Billionaire-backed C40 Cities works through city mayors to advance far-reaching Net Zero policies - including measures designed to restrict private-car use. This allows policies never clearly put to voters in a national manifesto to spread from city to city, often without proper public debate or parliamentary scrutiny. Andy Burnham signed a major C40 transport declaration as Greater Manchester Mayor. His drive to transfer even more power to regional mayors should be examined in that context.
