በረቂቅ የሽግግር ፍትህ ፖሊሲው ላይ 8 የሰብዓዊ መብት የሲቪክ ድርጅቶች አስተያየት አቅርበዋል።
አስተያየት ያቀረቡት ፦
➡ የመብቶች እና ዴሞክራሲ እድገት ማዕከል (CARD)
➡ የሕግ ባለሙያዎች ለሰብዓዊ መብቶች (LHR)፣
➡ የኢትዮጵያ ሴቶች ማህበራት ቅንጅት (NEWA)፣
➡ ሴታዊት
➡ የኢትዮጵያ ሠራተኞች መብት ተሟጋች (ELRW)፣
➡ ስብስብ ለሰብዓዊ መብቶች በኢትዮጵያ (AHRE)
➡ ሁሉን አቀፍ ራዕይ ለዲሞክራሲያዊ ኢትዮጵያ (IVIDE)
➡ የኢትዮጵያ ሰብዓዊ መብት ተሟጋቾች ማዕከል (EHRDC) ናቸው።
ካቀረቡት አስተያየት መካከል ፦
" የሽግግር ፍትህ ረቂቅ ፖሊሲው እስካሁን ለህዝብ ይፋ ባይደረግም፣ ባጭር ጊዜ ውስጥ በሚኒስትሮች ምክር ቤት እንደሚፀድቅ መረጃዎች በመውጣት ላይ ይገኛሉ።
ነገር ግን ረቂቅ ፖሊሲውን በሚመለከት ከሲቪል ማህበረሰብ ድርጅቶች እና ለጋሾች ጋር ከተደረጉ አጫጭር ውይይቶች በስተቀር በቂ ውይይት አልተደረገም።
ሰነዱ ይፋ ስላልሆነ ደርዝ ያለው አስተያየት ለመስጠትም ዕድል አልተገኘም።
ረቂቅ የሽግግር ፍትህ ፖሊሲ ሰነዱ ለሚኒስትሮች ምክር ቤት ቀርቦ ከመፅደቁ በፊት ለህዝብ ይፋ ተደርጎ በባለድርሻ አካላት አስተያየት እንዲሰጥበት በአፅንኦት እንጠይቃለን።
በዚህ ረገድ በሽግግር ፍትህ አማራጮች ላይ ሰፊ ውይይቶች መካሄዳቸውን በበጎ የምንወስደው ቢሆንም፣ በፖሊሲ ዝግጅቱ ወሳኝ ምዕራፍ ላይ እንደምንገኝ ከግምት ውስጥ በማስገባት፣ በረቂቅ የሽግግር ፍትህ ፖሊሲው ላይ በቂ እና ፍሬያማ ውይይት እንዲደረግ አስቀድሞ ረቂቅ የፖሊሲ ሰነዱ ለህዝብ ይፋ እንዲሆን እንጠይቃለን።
ከሲቪል ማህበረሰብ ድርጅቶች በተጨማሪ ጉዳዩ በቀጥታ የሚመለከታቸው ፦
- የኢትዮጵያ ሰብዓዊ መብቶች ኮሚሽን፣
- የብሔራዊ ምክክር ኮሚሽን፣
- የእምባ ጠባቂ ተቋም፣
- የህዝብ ተወካዮች ምክር ቤት የህግና ፍትህ ጉዳዮች ቋሚ ኮሚቴ፣
- የመገናኛ ብዙሃን፣
- የከፍተኛ ትምህርት ተቋማት፣
- ምሁራን እና ሌሎችም ባለድርሻ አካላት ረቂቅ የሽግግር ፍትህ ፖሊሲ ሰነዱን በዝርዝር ተመልከተው ከመፅደቁ በፊት አስተያየታቸውን እንዲያቀርቡ ዕድል እና በቂ ጊዜ ሊሰጥ ይገባል።
ይህን ማድረግም ለፖሊሲ ሰንዱ ጠቃሚ ግብዓት ከማስገኘት በተጨማሪ ፣ የሽግግር ፍትህ ፖሊሲው በህዝብ ዘንድ የተሻለ ተቀባይነት እና ተፈጻሚነት እንዲኖረው ለማድረግ ያግዛል ብለን እናምናለን። "
