The Gram Panchayat operates under the constitutional framework established by the 73rd Constitutional Amendment Act of 1992. Part IX (Articles 243–243O) of the Constitution addresses Panchayats. Article 243B pertains to the constitution of Panchayats. Article 243G defines the powers, authority, and responsibilities of Panchayats. Article 243H grants the power to levy taxes and receive grants. Article 243K establishes the State Election Commission for Panchayat elections. The 11th Schedule enumerates 29 subjects entrusted to Panchayats.
