The “perverse incentive” theory or the argument that asking caste category in the census would encourage lying to inflate OBC numbers, rests on ignorance of law. Census responses are confidential and cannot be used to claim entitlements, reservation, or any statutory benefits. Surjit Bhalla overlooks this basic fact: there is zero incentive to misreport your category in the Census. Asking caste category, followed by a drop-down menu of castes within that category, is the only way to count castes, if we want usable data. A refusal to do so is to sabotage the caste count. Street protest is not an insurrection against democracy; it can be the resurrection of democratic politics—so long as it remains peaceful, democratic and constitutional. Mass mobilisation does not substitute the constitutional order; it renews it by giving voice to citizens when formal channels fall silent. I spoke on this today at @Manthan_India public lecture in Hyderabad on “Why India needs a Politics of Democratic Resistance.”
