses the conditions of conflict, coercion and deprivation that have drawn or compelled into the orbit of armed organizations. • A recommitment to restorative, dialogue-based approaches to peace in Bastar over punitive measures that fall disproportionately on the poor. *Justice for the victims of Jhiram Valley cannot be secured by creating further injustice for the marginalised people of Bastar* _Issued by_ _Junas Tirki, President, PUCL CG (7855959027)_ _Kaladas Dehariya, PUCL, CG (7898133131)_

*PRESS NOTE* *PUCL Condemns Death Sentence to 10 Convicts in Jhiram Valley Case; Calls it Unjust, Disproportionate and a Setback to Peace in Bastar* _16th September, 2026_ : PUCL Chhattisgarh expresses deep concern and anguish over the death sentence awarded today by the Special NIA Court, Jagdalpur, to 10 convicts in the 2013 Jhiram Valley attack case. While PUCL has consistently taken a principled position against political violence in all its forms and unequivocally condemns the heinous killings of 29 Congress Party workers and leaders in the 2013 attack, we believe the death penalty is opposed to the Constitutional principles of Rule of Law and is not the answer to this or any crime. The imposition of capital punishment in this case also raises grave concerns of unequal access to justice, individual culpability, and the disproportionate impact of the harshest punishments upon the poorest and most marginalised sections of society. *Capital Punishment is barbaric and ineffective in deterring crime*: India remains amongst a minority of countries worldwide that still has death penalty in its lawbooks and practices it – as of 2025, 113 countries across the world have abolished capital punishment. It is a cruel and barbaric form of punishment and does not deter crime. It violates the right to life and dignity, and decades of research show no credible evidence that it prevents crime more effectively than life imprisonment. The burden of capital punishment also falls disproportionately upon the economically and socially marginalized. Project 39A's landmark Death Penalty India Report found that 74.1% of the prisoners sentenced to death covered by its study were economically vulnerable. The relationship between poverty, and exposure to the harshest punishments cannot be ignored in any serious discussion of capital punishment in India. *The harshest punishment falls on those at the margins, while the alleged architects were never brought to trial*: For PUCL, today’s judgment represents a grave miscarriage of justice. The ten persons sentenced to death have consistently maintained their innocence, and their families have throughout maintained that they were falsely implicated in the Jhiram Valley case. They are Adivasi villagers from poor and disadvantaged backgrounds who have already spent approximately thirteen years in incarceration. Today’s judgment, which condemns them to death, compounds what we believe is a grave miscarriage of justice. Significantly, even the prosecution does not allege that these ten persons conceived, planned or directed the Jhiram Valley attack. The prosecution case itself attributes the planning and direction of the attack to senior Maoist leaders, none of whom were ever brought to trial in the present proceedings. The persons who now face execution are therefore not those whom the prosecution itself identifies as the principal architects of the attack. Even apart from their consistent claim of innocence, the realities of life in conflict-affected Bastar could not have been ignored while deciding whether these ten persons should live or die. It is well documented, from the Salwa Judum years onward, that residents of such areas are routinely caught between armed actors on multiple sides, and that coercion and pressure are real, recurring features of life there, not an after-the-fact defence. This context ought to have weighed heavily against the imposition of the death penalty. Further, thirteen years of incarceration before sentence is an extraordinary deprivation of liberty, with consequences not only for the prisoners but for their families and communities. The human cost of such prolonged incarceration is not theoretical. One of the undertrials in the Jhiram Valley case died during the pendency of the proceedings after spending several years in custody.

This aspect should have been heavily factored in when the NIA Special Court gave its verdict. Families and civil liberties groups have repeatedly raised cases of false implication, prolonged incarceration and eventual acquittal after years spent in prison. These are not peripheral issues to the conflict in Bastar. They are among its most enduring injustices. This judgement is in stark contrast to today’s situation in Chhattisgarh The Union government has claimed that Maoism ended on March 31st, 2026, following brutal repression of the Adivasis and killing of the Maoist leaders and cadres on one hand and offering peace and rehabilitation to the Maoists who had surrendered on the other. Following that, the state government has spoken of peace and dialogue as an approach to end the conflict. Today's judgment comes in stark contrast to all these claims made by the state. Further, thirteen years of incarceration before sentence is an extraordinary deprivation of liberty, with consequences not only for the prisoners but for their families and communities. One of the undertrials in the Jhiram Valley case died during the pendency of the proceedings after spending several years in custody. Today’s judgment, which condemns them to death, compounds what we believe is a grave miscarriage of justice. If the government and state machineries are truly interested in democracy and dialogue, then the state has to understand, accept and practice the idea that justice cannot be made synonymous with vengeance. The state has to stop the legacy of false arrests under frivolous charges, prolonged imprisonment of undertrials and torture and harassment of the marginalised sections of the society. CDRO firmly believes true justice can never be achieved by creating further injustice for the marginalised sections of the country. CDRO demands: • Commute the death sentence and carry out judicial review, keeping in mind the circumstances leading to the attack and actual roles played by these ten persons • Abolish the provision of capital punishment in all cases • Improve the lives of the Adivasis through a dialogue-based approach and stop harassing them in the name of controlling Maoists or for the sake of mining or other so-called developmental work. COORDINATION OF DEMOCRATIC RIGHTS ORGANISATIONS (CDRO) PRESS RELEASE 18th September 2026 CDRO condemns the death sentence awarded to 10 convicts in the Jhiram Valley Case Capital punishment is barbaric and does not serve as a deterrent to future crimes The Special NIA Court has awarded death sentences to the convicts in the 2013 Jhiram Valley Maoist attack case, in which 29 Congress party leaders and workers had died. Any death or political violence leading to death, including that which happened in 2013 in Jhiram Valley, is a sad incident. However, we believe that the death penalty amounts to institutional murder and is not an answer to this or any crime. The death sentence executed is a point of no return for the person, and even if later-day findings suggest that the judgment was wrong, there is no scope for amendment. As of today, 114 countries have abolished the death penalty, while 23 retain capital punishment but have not used it in the last ten years and are believed to have a policy of not carrying out executions or have made a commitment not to do so. India remains amongst a handful of countries that have executed their citizens. This is a barbaric form of punishment that takes away the right to life but does not act as a more effective deterrent to crime than life imprisonment (Amnesty International Report ; National Academies report on Deterrence Studies ). Social inequality and the impact of capital punishment on the most marginalised sections of society The imposition of capital punishment in this case further raises grave concerns of unequal access to justice, individual culpability, and the disproportionate impact of the harshest punishments upon the poorest and most marginalised sections of society. According to Project 39A's landmark Death Penalty India Report, 74.1% of prisoners sentenced to death belong to the economically vulnerable section, 63.1% of them are either the sole/primary earner of the family, and about 76% of them belong to SC/ST/OBC/religious minority groups . In most of their findings, it is also noted that disadvantaged people have little to no access to legal resources and private lawyers. Thus, the strong positive correlation between poverty and exposure to the harshest punishments cannot be ignored in any serious discussion of capital punishment in India. In the Jhiram Valley attack case, the ten persons sentenced to death are poor Adivasi villagers from the most disadvantaged portion of our society. All of them have consistently maintained their innocence, and their family members have strongly voiced that they were falsely implicated. Significantly, the prosecution had said that the attack was masterminded by the senior Maoist leaders and could not connect these ten persons as those who would have directed the attack. Thus, we strongly believe that this death sentence to the Adivasis given by the NIA court in the case is only an act of retribution by the state. This judgment also stands in contrast to the Rajiv Gandhi death case, where the death sentences of the prisoners were first commuted to life imprisonment, and finally, the surviving life convicts were also released. Why was the attack carried out, and why did some of the Adivasis participate in the attack CDRO would like to raise a more pertinent question: what was the background of the attack, and, more importantly, why did some Adivasis take part in it? It is now well-documented that Salwa Judam was organised mainly to carry out unconstitutional killings of the Maoists, as these Maoists were the stumbling block in the state’s attempt to drive out Adivasis from their ancestral homes and to facilitate mining. Mahendra Karma, one of the deceased, was behind the organisation of this group, whose activities were termed as unconstitutional by the Supreme Court. Then came the Operation Green Hunt. In these entire processes spanning decades prior to the 2013 attack, the lives of the Adivasis have become one recurrent theme of extreme coercion and pressure.

BRICS: Xi and Putin call the shots The same formulation, word for word, on terrorism and the Pahalgam attack as seen in the 2025 BRICS Declaration. Yet the Godi media is ecstatic about Modi’s ‘success’ in getting it included in the 2026 Declaration adopted at New Delhi. A quick reading of the Declaration will show the overwhelming influence of Xi and Putin. Though the US remains unnamed it is clearly the target with strong words against unilateral sanctions and tariff wars. Meanwhile China is commended for its tariff-free trade with a large number of African countries. The US proxy Zionist regime has once again been blamed for its acts in Palestine and Lebanon, while the war in Ukraine goes unmentioned. So much for the Modi regime’s claims, echoed by its faithful columnists, of having steered the BRICS away from ‘anti-Americanism’. How it will fare with Trump’s inevitable blowback remains to be seen. (Taken from Comrade K Murali's blog)
