“The Only Plan After a Biological Attack Is Survival. That Means Devolution.”
A new opinion piece by investigative journalist Annie Jacobsen argues that America’s classified planning for a catastrophic biological attack is not primarily about stopping one—it is about ensuring the federal government survives if prevention fails.
Jacobsen, whose latest book is Biological War: A Scenario, says biological weapons remain illegal under the 1975 Biological Weapons Convention, yet the U.S. government acknowledges that some countries continue to maintain biological weapons programs. She writes that advances in biotechnology have made it possible to engineer pathogens that are more contagious, more lethal, and potentially resistant to existing treatments.
The “Devolution” Plan
The central focus of the article is a little-known government continuity program known as Devolution.
According to Jacobsen, Devolution is a classified continuity-of-government plan designed to preserve constitutional government after a civilization-scale catastrophe. Rather than concentrating on protecting the entire population, the plan focuses on ensuring that lawful government leadership can continue operating if national infrastructure collapses.
She cites retired Air Force Colonel Thomas Ehrhard, who helped design Pentagon biological and nuclear war games, as saying:
“There is no real homeland defense against a large-scale biological attack, only things you can do to mitigate extermination.”
The article states that while many Americans are familiar with DEFCON, few have heard of its civilian counterpart:
COGCON — Continuity of Government Readiness Condition.
Former FEMA Administrator Craig Fugate reportedly describes it this way:
DEFCON 1 = Military wartime readiness.
COGCON 1 = Activate Devolution teams and disperse backup government leadership across the country to hidden command locations.
According to Jacobsen, individuals selected for these leadership roles have already been trained, have signed agreements, and live normal lives until called upon, keeping emergency “go bags” ready in case they must immediately assume continuity responsibilities.
