1994 ರ ಎಸ್.ಆರ್. ಬೊಮ್ಮಾಯಿ ತೀರ್ಪಿನಲ್ಲಿ ಸುಪ್ರೀಂ ಕೋರ್ಟ್ 'ಜಾತ್ಯತೀತತೆ'ಯು (Secularism) ಭಾರತೀಯ ಸಂವಿಧಾನದ ಮೂಲ ರಚನೆಯ ಒಂದು ಭಾಗ ಎಂದು ಸ್ಪಷ್ಟವಾಗಿ ತೀರ್ಪು ನೀಡಿತು.
ಒಂದು ವೇಳೆ ಯಾವುದೇ ರಾಜ್ಯ ಸರ್ಕಾರವು ಜಾತ್ಯತೀತ ತತ್ವಗಳಿಗೆ ವಿರುದ್ಧವಾಗಿ ಕೆಲಸ ಮಾಡಿದರೆ, ಅದು ಸಂವಿಧಾನದ ಆಶಯಕ್ಕೆ ವಿರುದ್ಧವಾಗಿರುತ್ತದೆ ಮತ್ತು ಅಂತಹ ಸಂದರ್ಭದಲ್ಲಿ 356ನೇ ವಿಧಿಯನ್ನು ಬಳಸಿ ಆ ಸರ್ಕಾರವನ್ನು ವಜಾಗೊಳಿಸಬಹುದು ಎಂದು ನ್ಯಾಯಾಲಯ ಹೇಳಿತು.
ಇದೇ ತೀರ್ಪಿನಲ್ಲಿ, 356ನೇ ವಿಧಿಯ (ರಾಷ್ಟ್ರಪತಿ ಆಳ್ವಿಕೆ) ಹೇರಿಕೆಯು 'ನ್ಯಾಯಾಂಗ ವಿಮರ್ಶೆಗೆ' (Judicial Review) ಒಳಪಡುತ್ತದೆ ಎಂದು ಘೋಷಿಸುವ ಮೂಲಕ ಕೇಂದ್ರದ ನಿರಂಕುಶ ಅಧಿಕಾರಕ್ಕೆ ಕಡಿವಾಣ ಹಾಕಲಾಯಿತು.
ರಾಜ್ಯ ಸರ್ಕಾರವೊಂದು ಬಹುಮತ ಕಳೆದುಕೊಂಡಿದೆಯೇ ಅಥವಾ ಇಲ್ಲವೇ ಎಂಬುದನ್ನು ರಾಜಭವನದಲ್ಲಿ (ರಾಜ್ಯಪಾಲರ ಮುಂದೆ) ನಿರ್ಧರಿಸುವಂತಿಲ್ಲ, ಅದನ್ನು ಕೇವಲ ವಿಧಾನಸಭೆಯ ಸದನದಲ್ಲಿ (Floor of the House) ಮಾತ್ರ ಸಾಬೀತುಪಡಿಸಬೇಕು ಎಂಬ ಐತಿಹಾಸಿಕ ನಿಯಮವನ್ನು ಈ ಪ್ರಕರಣ ಜಾರಿಗೆ ತಂದಿತು.

GOBARdhan Central Sector Scheme
_The GOBARdhan Central Sector Scheme has come into effect with a total outlay of ₹23,731 crore and will continue till 2035–36._
🔹 Main Focus: Scaling up the production and use of Compressed Biogas (CBG) in India.
🔹 Target: Increase domestic CBG production nearly ten-fold.
🔹 Investment: Encourage large-scale private investment in the biogas sector.
🔹 Objective: Build a strong circular bioeconomy by converting organic waste into useful energy and other resources.
🔹 Energy Goal: Establish CBG as an important pillar of India’s future energy mix.
🔹 Approval: The Union Cabinet approved the scheme on 6 August 2026.
