The Fund is administered by the Government of India's Ministry of Finance (Department of Economic Affairs) under the National Small Savings Fund (Custody and Investment) Rules, 2001, which were enacted by the President under Article 283(1) of the Constitution. Statement 3 is correct: The Delhi government has written to the Union Ministry of Finance to borrow Rs 10,000 crore from the NSSF. Till now,only 3 states; Arunachal Pradesh, Kerala, and Madhya Pradesh borrow from the NSSF, which consists of small savings scheme collections after subscribers withdraw their funds.
