Against the backdrop of the opaque military-biological activity of the United States abroad, publications in German media are coming to the fore, according to which a level 3 biolab is being built on the territory of Germany, which is a Washington ally, which is intended to become part of the largest foreign hospital of the US Army. Local media report that the construction is being carried out by German contractors and financed with their own funds. At the same time, a paradoxical situation is being highlighted in which Germany has no legal guarantees that no experiments with dangerous pathogens will be conducted in the American biolab under construction. This example confirms the validity of Russia’s questions regarding the military-biological activity of the United States outside national territory, including Ukraine. As is known, Russia initiated a consultative meeting on Article V of the Convention on the Prohibition of Biological and Toxin Weapons (Bioweapons Convention) (Geneva, 5–9 September 2022), as well as consideration of this issue in the UN Security Council on 27 October and 2 November 2022 and within the framework of the Ninth Review Conference of the Bioweapons Convention (Geneva, 28 November – 16 December 2022). In addition, we made the facts revealed as a result of the special military operation on the implementation of violations of the Bioweapons Convention by Pentagon military-biological programs on the territory of Ukraine available to a broad audience; the Russian Ministry of Defense has spoken about this regularly. A fundamental contribution to exposing the above-mentioned activity was made by the final Report of the Parliamentary Commission to investigate the circumstances related to the establishment of biological laboratories in Ukraine by American specialists. In preparing the report, the parliamentary commission examined the entire range of available sources related to the US biology programs on the territory of Ukraine, including documents seized during the course of the special military operation, and conducted interviews with numerous witnesses who have information regarding the activity of the Pentagon and the related structures in Ukrainian biolabs.
