White worked for the Treasury department during the FDR and Truman years, and was first "publicly" outed by a defecting USSR courier's testimony, one Elizabeth Bentley, to FBI agents - testimony which was later presented to McCarthy's House Committee on Un-American Activities. White was the architect behind the Bretton Woods system - and later, help architect the International Monetary Fund. The Venona program was shut down in 1980, and finally disclosed to the public by the NSA in 1995.
