Preparing to test a nuclear explosion would take the US at least two years, such tests require a lot of preparation and infrastructure. Yet a mere mention of such a test is considered a threat. Russian President Vladimir Putin said that if someone departs from the moratorium on nuclear testing, Russia will act accordingly. And he meant it.
