| 7 |  The Union Cabinet has approved the National Investment Policy for Urea (NIPU)-2026 to promote self-reliance in urea production and reduce India's dependence on imports by encouraging investment in new gas-based urea manufacturing units. The policy introduces greater transparency through the separation of fixed and variable costs, a viable Return on Equity (RoE) framework, and measures to reduce foreign exchange risk by converting fixed costs into Indian rupees after four years. India currently has 33 operational urea plants with a production capacity of 269.42 LMT, while domestic demand continues to outpace supply. The government supplies subsidised urea through the Direct Benefit Transfer (DBT) system using Point of Sale (PoS) devices and promotes balanced fertilizer use through Integrated Nutrient Management (INM) alongside initiatives like Nano Urea.
