Because OSEPA never generated a consolidated, official "State-Wide Cut-off Spreadsheet," the Public Information Officer (PIO) can technically issue a blanket reply stating that no such specific document exists in their physical record room. 3. Masking the "Draft Merit List" Deletions Following the Division Bench's ruling that struck down Clause 8.3, OSEPA had to abandon their original district-wise allocation data structure and manually correct the database to switch to state-level merit prioritization. Giving out old data could conflict with current legal standing, so the agency treats past transitional data as non-existent or inaccessible
