The same thing was pointed out by Umar Khalid in the case of Afzal Guru.
But it seems like an anti national. He was not in favour of Afzal but against capital punishment.
However for National security, India needs to be cautious.

Not by itself.
Capital punishment can serve different purposes:
1. Retribution тАФ society imposes punishment proportionate to a very serious crime.
2. Deterrence тАФ fear of execution may discourage potential offenders.
3. Incapacitation тАФ the offender can never commit another crime.
4. Justice for victims тАФ symbolic recognition of the gravity of the crime. Is there an inverse relationship between death penalty and crime?
No established inverse relationship.
If there were a strong inverse relationship, we would expect:
More executions тЖТ Lower crime
