Call for Trainee at the OSCE Academy The OSCE Academy in Bishkek is excited to offer recent graduates an opportunity to gain valuable experience in performing varies duties in support of the Academy’s activities. Professional and dynamic team, the provision of opportunities for the acquisition and development of qualifications in an educational institution with an international level of work are the advantages of conducting traineeship at the OSCE Academy in Bishkek. Candidates for this position should meet the following requirements: • Completed BA degree and/or diploma of higher education in Law with demonstrated legal experience in Kyrgyzstan; • Experienced PC user (knowledge of MS Office programmes (Word, Excel, etc.); • Fluency in Russian (written and oral). ​​WE ARE HIRING! Join our team as a Research and Training Assistant! Gain valuable experience organizing and coordinating academic events with our dynamic Research and Training Department! ​​Workshop: Eurasia in a Geopolitical Globalised World Date: 25 – 27 July 2024 Venue: The OSCE Academy in Bishkek, Kyrgyz Republic (in person)   About the workshop The end of the Cold War was heralded by many scholars and policy-makers as the beginning of a new international order, in which the logic of power politics and spheres of influence would give way to the shared interests generated by the increasingly intensive and extensive flows of ideas, capital, goods, and services in a globalised world. The need to control and extend influence over territory was a remnant of the nineteenth century and not consonant with a world where markets could deliver the same rewards with fewer costs and positive sum results for all. There is an increasing tension between wanting to be part of an open global economy and the desire to control territory that characterize today's international system, and no more so than Eurasia. International relations and policy-makers are trying to make sense of how to understand a world that has both extensive supply chains and increasing economic nationalism; one with transnational flows of capital, goods, ideas, and even people but also calls to close borders. Eurasia has always been at the centre of discussions about what kind of international system we have. The aim of this workshop is to help participants understand international order in the face of this tension between globalization and geopolitics. It wants to explore different issues and challenges where this tension might be more evident. These range from climate change, energy security, food, water, and the managing of borders. The workshop will focus on the policy questions that are raised and some possible scenarios for what they may mean for. The workshop will explore the different ways in which we can understand the rapidly changing international system. It will do this by looking at a range of cases in Eurasia, and more specifically Central Asia, as well as a range of topics. These can include the following topics: 1) Geopolitics of Energy and the Environment in a globalised geopolitical world 2) Geopolitics of Democracy and Human Rights in a globalised geopolitical world 3) The Geopolitics of Water  4) Geopolitics and Security Governance in a globalised geopolitical world 5) Regional integration and geopolitics  6) The Geopolitics of borders in a globalised geopolitical world   Medium of the workshop English   Costs Free of charge. ​​Public Lecture - Active Labour Market Policies in the Kyrgyz Republic: Addressing Employment Barriers for a More Inclusive Labour Market? Date and Time: 4 June 2024, 15:15 – 16:20 (Bishkek time, GMT +6) Venue: In person - OSCE Academy Conference Hall, 1A Botanichesky pereulok, Bishkek Zoom Lecturer: Eugenia Pesci Registration link: bit.ly/3UWAkHl Language: English Description The labour market in Kyrgyzstan has undergone significant changes since 1991, characterized by a shift from wage employment to self-employment, informal employment, and mass labour migration. Despite the establishment of a public employment service (PES) providing “passive” and “active” measures to support the unemployed, unemployment remains a hidden phenomenon. The emphasis on active labour market policies (ALMPs), particularly vocational training and paid public works, has limitations, failing to address the diverse needs of individuals and to promote social inclusion. Recent initiatives targeting poor households and vulnerable groups such as persons with disabilities, youth, rural women, and returning migrants mark a promising shift towards a more inclusive labour market. Nevertheless, there are challenges, including donor dependency, potential negative consequences of strict conditionality, and a focus on a “work-first” approach. This policy brief argues that there is a need for more comprehensive labour market policies in Kyrgyzstan that not only enhance employability, but also focus on the quality of opportunities they provide. Structural constraints such as limited funding and human resources within the PES are analysed and recommendations for improvement are given to policymakers and donors. This policy brief was written by Eugenia Pesci and Kairatbek Dzhamangulov. The OSCE Academy Associate Research Fellowship (ARF) was launched in 2017 and aims to support PhD Candidates and/or Post-Doctoral researchers in conducting their research projects and provide institutional affiliation to independent researchers. The length of the fellowship is from six to twelve months and is open for Bishkek-based and non-Bishkek residents. The ​Academy provides Fellows ​with ​access to the library and all available online resources as well as ​with ​an opportunity to present their research ​and to​ deliver a lecture to students and the public. Launch of OSCE E-Learning Course on Renewable Energy, Energy Transition and Energy Efficiency in Central Asia Central Asia, with its untapped renewable energy potential, can make a major contribution to the green energy revolution. To meet this potential, Central Asian countries have prioritized the need to invest in an enabled workforce. Against this background, the OSCE has launched an E-learning course "Renewable Energy, Energy Transition, and Energy Efficiency in Central Asia" in partnership with the Kazakh-German University (DKU). This E-learning initiative seeks to equip participants with foundational knowledge in renewable energy, energy transition, and energy efficiency within the context of Central Asia. While it places a particular emphasis on the technical, legislative, economic, and financial dimensions of renewable energy development in the region, it also addresses the crucial issue of gender equality by empowering women to actively engage in the energy sector. This comprehensive E-learning course is available in both English and Russian, catering to individuals with varying levels of expertise in Central Asian energy dynamics. Central Asia's vast renewable energy potential positions the region to seize this opportunity, including creating employment prospects and empowering women within the sector. This course supports the OSCE’s commitment to enhancing energy security and promoting sustainability in Central Asia. Its development was made possible by financial contributions from Austria, France, Germany, Italy, Norway, Poland to our extra-budgetary initiatives. Call for applications: OSCE School and Model OSCE Conference Deadline for applications: 28 March 2024 The OSCE Secretariat is organizing two events in Tbilisi for young people from Central Asia and the South Caucasus: an OSCE School, followed by a Model OSCE Conference. Through these two events, the OSCE wants to promote cross-regional exchanges and build professional skills of the next generation of peace practitioners. The OSCE School, from 15 to 17 July 2024, will include a series of briefings and interactive workshops to learn about the comprehensive approach of the OSCE across the three dimensions of security, as well as open discussions with practitioners and OSCE officials. The Model Conference, from 18 to 21 July 2024, focuses on acquiring mediation and negotiation skills, through participation in a simulation exercise of one of the OSCE decision-making processes. Participants of the OSCE School and Model conference will meet at a joint gathering on 17 July. OSCE will cover all participation-related expenses, including travel to Georgia, accommodation and meals. All selected participants are expected to actively engage in pre- and post-event activities, such as alumni events. This project is supported by the U.S. Mission to the OSCE, the Ministry of Foreign Affairs of Finland and the Embassy of Switzerland in Georgia.
