Government Approves NIS 60 Million to Continue the Plan for the Rehabilitation and Support of the Southern Festivals Survivors The Government, today (Sunday, 5 July 2026), approved the proposal by Prime Minister Benjamin Netanyahu, which implements the state’s commitment to continue standing alongside the survivors of the southern festivals in the long-term rehabilitation phase. As part of the decision, a plan was approved to continue and strengthen the framework of responses for the survivors of the 7 October 2023 southern festivals, aiming to ensure long-term continuity of care, rehabilitation, and employment for thousands of survivors and their families. The new plan, totaling approximately NIS 60 million for the years 2026–2028, was formulated under the leadership of the Prime Minister's Office following comprehensive inter-ministerial staff work, data analysis, public participation, and dialogue with survivors, their families, and professionals. The decision seeks to adapt the government response to the current stage of rehabilitation and recovery, after the initial responses provided following the October 7 terrorist attack helped establish a primary support framework for the survivors. According to data, approximately 3,600 festival survivors have been recognized as victims of hostile acts. The rates of injury and disability among this population indicate long-term consequences that necessitate ongoing tailored support, treatment, and rehabilitation. Key Elements of the Decision: * Establishment of a personal support system for survivors through a ‘single government address’ that will assist in exercising rights, coordinating between elements providing therapeutic care and ensuring continuity of rehabilitation through the Ministry of Welfare and Social Affairs. * Expansion of responses and support for the families of survivors, recognizing their central role in the recovery and rehabilitation process. * Development of dedicated programs for prevention, intervention, and treatment regarding substance abuse among festival survivors. * Expansion of medical and mental health responses. * Improvement of accessibility to mental health emergency responses for survivors and their families. * Strengthening continuity of care by adapting physical and mental health services and managing coordinated treatment. * Formulation of tailored rehabilitation and employment integration pathways through the Ministry of Labor, the Employment Service, and the National Insurance Institute. * Continued development of a government digital system to enable coordination among all entities, exercise of rights, data management, and an up-to-date assessment of the situation for decision-making. Additionally, the Directors-General committee oversight will continue its operations, and a dedicated official has been appointed within the Prime Minister's Office to coordinate the government's work, monitor the implementation of the decision, and ensure the ongoing adaptation of responses to the needs of the survivors and their families. The plan is designed to ensure that in the coming years after the disaster, survivors of the southern festivals will continue to receive a coordinated, accessible, and tailored government response, as part of the State of Israel's ongoing commitment to accompany them through the process of rehabilitation and returning to normal life

Prime Minister Benjamin Netanyahu Decides, Upon Recommendation of NSC Director Shmuel Ben-Ezra, to Appoint Ofir Levi as Deputy Director of the National Security Council The Government, today (Sunday, 5 July 2026), has approved the proposal of Prime Minister Benjamin Netanyahu to appoint Col. (Res.) Ofir Levi as Deputy Director of the National Security Council (NSC), following the recommendation of NSC Director Shmuel Ben Ezra. Levi will assume the role, succeeding Gil Reich, who has concluded his term. The appointment is for a period of 5 years and may be extended for additional periods, provided that the total duration of the appointment does not exceed ten years. Col. (Res.) Ofir Levi has an extensive military and security background, which includes several senior positions, among them: Head of Doctrine for the Armored Corps, Commander of the 679th Reserve Brigade, and Deputy Commander of the 210th ‘Bashan’ Regional Division (Golan Heights). He has also served as a border defense consultant for Rafael. Levi holds a Bachelor's degree in Behavioral Sciences with a focus on Organizational Consulting from Ariel University, and a Master's degree in Political Science from the University of Haifa. This initiative of the Department for Religious Communities in the Ministry of Interior and the Unit for the Advancement of Teaching Staff at the Open University provides religious leaders with practical tools to strengthen community resilience, prevention efforts, and cooperation with local authorities and law enforcement. (Communicated by the President’s Spokesperson) Thursday, 2 July 2026 / 17 Tammuz 5786 1,000 Days Since October 7th: President Herzog and the First Lady Meet With Survivors of the Kerem Shalom Massacre and Bereaved Families President Isaac Herzog and the First Lady Michal Herzog marked 1,000 days since the October 7th massacre by hosting a moving gathering of members of Kibbutz Kerem Shalom, together with the mother of Sergeant Yaron Zohar z"l, who was killed defending the kibbutz. The President and First Lady listened to their personal stories, detailing the challenges they faced during the war, alongside the resilience and courageous choice to rebuild the kibbutz and return home. The bereaved families described their daily struggle with grief and the memorial at the kibbutz that gives them the strength to choose life and hope anew each day. Since October 7th, 2023, the President and First Lady have maintained close ties with the Kerem Shalom community, accompanying them from the days of their evacuation to Eilat, through their relocation to temporary housing in Ashalim, to the rebuilding of the kibbutz and their return home. Spielman, an expert in international communications, strategic affairs, and national security, brings with him over two decades of experience in the fields of public diplomacy and international media. As a reserve officer holding the rank of Major in the IDF, he served as a spokesperson to the foreign media in the IDF Spokesperson’s Unit and has appeared in hundreds of interviews and reports across the world's leading media outlets, particularly since the October 7th attack. Spielman specializes in formulating strategic messaging and leading narratives that strengthen the legitimacy and international standing of the State of Israel, while emphasizing the historical and national roots of the Jewish people. In recent years, he served as the founder and CEO of a strategic communications and media consulting firm, while simultaneously serving as a senior fellow at the Israeli Center for Freedom. And there is another one. The President noted it. For the first time in decades, Israeli representatives held direct negotiations with representatives of the Lebanese government, mediated by the United States, on a combined military and diplomatic solution. A few days ago, we achieved a historic breakthrough. We signed an agreement of understandings that disconnects the Lebanese front from the Iranian front. This agreement recognizes Israel's right to maintain the buffer zone in Lebanon until we remove the threat to our security posed by Hezbollah. One cannot understate the magnitude of the military and diplomatic blow this deals to Hezbollah and Iran. Iran, which wanted to force us to withdraw from southern Lebanon, will not see that happen. I am not saying that we do not still face campaigns, challenges, and hurdles ahead, but thanks to the chain of heroism, the First Lebanon War, the Second Lebanon War, and now the third campaign, and thanks to our might, which is changing the face of the Middle East, a doorway has opened to a different reality in Israel-Lebanon relations. We have taken an important step toward ending the conflict, and we will do everything to eventually reach a peace agreement between the two countries. Dear families, The memory of your loved ones, the memory of each and every one of them, is cherished within us. And I know how deeply it is cherished in your hearts. Recently, I witnessed this from another angle, through the story of Keren, of blessed memory. Inscribed on a bomb shelter in the city of Rehovot are the words of the first female airborne mechanic in the IDF, Keren Tendler, of blessed memory. Some of the words she wrote a few days before she fell in battle alongside her comrades on a 'Yasur' helicopter were mentioned here earlier. But I want to read them in full: 'G-d, take care of us and our country, bring peace upon our heights, bring blessing upon all our land, please protect us and those who fight.' In the spirit of Keren Tendler's words, we will continue to defend the State of Israel, and with G-d's help, we will ensure the eternity of Israel. We will preserve the legacy of those who fell in the Second Lebanon War, the heroes and heroines of Israel, and of the civilian casualties.
