Census responses are confidential and cannot be used to claim entitlements, reservation, or any statutory benefits. Surjit Bhalla overlooks this basic fact: there is zero incentive to misreport your category in the Census. Asking caste category, followed by a drop-down menu of castes within that category, is the only way to count castes, if we want usable data. A refusal to do so is to sabotage the caste count.
