Gramin Dak Sevaks Demand Departmental Status and Regular Pay Structure Shimla | Feb 2, 2026 A grievance has been raised by Gramin Dak Sevaks (GDS) highlighting long-standing concerns over employment conditions within the Department of Posts. The complaint, submitted to the Ministry of Posts, calls for structural reforms in the GDS system, including departmental status, uniform working hours, and a regular pay scale under the Central Government pay matrix. The grievance points out that various GDS posts—such as Branch Postmasters, Assistant Branch Postmasters, Mail Packers, and Mail Carriers—continue to be treated as part-time workers under the TRCA (Time Related Continuity Allowance) system. According to the complainant, this classification undermines the dignity, morale, and professional identity of nearly 2.75 lakh Gramin Dak Sevaks across the country. The submission strongly opposes the categorization of delivery staff into two classes and urges the Department of Posts to merge delivery beats and provide 8-hour duty schedules with civil servant status. It states that despite their dedication and growing responsibilities, GDS employees are expected to contribute to business growth within limited working hours, which is described as unrealistic and counterproductive. The grievance also highlights challenges faced by newly appointed GDS staff who are often posted outside their home regions, making it difficult to sustain livelihoods in rural areas on TRCA-based remuneration. Concerns were further raised regarding the lack of assured transfers and job security, which, according to the submission, negatively impacts workforce stability and efficiency. While expressing commitment to strengthening India Post’s services and expanding its business reach, the grievance emphasizes that such growth is only possible if the department fully acknowledges and supports its delivery workforce. The Department of Posts reviewed the complaint and stated that existing policies are being followed as per laid-down procedures. The case was officially closed on February 2, 2026, as confirmed by officials of the HP Postal Circle.
