CIA Director John Ratcliffe told Trump and other officials that US intelligence data casts serious doubts on Iran's readiness to make nuclear concessions, which the US is demanding as part of a final agreement. According to sources, Ratcliffe and Rubio stated that based on this data, they doubt that Iran will agree to the nuclear steps demanded by the US. The full text of the 14-point initial agreement has not yet been made public. However, a source familiar with the text claims that under the memorandum, Iran gets more than it gives - if it does not agree to sign a nuclear agreement, which is crucial for the US. In it, Iran must commit to never creating or acquiring nuclear weapons. According to the source, the memorandum stipulates that the US and Iran will undertake obligations to "resolve the issue of the disposition of enriched materials" and "discuss the issue of future enrichment and other agreed issues related to Iran's nuclear needs, subject to the achievement of a framework agreement in the final document". The text also stipulates that Iran will maintain the status quo of the nuclear program while negotiations are ongoing. The US, for its part, will not impose new sanctions and will not deploy additional forces in the region. If a final nuclear agreement is reached, the US will withdraw previously mobilized forces from the region within 30 days and lift all sanctions against Iran according to the agreed schedule. Critics of the agreement believe that Iran is unlikely to sign a nuclear agreement on US terms. Instead, two high-ranking US officials stated that all benefits for Iran will depend on its real steps. One of them noted that the US will understand in two to three weeks whether Iran is serious about making nuclear concessions. If not - the process may be stopped. US officials emphasize that a "pay for results" model will operate. One of the US representatives stated that in the case of positive "gestures" from Iran, Washington may release some of the blocked funds in exchange. The memorandum also stipulates that any final agreement will include a "final and mutually agreed plan" to create a fund of $300 billion for the "reconstruction and economic development" of Iran.
