🟢 A new UPI framework has clarified that all Person-to-Person (P2P) transactions will remain completely free, irrespective of the amount transferred.

🟢 All P2P transactions: No transaction/platform fee or other charge on individuals.
🟢 P2P transactions account for 70% of total transaction value.
🟢 P2M payments up to ₹2,000: Zero MDR.
🟢 Small merchants receiving up to ₹1 lakh/month through UPI QR under P2PM category continue to enjoy zero MDR.
📍 Where Will MDR Apply?
🟢 Merchant transactions above ₹2,000: MDR of 0.4%.
🟢 Transactions of ₹75,000 and above: MDR capped at ₹300.
🟢 Essential sectors above ₹2,000: flat ₹5 MDR.
🟢 Capital-market transactions: 0.02% MDR, capped at ₹300.
📍 Key Safeguards
🟢 Customers will not pay MDR; merchants should not pass it on to customers.
🟢 UPI apps cannot impose platform fees or hidden charges.
🟢 No monthly quotas or tiered caps on free UPI usage.
📍 Impact
🟢 MDR applies to only about 4% of merchant transactions, leaving approximately 96% unaffected.
🟢 5% of total MDR collections will go to a dedicated fund for UPI adoption among small merchants.
🟢 Revenue from larger merchant transactions will support payment infrastructure, including in rural and semi-urban areas.
