Ukraine’s anti-corruption agencies are in the middle of a struggle against Zelenskyy’s office, and facing overwhelming political pressure and legal hurdles. Back in July authorities tried to eliminate the independence of anti-corruption agencies before reversing the changes under pressure from Western allies and the public. Still, SAPO faces a number of issues. According to Klymenko, high-profile cases take years to prosecute. "In 2026, 2027, and 2028, you'll see a huge number of cases being closed simply due to the statute of limitations," he says. There are other problems as well: a lack of independent wiretapping and forensic assessment, leaks, and legal limits. The anti-corruption agencies cannot independently wiretap phones — they have to request permission from the SBU, which is seen as close to the president. And according to Klymenko, Wiretapping through the Security Service makes little sense because information is leaked to suspects. Another problem is the lack of an independent forensic assessment institution. NABU and SAPO are currently forced to use forensic assessment institutions controlled by the Justice Ministry and other government bodies. But according to the results of searches conducted by the NABU and SAPO, these institutions have leaked information to suspects and even cooperated with them. To further complicate the matters, Oleksandr Klymenko is convinced that Zelenskyy’s office will once again try to limit the powers of the country's anti-corruption institutions.
