ነጻ የትምህርት ዕድሉ ሙሉ ነፃ የትምህርት ዕድል፣ መጠነኛ የኪስ ገንዘብ እና ከአጋር ተቋማት ጋር በሚኖር ትብብር ተጨማሪ ድጋፍና የስልጠና ዕድሎችን ያስገኛል፡፡
