গেছিল। আমরা দেখছি, দেশজুড়ে কীভাবে শিক্ষার গেরুয়াকরণ চলছে, সিলেবাস বদলের ঢেউ উঠেছে। উচ্চশিক্ষায় দেখছি স্বাধিকারপ্রাপ্ত প্রত্যেকটি সংগঠনের ওপর হামলা নেমে আসছে। সাথে বাড়ছে ছাত্রছাত্রীদের সমস্যা — ফি বৃদ্ধি, পরিকাঠামোর অভাব, শিক্ষাখাতে বরাদ্দ কমানো, ড্রপ আউট থেকে ছাত্র আত্মহত্যার মত বিষয়। এই সমস্ত কিছুই শিক্ষাকে কর্পোরেটদের মুনাফা লাভের ক্ষেত্রে পরিণত করার ফসল। যার বিরুদ্ধে ছাত্র আন্দোলন গড়ে উঠলে ক্ষতির মুখে পড়বে সাম্রাজ্যবাদের সেবাদাস কেন্দ্র ও রাজ্যের সরকারগুলো। তাই ছাত্রদের পাশাপাশি শিক্ষকদের ওপরেও নেমে আসছে প্রাতিষ্ঠানিক আক্রমণ। বিলটি শাসক শ্রেণি অবশ্যই পাশ করিয়ে ছাড়বে। তাই বিপ্লবী ছাত্র ফ্রন্ট (RSF) মনে করে সমগ্র রাজ্যের ছাত্রসমাজের এখন থেকেই এই বিলের বিরোধিতায় নামা আশু কর্তব্য। আমরা সমস্ত প্রগতিশীল, গণতান্ত্রিক, ফ্যাসিবিরোধী সংগঠন, শিক্ষক ও ছাত্র সংগঠন এবং আপামর জনসাধারণকে এই বিলের বিরুদ্ধে বৃহত্তর জঙ্গি আন্দোলন গড়ে তোলার ডাক দিচ্ছি। শিক্ষাক্ষেত্রকে, ক্যাম্পাস গণতন্ত্র রক্ষা করতে আজ এই লড়াইয়ে নামা ছাড়া কোনো পথ খোলা নেই সাথী।

পশ্চিমবঙ্গ বিধানসভায় সাম্প্রতিক পাশ হওয়া অগণতান্ত্রিক নয়া বিশ্ববিদ্যালয় বিলের বিরুদ্ধে বিপ্লবী ছাত্র ফ্রন্টের (RSF) বিবৃতি গত ১০ই সেপ্টেম্বর পশ্চিমবঙ্গ বিধানসভায় একতরফা ভাবে পাশ করিয়ে নেওয়া হয়েছে ‘পশ্চিমবঙ্গ বিশ্ববিদ্যালয় ও কলেজ প্রশাসন ও নিয়ন্ত্রণ (সংশোধনী) বিল ২০২৬’। আমরা আগেই বিশ্লেষণ করেছিলাম যে, পশ্চিমবঙ্গের ক্ষমতা জবরদখল করার পর আরএসএস পরিচালিত বিজেপি সরকার একে একে তাদের ফ্যাসিবাদী এজেন্ডা পূরণের মাধ্যমে প্রত্যেকটি প্রতিষ্ঠানকে নিয়ন্ত্রণে নিয়ে আসার চেষ্টা চালাবে। যার মধ্যে গুরুত্বপূর্ণ ক্ষেত্র হল এই উচ্চশিক্ষা। ব্রাহ্মণ্যবাদী হিন্দুত্ব ফ্যাসিবাদী শক্তি এবার শিক্ষা প্রতিষ্ঠানগুলির স্বতন্ত্রতাকে ধুলিস্যাৎ করতে ও তা নিজেদের কব্জায় নিয়ে আসতে আইন সংশোধনের রাস্তা ধরেছে। এই আইনের মাধ্যমে রাজ্যের অন্তর্গত যে কোনো বিশ্ববিদ্যালয় ও কলেজের শিক্ষকের বদলি করার ক্ষমতা সরকারের হাতে তুলে দেওয়া হবে। যার অর্থ শিক্ষা প্রতিষ্ঠানগুলিতে শিক্ষক-শিক্ষার্থীদের মধ্যে গড়ে ওঠা সমন্বয়কে ভেঙেচুরে শেষ করে দেওয়া। সাথে সরকারের জনবিরোধী নীতির বিরোধিতা করা প্রগতিশীল শিক্ষকশিক্ষিকাদের কার্যত পঙ্গু করে দেওয়া হবে। বিষয়টি বুঝতে আমাদের বিজেপি সরকারে বসার পরের ধারাবাহিকতাটা বুঝতে হবে। প্রথমেই রাজ্যজুড়ে সমস্ত রকম বিরোধীদের ওপর দুইভাবে হামলা নামানো হচ্ছে। একদিকে সরকারি প্রতিষ্ঠানকে ব্যবহার করে ধরপাকড় ও সন্ত্রাসের বাতাবরণ তৈরি করা হচ্ছে। অন্যদিকে, ফ্যাসিবাদী গুণ্ডাবাহিনী লেলিয়ে দিয়ে গণআন্দোলনকর্মী, সাংস্কৃতিক কর্মী সহ বিরোধী রাজনৈতিক মতাদর্শের কর্মী-সমর্থকদের ওপর হামলা চালানো চলছে। ক্ষমতায় আসার পর থেকে বস্তি উচ্ছেদ, হকার উচ্ছেদ, বুলডোজার রাজ সহ সংখ্যালঘু নিপীড়ন, নারী বিদ্বেষী প্রত্যেকটি জনবিরোধী কার্যকলাপ এই সরকার উক্ত দুই পদ্ধতি কাজে লাগিয়েই নির্বিবাদে করে চলেছে। হকার ও ছোট ব্যবসায়ীদের ধ্বংসের উদ্দেশ্য মূলত সাম্রাজ্যবাদ ও তার দালাল মুৎসুদ্দি পুঁজিপতিদের পুঁজি বিনিয়োগ ও মুনাফা লুটের রাস্তা খুলে দেওয়া। এছাড়াও, বিজেপির ফ্যাসিবাদী মদতে গড়ে ওঠা নব্য সামন্তদের একটি গোষ্ঠীর হাতে যাবতীয় সরকারি প্রকল্প তুলে দেওয়া হচ্ছে। এরা মূলত ফ্যাসিবাদী গুণ্ডাবাহিনীর নেতা এবং বেশকিছু ক্ষেত্রে পুরোনো শাসকদল থেকে পাল্টি খাওয়া ‘ভালো তৃণমূল’। রাজ্যের প্রাকৃতিক সম্পদ থেকে শ্রমশক্তিকে সাম্রাজ্যবাদের হাতে তুলে দিতে সরকার শুরু করেছে রেল, সীমান্ত ইত্যাদির নামে জমি দখল। সংখ্যালঘু মুসলিম জনগণের ধর্মীয় আচার অনুষ্ঠানের ওপর চাপানো হচ্ছে সরকারি নিয়মনীতির বেড়াজাল। বন্ধ করার চেষ্টা চলছে মাদ্রাসা। প্রত্যেকটি বিষয়ে ঢাল হিসাবে ব্যবহার করা হচ্ছে আদালতকে। এইসমস্ত বিষয় যাতে নিষ্কণ্টক করা যায়, বিক্ষুব্ধ জনগণের কণ্ঠ যাতে রোধ করা যায়, তাই সদ্য পাশ হওয়া ‘গুণ্ডাদমন আইন’, NIA সহ বিভিন্ন তথাকথিত ‘সন্ত্রাসবিরোধী’ আইন চাপিয়ে দেওয়া হচ্ছে। এই অবস্থায় আমাদের রাজ্যে গণআন্দোলনের কেন্দ্রে বারবার থেকেছে ছাত্রছাত্রীরা, শিক্ষকরা, অভিভাবকরা। ৪ঠা মে ক্ষমতায় আসার পর থেকেই তাই আরএসএসের ছাত্র সংগঠন তথা গুণ্ডাবাহিনী এবিভিপি বলপ্রয়োগে রাজ্যের প্রত্যেকটি ক্যাম্পাসের দখল নিতে শুরু করেছে। আমরা দেখেছি, আইএসআইয়ের মত প্রতিষ্ঠানের স্বাধিকার কাড়তে আইন আনা হচ্ছে। এরমধ্যেও যাদবপুর বিশ্ববিদ্যালয়ের মত বেশকিছু শিক্ষা প্রতিষ্ঠান এখনো সরকার ও প্রতিষ্ঠান বিরোধিতার রাস্তা থেকে সরে আসেনি। তাই ফ্যাসিবাদী গুণ্ডাবাহিনী ও তাদের দালাল সংবাদ মাধ্যমকে আমরা বারবার দেখছি যাদবপুরকে খবরের শিরোনামে নিয়ে আসতে। অবশ্যই সেটাও হলুদ সাংবাদিকতার স্বার্থে। কিছুদিন আগেই এক মিডিয়া সাক্ষাৎকারে রাজ্যের বর্তমান উচ্চ শিক্ষামন্ত্রী ক্যাম্পাসে ছাত্র রাজনীতির বিরোধিতা করে ‘স্যাঁটা গরম’ করার কথা বলেন। এবিভিপি ও তার দোসর এনএসএফের সাম্প্রতিক বিভিন্ন ছাত্রবিরোধী কার্যকলাপ, গুণ্ডামি, ছাত্রদের মারধোরের ঘটনার পর যা বোঝা গেল, ওই হুমকি বিরোধী ছাত্র সংগঠনগুলির জন্যেই প্রযোজ্য। অর্থাৎ সরকারি ক্ষমতাকে কাজে লাগিয়েই এবিভিপি-এনএসএফরা ক্যাম্পাসের দখলের চেষ্টায় মেতেছে। অন্যদিকে, এইসবের বিরোধিতায় আমরা নামতে দেখেছি প্রগতিশীল, ফ্যাসিবিরোধী, গণতান্ত্রিক শিক্ষকশিক্ষিকাদের ও তাদের বিভিন্ন সংগঠনকে। তাঁরা বারবার ছাত্রদের ন্যায্য দাবির পাশে থেকেছেন। যা ফ্যাসি গোষ্ঠীর সম্পূর্ণ ক্যাম্পাস দখলের পরিপন্থী। সরকারে এসেই বিজেপি ঘোষণা করেছিল কোনো সরকারি কর্মচারী সরকারের নিয়মনীতির বিরোধিতা করতে পারবে না। উক্ত বিলটি ঠিক সেই কারণেই আজ আনা হচ্ছে, যাতে শিক্ষকদের সংগঠন করার অধিকার সহ শিক্ষক ও শিক্ষার্থীদের ফ্যাসিবিরোধী জোটকে ধ্বংস করে দেওয়া যায়। উল্টে যাতে ক্যাম্পাসগুলোতে নিজেদের মনোনীত পেটোয়া শিক্ষকদের নিয়ে আসা সুবিধার হয়। যা জাতীয় শিক্ষানীতি ২০২০-র বক্তব্যের সাথেও সামঞ্জস্যপূর্ণ। অর্থাৎ এই এজেন্ডা আজকের নয়, দীর্ঘদিন আগেই এই খসড়া লেখা হয়ে

The night of 19th August stands out as a bloodstained mark on Jadavpur. Hordes of fascists goons laid siege on the students of Jadavpur University, wrecked havoc and arson across the campus. It was nothing less than a conspiracy to murder the students of JU and shut down one of the last remaining centres of dissent through Saffron Terror. They have utilized lapdog media and various state-organisational machineries to defame our campus. We have seen how the BJP-RSS has targetted universities such as JNU, Jamia University, DU, HCU, Osmania University, Punjab University, Presidency University and Jadavpur University with the aim of stifling dissent and implementing their policies of coroporatizaton, saffronisation, and militarization of campus spaces. The latest attack comes in the form of the Teachers Transfer Bill, which specifically attacks progressive, democratic Professors who stand beside students and help in providing quality education. They plan to implement this bill, and implement punishment transfer of the Professors, attack the autonomy of all universities which do not toe the line set by the Sangh Parivar to clear their path for Privatisation and Saffronisation of the last bastions of quality public hugher education institutions. Therefore, we, the Left Student Organisations of Jadavpur University declare that we stand united against such fascist onslaught, we shall resist and fight back against any and all such attacks. We also pledge to unitedly form tactical united front with all Progressive, Democratic forces across campus and regional premises to resist the ongoing Brahminical Hindutva Fascist onslaught. দিল্লিতে বিল্ডিং ধ্বসে পড়ে বিশ্ববিদ্যালয়ের শিক্ষার্থী সহ সাধারণ মানুষের মৃত্যুর মর্মান্তিক ঘটনাকে কেন্দ্র করে বিপ্লবী ছাত্র ফ্রন্টের (RSF) বিবৃতি দিল্লির দক্ষিণ-পূর্বাংশে অবস্থিত সত্য নিকেতন এলাকায় পাঁচতলা বিল্ডিং ধ্বসে পড়ে বিশ্ববিদ্যালয়ের শিক্ষার্থী সহ ৭ জনেরও বেশি মানুষের মর্মান্তিক মৃত্যুর ঘটনায় বিপ্লবী ছাত্র ফ্রন্ট (RSF) গভীর শোক প্রকাশ করছে এবং তাদের পরিবারের প্রতি আন্তরিক সমবেদনা জানাচ্ছে। গত ৬ই সেপ্টেম্বর দিল্লিতে এই ঘটনা ঘটার পর থেকে হতাহতের সংখ্যা ক্রমশ বেড়ে চলেছে। সত্য নিকেতন প্রধানত দিল্লি বিশ্ববিদ্যালয়ের দক্ষিণ ক্যাম্পাসের পাঠরত ছাত্রছাত্রীদের থাকার হোস্টেল ও পেয়িং গেস্ট অঞ্চল। দেশের বিভিন্ন প্রান্তের শিক্ষার্থীরা এখানে এসে বসবাস করে। উল্লেখ্য, পর্যাপ্ত সরকারি ছাত্র আবাসনের সুবিধা না থাকায় তারা মাত্রাতিরিক্ত ভাড়ায় এইসমস্ত জনবহুল অঞ্চলকেই গুরুত্বপূর্ণ পরীক্ষার প্রস্তুতির ক্ষেত্র হিসাবে বেছে নিতে বাধ্য হয়। একটা বিষয় স্পষ্ট করা প্রয়োজন। এই বিল্ডিং ধ্বসে পড়ার ঘটনা দিল্লিতে নতুন নয়। গত ৫ বছরের পরিসংখ্যানে উঠে আসছে দিল্লিজুড়ে ১,০০০টিরও বেশি বিল্ডিং হয় ধ্বসে পড়েছে, নয়ত পড়ার সমস্ত লক্ষণ স্পষ্ট হয়ে উঠেছে। সরকারি হিসাবে প্রাণ হারিয়েছেন দেড়শোর বেশি মানুষ, ক্ষতিগ্রস্ত হয়েছেন হাজারেরও বেশি। যদিও প্রকৃত সংখ্যা এর অনেকটাই বেশি। এগুলো কোনো বিচ্ছিন্ন ঘটনা নয়। এই ঘটনা একদিকে দেশজুড়ে জনবহুল এলাকাগুলিতে প্রাতিষ্ঠানিক দুর্নীতির কারণে যেভাবে জনগণের সুরক্ষাকে গৌণ বানিয়ে দেওয়া হচ্ছে, সেই ধারাবাহিকতার প্রতিফলন। দেশজুড়ে বার্ষিক প্রায় ১৫০০ বিল্ডিং ধ্বসে পড়ার ঘটনা ঘটে। শুধু বিল্ডিং নয়, জনসুরক্ষার অন্যতম স্পর্শকাতর ক্ষেত্র হাইওয়ে। সেখানেও আমরা প্রাতিষ্ঠানিক দুর্নীতি প্রত্যক্ষ করেছি। ৪,৬০০ কোটি টাকার রাস্তা বানানোর টেন্ডার প্রদীপ কুমার জৈনের কোম্পানি পিএনসি ইনফ্রাটেক লিমিটেডের হাতে তুলে দেওয়া হয় তার ভাই আগ্রার রাজ্যসভার এমপি বিজেপি নেতা নবীন কুমার জৈনের দৌলতে। সেই রাস্তার ভয়াবহ বেহাল অবস্থা নিয়ে স্থানীয় স্তরে বহুল প্রচার করা হয়। কিন্তু কোনো ব্যবস্থাই এই কোম্পানির বিরুদ্ধে নেওয়া হয়নি। বরং ৯২৭ নম্বর জাতীয় সড়কের প্রজেক্টের ৩,৪৮৩ কোটি টাকার দুটো নয়া টেন্ডার সেই প্রদীপ জৈনের হাতেই তুলে দিয়েছে বিজেপি সরকার। এদিকে পথদুর্ঘটনায় আমাদের দেশে বছরে গড়ে দেড় লাখ মানুষ মারা যান। শুধু তাই নয়, গত বছরই মহারাষ্ট্র ও গুজরাতে নদীর ওপর বানানো ব্রিজ ভেঙে পড়ে অনেকে হতাহত হয়েছেন। তারা প্রত্যেকেই আসলে আমাদের বর্তমান রাষ্ট্রে ক্ষমতাসীন ফ্যাসিবাদী সরকারের প্রাতিষ্ঠানিক দুর্নীতির শিকার। অন্যদিকে, এই ঘটনা দেশজুড়ে শিক্ষার্থীদের সুরক্ষার হালটিও আবারও স্পষ্ট করল। আমাদের রাষ্ট্রের বর্তমান শিক্ষা ব্যবস্থা ছাত্রছাত্রীদের মুনাফা কামানোর হাতিয়ার বলেই মনে করে। শিক্ষাপ্রতিষ্ঠানগুলি আজ দেশিবিদেশি কর্পোরেট ও বিশ্ব বাজারের চাহিদা অনুসারে সস্তা ও দক্ষ শ্রমিক তৈরির কারখানায় পরিণত হয়েছে। NEP ২০২০ চালু ছিল শিক্ষা ব্যবস্থার বেসরকারিকরণের লক্ষ্যে সুপরিকল্পিত আক্রমণ। এই অবস্থায় উচ্চশিক্ষা পরিণত হয়েছে ‘ফেলো কড়ি মাখো তেল’ ধরণের আদানপ্রদানে। রাষ্ট্র ব্যবস্থা শিক্ষার্থীদের অর্থনৈতিক ভাবে তো বটেই, মানসিক ভাবেও শোষণ করে চলেছে। যার ফলশ্রুতিতে বেড়ে চলেছে ছাত্র-আত্মহত্যা। আবার, একই সাথে, তারা নিজেদের মুনাফা সর্বোচ্চ করতে ছাত্রছাত্রীদের নিরাপত্তার ব্যবস্থা করতেও নারাজ। যথেষ্ট পরিমাণে হোস্টেলের বন্দোবস্ত করার পরিবর্তে তারা বাধ্য করছে শিক্ষার্থীদের নিরাপত্তাহীন বিভিন্ন আবাসনে মাত্রাতিরিক্ত ভাড়া দিয়ে থাকতে। এতকিছুর পরেও আবার প্রতিষ্ঠানগুলিতে ধর্ম, বর্ণ, লিঙ্গ, শ্রেণীবৈষম্যের শিকার হয়ে চলেছে তারা। ব্রাহ্মণ্যবাদী হিন্দুত্ব ফ্যাসিবাদী সরকারের প্রত্যক্ষ মদতে এবিভিপির মত সংগঠন বিভিন্ন ক্যাম্পাস দখল করে চলেছে। যাদের সহযোগিতায় এই সমস্ত জায়গায় সরকার ও ফ্যাসিবাদ বিরোধী বৃহত্তর ছাত্র আন্দোলনকে শেষ করার চেষ্টা চালানো হচ্ছে। শিক্ষাক্ষেত্রে রাষ্ট্রের নজরদারি ও দমনপীড়ন অক্ষুণ্ণ করার চেষ্টা চলছে। শিক্ষা প্রতিষ্ঠানের গেরুয়াকরণের মাধ্যমে ছাত্রছাত্রীদের ফ্যাসিবাদের বড়েতে পরিণত করার অপচেষ্টাও চলছে। শিক্ষার বাণিজ্যিকীকরণ ও বেসরকারিকরণ সহ গুরুত্বপুর্ণ বিষয়গুলির বিরুদ্ধে সংগঠিত ছাত্রবিক্ষোভকে পথভ্রষ্ট করার চেষ্টাও এই এজেন্ডার রূপরেখা। আমরা বিপ্লবী ছাত্র ফ্রন্টের তরফে আমরা দাবি করছি বিল্ডিং ধ্বসের কবলে পড়া প্রত্যেক ক্ষতিগ্রস্ত ব্যক্তি ও মৃতদের পরিবারের যথোপযুক্ত ক্ষতিপূরণের ব্যবস্থা সরকারকেই করতে হবে। প্রত্যেকটি ক্যাম্পাসে ছাত্রছাত্রীদের নিরাপদ ও বিনামূল্যে থাকা ও খাওয়ার ব্যবস্থা করতে হবে। আমরা মনে করি, শিক্ষার্থীদের ও তাদের শিক্ষাক্ষেত্রে অর্থনৈতিক, সামাজিক, মানসিক নিরাপত্তা দেওয়া রাষ্ট্রের দায়িত্বের অংশ হওয়া উচিত। কিন্তু বর্তমান

Their agenda is also an attempt to mislead the student protests organized against important issues including commercialization and privatization of education. We, the Revolutionary Students' Front, demand that the government should provide adequate compensation to every affected person and the families of the deceased who fell victim to the building collapse. Every campus should provide safe accommodation and food for students free of costs. We believe that it should be the responsibility of the state to provide economic, social and mental security to students. At their educational institutions too. But the current profit-oriented education system and the fascist government that runs it will never open that system up to us. This social disease cannot be cured without formulating a socio-scientific education system and therefore building a New Democratic India to achieve this. For that purpose and based on each of the above demands, it is the call of the hour to build a larger student movement. Statement from Revolutionary Students’ Front (RSF) on the Tragic Death of University Students and Civilians in the Building Collapse in Delhi Revolutionary Students’ Front (RSF) expresses its deep grief over the tragic death of more than 7 people, including university students, after a five-storey building collapsed in the Satya Niketan area of south-east Delhi. The death toll has been rising steadily since the incident took place in Delhi on September 6th. Satya Niketan is mainly a hostel and paying guest area for students studying in the South Campus of Delhi University. Students from different parts of the country come here to study. It is to be noted that due to the lack of adequate student accommodation facilities by the government, they are forced to choose these densely populated areas as their preparation areas for important exams at exorbitant rents. One thing needs to be clarified. This building collapse incident is not new in Delhi. Statistics from the last 5 years show that more than 1,000 buildings across Delhi have either collapsed or are showing signs of that. According to the official figures, more than 150 people have lost their lives and more than a thousand have been injured. Although the actual number is much higher. These are not isolated incidents. On the one hand, this incident is a reflection of the continuity of the way in which public safety in populated areas is being made secondary due to institutional corruption across the country. About 1,500 buildings collapse annually across the country. Not only buildings, but highways are one of the most sensitive areas of public safety. We have witnessed institutional corruption there too. 4,600 crore rupees worth of road tender was awarded to Pradeep Kumar Jain's company PNC Infratech Limited, thanks to his brother, BJP leader Naveen Kumar Jain, a Rajya Sabha MP from Agra. The terrible condition of that road was widely publicized at the local level. But no action has been taken against this company. Instead, the BJP government handed over two new tenders worth Rs 3,483 crore for the National Highway No. 927 project to Pradeep Jain. Meanwhile, an average of 1.5 lakh people die in road accidents in our country every year. Not only that, last year, many people were killed when bridges built over rivers collapsed in Maharashtra and Gujarat. All of them are actually victims of the institutional corruption ongoing under the current fascist government of our country. On the other hand, this incident has also once again clarified the state of student safety across the country. The current education system of our country considers students as a tool to earn profit. Educational institutes are organized today to become factories to produce cheap and skilled labor according to the needs of domestic and foreign corporations and the global market. NEP 2020 was a well-planned attack to privatize the education system. In this situation, higher education has become a commodity. The state systematically exploits students not only economically but also mentally. As a result, student suicides are increasing. Again, at the same time, they are reluctant to provide security to students to maximize their profits. Instead of providing adequate hostels, they are forcing students to stay in unsafe accommodation at exorbitant rent. Despite all this, they are still being discriminated against in institutions on the basis of religion, caste, gender and/or class. With the direct support of the Brahminical Hindutva fascist government, organizations like ABVP are occupying campuses. With their help, attempts are being made to end the larger student movement against the government and fascism in all these places. Efforts are being made to maintain state surveillance and repression in the education sector. There is also an attempt to turn students into bigots of fascism through saffronization of educational institutions.
