🔆 SHANTI Bill, 2025 📍 Context ✅ The Sustainable Harnessing of Advancement of Nuclear Energy for Transforming India (SHANTI) Bill, 2025, also called the Atomic Energy Bill, was introduced in December 2025. 📍 Objective ✅ The Bill seeks to overhaul India’s nuclear sector by permitting private sector participation in nuclear power generation and operations. ✅ This marks the first major opening of the sector after decades of exclusive public sector control. ✅ It aims to help India achieve 100 GW of nuclear power capacity by 2047. 📍 Major Provisions ✅ Repeals the Atomic Energy Act, 1962 and the Civil Liability for Nuclear Damage Act, 2010. ✅ Grants statutory status to the Atomic Energy Regulatory Board (AERB). ✅ Establishes an Atomic Energy Redressal Advisory Council for settlement of disputes. ✅ Provides that the Appellate Tribunal for Electricity under the Electricity Act, 2003 will act as the appellate authority. 📍 New Civil Liability Framework ✅ Introduces a graded liability system for nuclear operators: ➡️ ₹3,000 crore for large plants ➡️ ₹1,500 crore for medium plants ➡️ ₹100 crore for Small Modular Reactors (SMRs) ✅ The government will bear liability beyond these limits through a Nuclear Liability Fund. ✅ Unlike the Civil Liability for Nuclear Damage Act, 2010, the Bill removes supplier liability completely. 📍 Nuclear Damage Claims Commission ✅ The Bill provides for a dedicated Nuclear Damage Claims Commission. ✅ It will handle cases involving severe nuclear damage and ensure speedy adjudication. 📍 Atomic Energy Regulatory Board (AERB) ✅ AERB was constituted in 1983 under the Atomic Energy Act, 1962. ✅ It is responsible for nuclear safety, radiation protection, emergency preparedness and quality assurance in civilian nuclear installations. ✅ Under the SHANTI Bill, AERB receives statutory status and becomes accountable to Parliament rather than only to the executive. 📍 Significance ✅ The Bill seeks to attract private investment and advanced technology into India’s nuclear sector. ✅ It is expected to support India’s clean energy transition and reduce dependence on fossil fuels. ✅ However, removal of supplier liability may raise concerns regarding accountability and nuclear safety. #GS3 #prelims #science_technology #science_and_technology Join https://t.me/PIB_UPSC https://t.me/upsc_science_and_technology
