By appointing Keith Kellogg as his special envoy to Ukraine, Donald Trump has also chosen a very specific, pre-announced plan for the thorniest foreign policy issue on his plate. Kellogg, Trump’s 80-year-old former national security advisor, has laid out his peace plan in some detail, writing for the America First policy institute in April. It begins calling the war “an avoidable crisis that, due to the Biden Administration’s incompetent policies… has entangled America in an endless war.” Essentially Kellogg wants to freeze the frontlines so that both sides are forced to the negotiating table. Kellogg says the United States doesn’t need involvement in another conflict, and its own stocks of weaponry have suffered from aiding Ukraine, leaving the country potentially exposed in any conflict with China over Taiwan. He says Ukraine’s NATO membership - in truth a very distant prospect, tentatively offered to Kyiv in symbolic solidarity - should be put on hold indefinitely,
“in exchange for a comprehensive and verifiable peace deal with security guarantees.”
Foremost, the plan says it should become “a formal US policy to seek a ceasefire and negotiated settlement.” At this point, this is the best case scenario. There’s a lot that can go awry — particularly since Hezbollah didn’t directly participate in the talks, leaving it to a political ally, the Speaker of the Parliament of Lebanon Nabih Berri, to act on its behalf. Under the agreement, the Israeli military will slowly withdraw forces from southern Lebanon, while Hezbollah moves north of the Litani River, as it was meant to do under the U.N. resolution that brought the 2006 war to an end. Lebanon will reinforce the area south of the river, deploying an additional 10,000 troops throughout the transition period of 60 days. Despite official instructions from the Israeli and Lebanese armies to wait until Israeli troops withdraw gradually, Lebanese Shiites already rushed to get back to their villages in the south. On Wednesday, for example, Israeli soldiers shot at returnees they suspected of being Hezbollah members in the southern Lebanese village Meiss al-Jabal, after Israel’s defense minister ordered “forceful action” to keep the militia group’s members from returning.
