1) he has no power and is just a paid clown 2) the reason he wants to try this campaign is because antivaxing has become strong among Russian moms. I.e. we're winning. 3) In a different article they quoted a lawyer who said there is no legal mechanism to punish people over this opinion. This is a nothing burger, but it does make westerners skeptical of moving to Russia... thus, soft power objective achieved.

Meanwhile in Russia Former head of Rospotrebnadzor Gennady Onishchenko called for creating a campaign to combat anti-vaxxers, who were also found among doctors. Earlier, on April 24, Kommersant reported that 30% of Russian doctors have “anti-vaccination” colleagues. This is evidenced by the results of a survey of the Doctor's Directory service. Onishchenko, in a conversation, called this topic alarming and admitted that there may be even more anti-vaccinators among doctors: “In my opinion, the figure is much more disheartening than the one they published.”
