Because, within the National Socialist state itself, and by virtue of the Reich Concordat

5. The denominational school is maintained,
6. The Catholic conscience is no longer undermined,
7. Catholics are equal before the law and in the life of the State,

In one of his conversations with Reich Bishop and legal advisor of the German Christians Ludwig Müller, Hitler stated that "he was very pleased with the Reich Bishop's statement that after the summer break he intended to give major lectures to the church people throughout the German Reich" [1].
