-The Charu Mazumdar founded CPI(Marxist Leninist) however he was more inspired by Mao Zedong. -Several CPI group such as CPI(ML) people’s war group was created in Andhra region. -Maoist and Communist Centre of India(MCCI) in eastern India. The Naxalism engulfed many states including Bihar, Jharkhand, West Bengal, Odisha, Maharashtra, Telangana, Andhra Pradesh, Chhatisgarh etc. In 2004 all the Naxal groups come together and formed CPI(Maoist). They augmented their attack. The bloodbath took place across the country. Bihar: The seeds of the Naxal movement in Bihar were sown as early as 1967 in Ekwari village in the Sahar Bhojpur district. Jagdish Mahato, a local school teacher who had alleged links with naxal leaders from West Bengal, led a protracted struggle against exploitive landlords. -The movement has spread to as many as 30 districts in Bihar. -The Naxalites movement was one of the factors for Caste and Class conflict which led to formation of other counter attacking group such as Ranveer Sena, Kunwar Sena, etc. After merger of several armed group of Naxal in 2004 led to rise in frequency and gravity of Attack. Other factor was weakening of Ranveer Sena due to arrest of Barmeshwar sing in 2002. The year 2005 saw a violent beginning in Bihar. The naxals celebrated the New Year in a stunning fashion when they killed K.C. Surendra Babu, S.P, Munger along with five other policemen in a landmine blast. Elections in February 2005 brought about more violence. After their unification in 2004 different naxal fraction retained their operational unity and called for the boycott of Assembly and Parliamentary polls. The widespread violence during the polls only reestablishes the fact that the naxals don’t believe in parliamentary politics. East Champaran district of Bihar, a large group of Naxals attacked in a synchronized manner nine places in the area, including the police station, block office, post office, two banks and a petrol pump which caused killing of more than 50 peoples. Over the period The Maoist has led many violent movements against the State, Police and Peoples. Many of them surrendered and rehabilitated under the State rehabilitation Scheme. This year alone 67 Maoist arrested while 6 surrendered. The Naxalite movement did not fade away even after 75 years of independence. According to Home Ministry 10 district of Bihar is still in Red Corridor Zone (Naxal affected areas). Seizing land from oppressors and redistributing it amongst the peasants has been the aim of the Naxalites since its creation. Today, they are no lonber fighting against imperialist landlords but the State and its development as a world power. By attacking development and infrastructure projects, Naxalites directly impede the development of India’s economy, while themselves perpetuating the cycle of poverty and marginalisation of rural populations. History shows that most insurgencies only survive by giving up armed struggle and joining mainstream politics.

CBG(Compressed Bio-Gas) is produced from biomass and waste sources like agricultural residue, cattle dung, sugarcane press mud, municipal solid waste etc. Chemically, CBG is the same as CNG — both are compressed methane(more than 90%)— and has the same calorific value. The difference is that while CNG is a by-product of petroleum, CBG can be produced from any biomass. -Bihar has ample resources to produce CBG. -State ethanol policy 2022 (launched in 2021, first state to do so) has been extended till June 30, 2024, -The extended policy will be applicable for establishment of CBG as well. -15% capital subsidy (women,sc/st,Ebc 15.75%) or the maximum of ₹5.25 crore from the state government,” in addition to the existing incentives under the Bihar Industrial Investment Promotion Policy, 2016.

The Union government is not in favour of declaring lightning a natural disaster as deaths caused by it can be prevented by making people aware of safety steps. -India is among only five countries in the world that has an early warning sys tem for lightning — the fo recast is available from five days to up to three hours. -The States such as Bihar and West Bengal have been demanding that lightning deaths be covered as a nat ural disaster. Once this is notified, the victims will be entitled to compensation from the State Disaster Res ponse Fund (SDRF). The Centre makes 75% of the contribution to the SDRF. -At present Govt. give ex-gratia of Rs 4 lakh each to the kin of the deceased from CM relief fund. Read More...
