🔆 Ken–Betwa Link Project: PIB Releases Detailed Backgrounder
📍 Why in News?
✅ The PIB released a detailed FAQ-based backgrounder on the Ken–Betwa Link Project (KBLP) on 21 August 2026.
✅ KBLP is the first priority project under the National Perspective Plan for Interlinking of Rivers to enter the implementation stage.
📍 Project at a Glance
✅ Objective: Transfer water from the Ken Basin to the Betwa Basin to address water scarcity and irrigation challenges in Bundelkhand.
✅ Daudhan Dam: 96.7 m high, on the Ken River in Panna and Chhatarpur districts.
✅ Link Canal: 216.465 km, from near Daudhan Dam to Barua Sagar near Jhansi.
✅ Other components include Lower Orr Project, Kotha Barrage and Bina Complex Multipurpose Project.
✅ Cost: ₹44,605 crore.
✅ Target completion: 2030.
📍 Key Benefits
✅ Irrigation to 10.62 lakh hectares.
✅ Drinking water for about 62 lakh people.
✅ Generation of 103 MW hydropower and 27 MW solar power.
✅ Expected to improve cropping intensity, productivity, crop diversification and farm incomes.
✅ Construction is also generating employment in civil construction, engineering, transportation, material supply and allied services.
📌 PIB Infographic – Page 3
The official infographic highlights the four major benefits: 10.62 lakh ha irrigation + drinking water for 62 lakh people + 103 MW hydropower + 27 MW solar power.
📍 Bundelkhand Coverage
✅ Madhya Pradesh: Chhatarpur, Niwari, Tikamgarh, Panna, Sagar, Damoh, Datia, Vidisha, Shivpuri and Raisen.
✅ Uttar Pradesh: Banda, Mahoba, Jhansi and Lalitpur.
📍 Land Acquisition & R&R
✅ 22 villages in MP are affected — 8 in Panna and 14 in Chhatarpur.
✅ Land acquisition is being undertaken under the LARR Act, 2013 and applicable state laws.
✅ GoMP announced a Special R&R Package in 2023.
✅ Land compensation: ₹12.50 lakh/hectare or the rate under the Act, whichever is higher.
✅ Eligible families can receive ₹7 lakh for a rural plot / ₹6.50 lakh for an urban plot, or ₹12.50 lakh lump-sum if a plot is not opted for.
📍 Compensation Progress
✅ Awards worth about ₹629.87 crore have been passed for 5,039 affected families.
✅ About ₹604.745 crore (~96%) has already been paid.
✅ Livelihood restoration includes skill development, SHG grants, small-business assistance and priority employment.
📍 Tribal & Forest Rights
✅ Rights of Scheduled Tribes and forest-dependent communities are safeguarded under the Forest Rights Act, 2006.
✅ The process for free, prior and informed consent of relevant Gram Sabhas was initiated before forest clearance.
✅ Forest Clearance was accorded by MoEFCC
📍 Environmental Concerns & Mitigation
✅ The project involves environmental impacts, particularly concerning the Panna Tiger Reserve (PTR) and the wider Panna landscape.
✅ Measures include compensatory afforestation, wildlife conservation, habitat management, catchment-area treatment and biodiversity protection.
✅ The Wildlife Institute of India (WII) prepared an Integrated Landscape Management Plan (ILMP) for the Greater Panna Landscape.
✅ The Greater Panna Landscape Council (GPLC) has been constituted under the chairmanship of the Chief Secretary, Madhya Pradesh.
📌 Case Study / Example
✅ Greater Panna Landscape: KBLP combines infrastructure development with landscape-level conservation through the ILMP, aimed at protecting species such as Tiger, Vulture and Gharial.
🎯 Mains Application
KBLP illustrates the challenge of balancing water security and regional development with ecological conservation, tribal rights and rehabilitation of project-affected families.
📍 Key Takeaway
✅ KBLP should not be viewed merely as a river-linking/irrigation project; the PIB presents it as a broader water-security, energy, agricultural and regional-development initiative, with rehabilitation and environmental safeguards forming an integral part of implementation.
