President Isaac Herzog Calls Washington Post Photographer Heidi Levine Following Attack in the Binyamin Region
On October 17, 2026, President Isaac Herzog called Heidi Levine, 63, a photographer for The Washington Post, who was attacked by violent rioters in the Binyamin region on Friday.
President Isaac Herzog:
“As President of the State of Israel, I strongly condemn this outrageous and shocking violence, both the terrible attack you endured and other grave incidents of violence, such as what took place today in Taybeh. This weighed heavily on my conscience throughout Shabbat, and I express my deep sorrow and apologize for what you went through. The despicable behavior of the perpetrators of this attack does not represent the citizens or the values of the State of Israel.
“Israel is a democratic state governed by the rule of law, and it must act with full force against every form of violence. I know that the circumstances of each incident are being thoroughly investigated, and we await the findings. All government, security, and law enforcement authorities must use every means at their disposal to investigate thoroughly, apprehend these lawbreakers, and bring them to justice with the fullest extent of the law. We all embrace you and your family, and on behalf of the entire nation, I wish you good health and a speedy recovery.”

President Isaac Herzog Addresses the 7th CICA Summit in Azerbaijan
President Herzog: “I say to all neighboring countries, to all nations in this region and in Asia, that Israel desires and strives to enhance collaboration and to broaden the circle of peace. But peace cannot exist with terror, and cooperation cannot thrive with boycotts.”
On October 15, 2026, President Isaac Herzog addressed the plenary session of the Seventh Summit of the Conference on Interaction and Confidence Building Measures in Asia (CICA) in Baku, an international forum dedicated to strengthening cooperation and ties among the nations of Asia.
President Isaac Herzog:
“We come together at a time in which the rifts in our global community of nations are seemingly broadening, only to be further aggravated by eroding faith in multilateral forums. Against this tide of cynicism, CICA stands as an oasis of cooperation and partnership. Israel was always here, from the beginning, at the initiative of the late Shimon Peres back in the 1990s, and we are very proud of it.
“It is most fitting that we come together in Azerbaijan, a nation that is truly synonymous with impressive regional partnership, tolerance, and confidence-building measures. Under President Ilham Aliyev’s wise leadership, Azerbaijan has become a paragon of stability, enjoying incredible economic growth and forging ties with nations across the region. I would also like to welcome the announcement of the upcoming visit of U.S. Secretary of State Rubio to Uzbekistan in the coming days for meetings with Central Asian countries.
“In Israel, we have learned from lived experience that declarations of friendship, in and of themselves, are never enough. The relationships that endure are those that foster real connections, support practical collaboration, and identify areas of shared common interest. That is the promise of CICA. We have also seen the power of this approach firsthand through the Abraham Accords - we have two partners with us today: the Kingdom of Bahrain and the United Arab Emirates - which demonstrate how converging interests can transform political realities. Relationships that just a few years ago seemed impossible to imagine are now a living, breathing reality, proving that a future of partnership and brotherhood is within our grasp. I sincerely hope and pray that we will be able to see a vision of peace in the Middle East with our neighbors and the nations of Asia.
“Just as the Jewish people have enriched the Asian tradition, I firmly believe that Israel has much to contribute to Asia here in the 21st century, in technology and science, water management and innovation, advanced agricultural practices, energy, tourism, fintech, healthcare, AI, and more. We truly see ourselves as part of the Asian continent and want to contribute to it. I say to all neighboring countries, to all nations in this region and in Asia, that Israel desires and strives to enhance collaboration and to broaden the circle of peace. But it must be clear: peace cannot exist with terror, and cooperation cannot thrive with boycotts. Members of this institution have the right to live freely and peacefully, without their existence being constantly threatened.
“I thank you for your commitment to working together here at CICA. As we move forward, let us continue building, striving for common ground, choosing dialogue over division and engagement over hostility. Let us dedicate ourselves to a future of shared prosperity and our joint commitment to the common purpose of CICA.”

| 6 | Prime Minister Benjamin Netanyahu at the Eastern Border: "There is a massive barrier here that we are building from the Yarmouk to Eilat, alongside IDF forces and additional plans. Enemies of Israel – do not test us.”
Prime Minister Benjamin Netanyahu, today (Thursday, 15 October 2026), visited the new barrier area being established along the eastern border, accompanied by Defense Minister Israel Katz, Head of the Borders and Seam Line Administration Maj.-Gen. Eran Ofir, Division 96 Commander Brig.-Gen. Oren Simcha, and other commanders.
The Prime Minister was briefed on the ongoing and completed efforts to reinforce defense along the border and strengthen security components on the eastern border.
(All remarks are translated from Hebrew.)
Prime Minister Benjamin Netanyahu:
"I am here in the Jordan Valley near Kibbutz Massada, together with the Defense Minister and IDF commanders. What you see behind me is the massive barrier we are building along the eastern border, from the Yarmouk [River] to Eilat. We are building this as an addition to our security. This is in addition to the security zones we hold in Lebanon, Syria, and, of course, the Gaza Strip.
We are surrounding the State of Israel with a massive barrier, but not just that. There are forces here, there is a work plan, anti-drone plans, I won't go into details. Simply maximum defense so that we can protect the citizens of Israel and prevent anyone from even thinking about invading the State of Israel.
There is enormous work here – massive engineering work, massive logistical work, mobilization of the Israel Defense Forces, mobilization of the reserves. All of this power comes to say to Israel's enemies: Do not test us."
Defense Minister Israel Katz:
"What the Prime Minister showed here is an important component of the security plan, the defense plan, the security zones, the fence, the forces. But this comes only in addition to the primary element – an active, pro-active offensive policy led by the Prime Minister, the State of Israel, and the IDF, facing distant Iran and close threats alike. First and foremost: Offense, the destruction of the enemy, the removal of threats, alongside strong defense for the citizens of Israel."

| 8 | And Sara and I want to visit. We hear it's spectacular. We want to visit your embassy. If we can do so in the coming days, I'd appreciate it. We'll let you know. We want to come.
So thank you. Thank you, Colombia, for this friendship.
And I can say that there's no better place to celebrate it than in Jerusalem, because it has been the pulsating heart of the Jewish people for three millennia. It's our past, it's our future, it's our hope, it's our faith.
And I want you to know that in many ways, when people come to my office, I have a map of the world, not big enough because it encompasses only parts of Africa and the Middle East and Europe. I want to give now an instruction to my staff: Please change it. Put a map that includes Latin America. Please do it, all of Africa and all of Asia, because the world is coming back.
But I think that they see two other things below the map. They see a small model of the Merkava tank, an F-35. I call it power. And then they see right next to it a copy of the Bible. That's called faith. Power and faith. That is what governs our hopes. That is what governs and protects our future. And that is what we bring to our alliance together with you, Colombia.
Thank you, Colombia, and congratulations on a wonderful, powerful move of power, courage, and faith. “

| 9 | *Reissue: Prime Minister Benjamin Netanyahu's Remarks at the Ministry of Foreign Affairs Reception Celebrating the Inauguration of the Embassy of Colombia in Jerusalem*
Prime Minister Benjamin Netanyahu, this evening (Wednesday, 14 October 2026):
“Thank you to the Ambassador of Israel to Colombia, and the Ambassador of Colombia to Israel. And dear ambassadors, dear friends, in so many countries, in so many continents.
I'm going to tell you something that will absolutely shock you. I've been prime minister for a while, you know. And in 2017, I discovered an amazing fact. No sitting prime minister of Israel in almost 70 years of our history ever went south of Texas. That's as far south as we got. And I said, well, that's impossible. And I checked. It was true. No sitting prime minister of Israel went south of the Rio Grande.
So I decided we have to change that. It's all of Latin America. It's a huge chunk of humanity, a huge and important part of the world. And I thought, okay, I'll go.
And the first place we went to, Sara and I, three places: Colombia, Argentina and Mexico. It was a great visit, very friendly in every one of these countries. And by the way, a year later, I think we went to a small country called Brazil, to the inauguration of President Bolsonaro. Who knows? We may do it again.
And not accidentally, a year later, 2017, I think, or 18, my wife, Sara, led a delegation of the Foreign Ministry, not to an earthquake, which we just did again in Colombia, but to a volcanic eruption in Guatemala. And she led a mission of mercy and assistance to the children of Guatemala, and the creation of a neighborhood called New Jerusalem. Douze points. Exactly.
So there are these deep connections that went awry, they were completely derailed because in Argentina, in Mexico, in Brazil, and I regret to say in Colombia, there was a new pharaoh, pharaohs, who did not know Joseph or Gideon or Benjamin, and it all went down to the global woke alliance. It just went down and down and down.
And now I have to tell you that something remarkable is happening in Latin America. It's all coming back. It's all coming back. The great friendship, the great sympathy, the deep sympathy between our peoples. A real friendship. It's based on, yes, interests. I'll talk about that in a minute. But it comes from the heart. It comes from values. And I have to say that President Abelardo de la Espriella said it exactly, and you said it, Omar, exactly. It's a common heritage. A Judeo-Christian heritage that started in this city, this city. The city of the prophets, the king of Israel, the city of Christianity. This is where it all began. and it forms a very strong bond between our peoples. Not only the past, but seizing the future.
We want to seize the future together with security, with agriculture, with water, with AI, with everything, with everything. We want to make it grow, not only the crops, the people, the children. Give hope. This is what we're about.
We're about life and hope, and we face, exactly as was said here, a death cult that has gripped parts of the globe. A battle of civilization against barbarism. We stand for civilization. We stand for life. We stand for hope. And we're willing to fight the barbarians.
And we appreciate those who stand with us. And Colombia stands with us. Great courage, great courage and foresight of your president. Please send him my warmest regards. We spoke on the phone. But yes, I'd love to visit with Sara, Colombia again, Bogota. You have a beautiful country, beautiful people, and you deserve the future that you now will get.
You have no better friend than Israel. We believe that we have no better friend than Colombia.
And some great friends who are here as well. I appreciate the support from countries in Africa, countries in Latin America, countries elsewhere. Our friend, the United States of America, President Trump did a great thing here.
So to have the 10th Embassy, the 10th Embassy, the minyan, is a great thing. That's a great development. | 37 |

Israel MOD and the U.S. Pentagon Sign Agreement for the Procurement of 12 Advanced Boeing-Manufactured Apache Helicopters for the IDF
Israel Ministry of Defense (IMOD) Director General, Maj. Gen. (Res.) Amir Baram, instructed the Ministry's Mission to the United States to sign the agreement with the Pentagon, following Israeli government approval today (Wednesday).
Under the agreement, the Israeli defense establishment will acquire 12 advanced Apache attack helicopters manufactured by U.S. company Boeing. The helicopters, scheduled for delivery at the beginning of the next decade, are of the "Echo" variant, the newest and most advanced model of the helicopter. The agreement was tailored through a joint Israeli-American effort to meet the needs of the State of Israel. The formulation of the agreement and the framework for its execution were led by the IMOD Mission to the United States and the Ministry’s Budget Department.
The IMOD expresses its deep appreciation to the U.S. administration for its unwavering support for Israel's security needs.
Defense Minister Israel Katz: “The procurement of the Apache helicopters is a critical step in the IDF's force buildup, one that will strengthen its operational capabilities against a wide range of threats and contribute to the security of the State of Israel in the years to come. The Israeli defense establishment invested considerable effort and acted with determination to overcome the challenges and complete this agreement, out of a deep understanding of its importance in ensuring the IDF's strength and readiness for future challenges. I thank our partners in the U.S. administration and the Pentagon for their steadfast commitment to Israel's security, and for the cooperation and flexibility that made this agreement possible. Thank you to all those involved, led by IMOD Director General Maj. Gen. (Res.) Amir Baram, for their professional and dedicated work, and for the perseverance that led to the completion of this important procurement.”
IMOD Director General Maj. Gen. (Res.) Amir Baram: “The execution of the Apache agreement was made possible thanks to creative solutions we developed together with our American partners, without compromising operational needs. This professional work with the U.S. administration reflects the depth of our strategic relationship and the mutual commitment to Israel's security. The IMOD will continue to work at full pace to sign additional critical agreements, including the acquisition of additional platforms, munitions, interceptors, and more. This is to ensure immediate readiness for any scenario, alongside the implementation of the decade-long force buildup plan, as part of the IMOD's strategy in the face of emerging challenges.”
President of Boeing Israel, Maj. Gen. (Res.) Ido Nehushtan: “Boeing has been a trusted partner of Israel in building and advancing the country's national defense capabilities since its earliest days, and we are proud to continue serving as a leading supplier of fighter aircraft, helicopters, munitions and other equipment in the future. The IDF's selection of the Apache E, following its selection of the world's most advanced refueling aircraft, the KC-46A, and the decision to procure a second squadron of the world's most advanced fighter jets, the F-15IA, is compelling proof of its proven operational capabilities on the battlefield and its continued relevance in addressing evolving threats and future operational challenges. Boeing will work in close cooperation with the Government of Israel to provide the Israeli Air Force with the world's most advanced and capable attack helicopters.”
