ఈ లేఖ ప్రకారం RPLI (Rural Postal Life Insurance) అర్హత నిబంధనలు 14-08-2026 నుంచి విస్తరించబడ్డాయి. ముఖ్యమైన విషయం ఇంతకుముందు ప్రధానంగా గ్రామీణ ప్రాంతాల్లో శాశ్వతంగా నివసించే వ్యక్తులకు RPLI అర్హత ఉండేది. ఇప్పుడు అదనంగా: Post Office Savings Bank (POSB) లేదా భారతదేశంలోని ఏ Scheduled Bank‌లోనైనా Operative Savings Bank Account ఉన్న వ్యక్తి RPLI పాలసీ తీసుకోవడానికి అర్హుడు. అంటే వ్యక్తి గ్రామీణ ప్రాంతంలో నివసిస్తున్నాడా లేదా అన్నది మాత్రమే అర్హతకు పరిమితి కాదు. “Operative Savings Bank Account” అంటే ఆ సేవింగ్స్ అకౌంట్: Active గా ఉండాలి KYC పూర్తి అయి ఉండాలి Dormant/Inactive కాకూడదు Frozen/Blocked కాకూడదు Closed అయి ఉండకూడదు అకౌంట్ operative status‌ను proposal అంగీకరించే ముందు ధృవీకరించాలి. ఉదాహరణ ఒక వ్యక్తి హైదరాబాద్, విజయవాడ, ఒంగోలు వంటి పట్టణంలో నివసిస్తున్నా, అతని పేరుతో: Post Office SB Account లేదా SBI / Andhra Bank/Union Bank/ఇతర Scheduled Bank SB Account operativeగా ఉంటే RPLI తీసుకునే అర్హత ఉంటుంది. అయితే వయస్సు పరిమితులు, sum assured limits, medical/underwriting requirements తదితర RPLI నిబంధనలు యథావిధిగా ఉంటాయి. ముఖ్యంగా BPMలకు ఈ కొత్త నిబంధనతో పట్టణ ప్రాంతాల్లో నివసించే, కానీ Scheduled Bank లేదా POSBలో operative SB account ఉన్న వ్యక్తులను కూడా RPLIకి తీసుకురావచ్చు. ఈ ఆదేశాలు 14-08-2026 నుంచే immediate effectతో అమల్లోకి వచ్చాయి. మీకు కావాలంటే �⁠ఈ ఆర్డర్ ప్రకారం “ఎవరెవరు RPLI తీసుకోవచ్చు – ఎవరెవరు తీసుకోలేరు” అనే పూర్తి eligibility list‌ను తెలుగులో కూడా తయారు చేసి ఇస్తాను.

## Q10. What if the customer qualifies under both rural residence and operative SB account? The eligibility category preferred by the customer, or the category having stronger supporting documentation, may be recorded. Only one eligibility category should be selected in McCamish. ## Q11. Can the customer protect transaction amounts or balances in a screenshot? The listed Physical/Digital proof is acceptable, and only the account status and holder name need to be visible. Transaction amounts or balances may be masked where the bank's application or statement permits it. If the customer does not wish to provide such proof, eligibility through rural residence may be considered. ## Q12. Can an RD or FD account be used instead of a Savings Bank Account? No. This eligibility criterion specifically applies to an operative Savings Bank Account. RD, FD and other deposit accounts do not qualify under this criterion. ## Q13. What can be done if CPC rejects the proposal and the customer disputes the decision? The customer may submit fresh or additional Physical/Digital proof for reconsideration or use an alternate eligibility route such as rural residence. If the dispute continues, the matter may be escalated to the Circle Office for review. --- # 26. EXAM-IMPORTANT POINTS ### Remember These Facts 1. Date of Administrative Instruction: 14.08.2026 2. File Number: F. No. 92-1/2026-LI 3. New RPLI Eligibility Criterion: Operative Savings Bank Account 4. Eligible Banks: POSB or any Scheduled Bank in India 5. Scheduled Bank Transaction Requirement: At least one customer-initiated transaction during the preceding 24 months 6. POSB Status: CBS status is conclusive and binding 7. Passbook Validity for Proof: Updated within the last 3 months 8. Account Number Alone: Not sufficient 9. Physical Bank Certificate: Not required where acceptable Physical/Digital proof is available 10. Proposal Application: DREAM PLI App 11. McCamish Eligibility Category: “Operative SB Account” 12. Existing Underwriting Norms: Continue unchanged 13. Monitoring Period: 24 months from policy issue 14. Circle Reporting: Six-monthly reports to PLI Directorate 15. Initial Divisional Verification: 100% for first 3 months 16. Proposer Declaration: Mandatory when eligibility is claimed through operative SB account 17. Minor: Not eligible 18. RD/FD: Not eligible under this particular criterion 19. Joint Account: Can qualify if proposer is a named joint holder and the account is operative 20. Effective: Immediate effect from 14.08.2026. --- # 27. ONE-LINE REVISION RPLI eligibility has been expanded from rural-residence-based eligibility to additionally include persons maintaining an operative Savings Bank Account with POSB or any Scheduled Bank in India, subject to all existing RPLI eligibility and underwriting requirements.

Where RPLI eligibility is claimed on the basis of an operative Savings Bank Account, the proposer must sign the prescribed declaration. ### Declaration “I __ hereby declare that my Savings Bank Account submitted against RPLI Proposal dated __ is operative as per the definition prescribed by the Department of Posts.” The declaration shall be: * Recorded on the proposal form; OR * Obtained as a signed annexure. It must be retained with the proposal file as documentary support for the eligibility claim. --- # 23. QUICK REFERENCE FOR FIELD AGENTS ## 23.1 Acceptable Proofs CBS status / Email statement / Mobile banking screenshot / ATM mini-statement / Passbook updated within 3 months ## 23.2 Physical Bank Certificate Not required where acceptable Physical/Digital proof is already available. ## 23.3 Signed Declaration Mandatory where eligibility is claimed through an operative SB account. ## 23.4 Never Accept Never accept the proposal based on the account number alone without acceptable Physical/Digital proof. ## 23.5 If Proof Appears Doubtful Obtain fresh proof from the customer. Do not proceed with doubtful or altered proof. ## 23.6 BO Next Step Verify proof → Generate proposal through DREAM PLI App → Collect documents → Forward to SO. --- # 24. IMPORTANT REASONS FOR REJECTION / REFERRAL Eligibility may fail where: 1. No qualifying Physical/Digital proof is available. 2. Account is frozen. 3. Account is blocked. 4. Account is dormant. 5. Account is inoperative. 6. Account is closed. 7. Scheduled Bank account has no customer-initiated transaction during the preceding 24 months. 8. Passbook proof is older than three months. 9. Proof appears altered or suspicious. 10. Required declaration is not obtained. --- # 25. FREQUENTLY ASKED QUESTIONS ## Q1. Can an account with no transaction during the last 24 months qualify? No, in the case of a Scheduled Bank account. At least one customer-initiated transaction during the preceding 24 months is required. The customer may instead qualify through rural residence or transact on the account and submit fresh acceptable proof. ## Q2. What if the customer does not have any listed Physical/Digital proof? The proposal should not be accepted under operative SB account eligibility until acceptable proof is produced. The customer may obtain: * CBS status; * Email statement; * Mobile banking screenshot; * ATM mini-statement; or * Updated passbook. Alternatively, eligibility through rural residence may be considered. ## Q3. Can a frozen, blocked or dormant account qualify? No. Such an account does not qualify as an operative Savings Bank Account. ## Q4. Can a joint Savings Bank Account be used? Yes, provided: * The proposer is one of the named joint account holders; and * The account is otherwise operative. Proof should clearly show the proposer's name. ## Q5. Can a minor purchase RPLI under this criterion? No. The proposer must have attained majority as required under Rule 9(a) of the POLI Rules, 2011. ## Q6. Is a passbook older than three months acceptable? No. An updated passbook must be within the last three months. Alternatively, current acceptable digital proof may be submitted. ## Q7. Is a physical bank certificate additionally required? No. A physical bank certificate should not be insisted upon where acceptable Physical/Digital proof is already available. ## Q8. What happens if the SO finds that an account verified by BO is actually non-operative? The SO's re-verification takes precedence at that stage. The proposal should not be indexed under operative SB account eligibility and should be returned to the BO with reasons recorded. ## Q9. What if the CPC finds that the proof is altered or suspicious? The CPC shall: * Reject the proposal on the eligibility ground; * Record the deficiency; * Report it as a fraud indicator to the Circle Office; and * Retain the proposal file and proof for audit.

# 12. DATA ENTRY REQUIREMENT At the time of data entry, CPC users shall select the Comment Section and mention the relevant: POSB / Bank Details This is required for proposals processed under the operative Savings Bank Account eligibility criterion. --- # 13. THIRD-PARTY PREMIUM PAYMENT Where premium is paid by a third party on behalf of the proposer: * Applicable AML/CFT norms shall be followed. * Third-party payment by itself does not establish or substitute eligibility under this SOP. --- # 14. APPROVAL / REJECTION The CPC shall: * Approve the proposal; OR * Reject the proposal. Where required, the CPC shall issue: * Acceptance Letter; OR * Deficiency Communication. --- # 15. MONITORING BY CIRCLE OFFICE The following parameters shall be monitored for 24 months from the date of policy issue: 1. Mortality 2. Lapsation 3. Persistency behaviour 4. Claim behaviour 5. Fraud indicators 6. Operational issues The Circle Office shall submit six-monthly monitoring reports to the PLI Directorate. --- # 16. DOCUMENTATION REQUIREMENTS All existing documentation requirements applicable to RPLI proposals shall continue without change. In addition, proposals accepted under operative SB account eligibility must contain: ### Mandatory Additional Document Physical/Digital proof of operative Savings Bank Account The signed Proposer Declaration (Annexure-V) must also be obtained and retained with the proposal file wherever eligibility is claimed on the basis of an operative SB account. --- # 17. AUDIT AND COMPLIANCE BOs, SOs and CPCs shall retain acceptable Physical/Digital proof in the proposal file for audit purposes. Internal audit teams shall verify compliance with the SOP during: * Routine audits; and * Special audits. Any deviation shall be reported to the Circle Office for corrective action. ### Divisional Office – Initial Verification Divisional Offices shall conduct 100% verification of proposals accepted under this eligibility criterion during the first three months from the date of issue of the instructions. After the first three months, periodic random checks shall be conducted. --- # 18. ANNEXURE-I – ACCEPTABLE PHYSICAL/DIGITAL PROOFS The following proofs may establish operative account status: 1. CBS transaction status/statement – POSB. 2. Email account statement from the bank. 3. Mobile banking screenshot showing account status and recent transaction. 4. ATM mini-statement. 5. Bank passbook updated within the last three months. The list is stated to be illustrative and not exhaustive. Other Physical/Digital proof issued by the bank/POSB that clearly establishes current operative status may also be accepted at the discretion of the verifying office. --- # 19. ANNEXURE-II – BO/SO PROPOSAL CHECKLIST Before forwarding the proposal, ensure: 1. Proposal form is completed and signed. 2. Operative SB Account eligibility is confirmed. 3. Physical/Digital proof is attached. 4. KYC documents are attached. 5. Identity and address proof are attached. 6. Photograph is attached. 7. Age proof is attached. 8. Proposal number is generated through DREAM PLI App. 9. Proposal is indexed in McCamish under “Operative SB Account”. 10. All documents are forwarded to CPC through proper channel. --- # 20. ANNEXURE-III – CPC UNDERWRITING CHECKLIST The CPC shall verify: 1. Operative SB Account eligibility. 2. Physical/Digital proof. 3. Age requirements. 4. Sum assured requirements. 5. Financial underwriting norms. 6. Medical requirements, where applicable. 7. KYC documents. 8. Supporting documents. 9. Proposal decision – approved/rejected. 10. Acceptance letter or deficiency communication. --- # 21. ANNEXURE-IV – CIRCLE MONITORING The Circle monitoring template covers: * Reporting Period * Number of Policies * Mortality * Lapsation * Persistency * Claims * Fraud Indicators * Remarks / Details --- # 22. ANNEXURE-V – PROPOSER DECLARATION

This is an important point for field-level processing and verification. --- # 7. ACCEPTABLE PHYSICAL/DIGITAL PROOFS Any one of the following may be accepted to establish operative Savings Bank Account status: 1. CBS status – for POSB accounts. 2. Email statement issued by the bank. 3. Mobile banking screenshot. 4. ATM statement / mini-statement. 5. Passbook updated within the last three months. ### Important Points * A physical certificate from the bank need not be insisted upon where acceptable digital proof is available. * If the proof appears doubtful, altered or inconsistent, fresh proof should be obtained from the customer. * Processing should not proceed on doubtful or suspicious documents. --- # 8. ROLES AND RESPONSIBILITIES ## 8.1 Branch Post Office (BO) The Branch Post Office shall: * Conduct initial customer screening. * Obtain Savings Bank Account details. * Obtain acceptable Physical/Digital proof. * Generate the proposal through the DREAM PLI App. * Collect the required documents. * Forward the proposal to the Sub Post Office. ## 8.2 Sub Post Office (SO) The Sub Post Office shall: * Re-verify the operative status of the account. * Ensure completeness of the proposal and documents. * Index the proposal in McCamish. * Select the eligibility category as “Operative SB Account”. * Forward the proposal to the Central Processing Centre. ## 8.3 Central Processing Centre (CPC) The CPC shall: * Undertake underwriting scrutiny. * Validate the eligibility proof. * Apply existing RPLI underwriting norms. * Approve or reject the proposal. * Issue an acceptance letter or deficiency communication, as applicable. ## 8.4 Circle Office The Circle Office shall: * Supervise implementation. * Ensure compliance with the SOP. * Monitor mortality. * Monitor lapsation. * Monitor persistency. * Monitor claim behaviour. * Monitor fraud indicators. * Monitor operational issues. ## 8.5 CEPT / Technology Division CEPT / Technology Division shall: * Enable reporting fields. * Provide MIS support. * Generate customised reports regarding proposals accepted under operative SB account eligibility and their subsequent conversion into policies. --- # 9. DETAILED PROCEDURE ## 9.1 Procedure at Branch Post Office ### A. Customer Screening The BO shall ascertain whether the customer claims RPLI eligibility on the basis of: 1. Rural residence; OR 2. Operative Savings Bank Account maintained with POSB or any Scheduled Bank. Where eligibility is claimed through an operative SB account, the BO shall obtain the required account details and acceptable Physical/Digital proof. ### B. Verification The BO shall verify the operative status using acceptable Physical/Digital proof. ### C. Proposal Creation The BO shall: * Generate the proposal number through the DREAM PLI App. * Collect all mandatory documents. * Forward the proposal to the SO. --- # 10. PROCEDURE AT SUB POST OFFICE ## 10.1 Re-Verification The SO shall: * Re-verify the operative status of the account. * Verify the acceptable Physical/Digital proof. * Ensure that the proposal and accompanying documents are complete. ## 10.2 Indexing The proposal shall be indexed with the eligibility type: “Operative SB Account” ## 10.3 Forwarding The physical file shall be forwarded to the Central Processing Centre (CPC). --- # 11. PROCEDURE AT CENTRAL PROCESSING CENTRE ## 11.1 Underwriting The CPC shall: 1. Verify the operative status of the account. 2. Verify the eligibility proof. 3. Apply all existing RPLI underwriting norms. 4. Check age requirements. 5. Check sum assured requirements. 6. Check medical requirements, wherever applicable. 7. Check financial underwriting requirements. ### Important The introduction of the new eligibility criterion does not change the existing: * Minimum/maximum age limits; * Minimum/maximum sum assured limits; * Medical underwriting requirements; * Financial underwriting requirements. All existing underwriting norms continue to apply in full. ---
