As global security challenges continue to evolve, the interconnected issues of food security, energy security, and cybersecurity have emerged as critical areas requiring international collaboration and innovative policy solutions. We are excited to announce Security Conference 2024, a hybrid event dedicated to exploring these three essential pillars of global stability: Food Security, Energy Security, and Cybersecurity. The conference will bring together leading experts, policymakers, researchers, and industry professionals to examine these pressing topics and their implications for international security. 📢 The OSCE Academy in cooperation with the Norwegian Institute of International Affairs, invites applications for two full-time Post-Doctoral Researcher positions. The aim of the fellowships is to boost the OSCE Academy’s output of high-quality research in high-impact academic journals. The duration of the fellowships is 2 years, from January 2025 to December 2026 inclusive. The fellowships may be further extended, depending on performance and the availability of funding. The Fellows must live in Bishkek during this period and have the OSCE Academy as their workplace but will be supervised by and work closely with the OSCE Academy’s partner institution NUPI. The contact person at NUPI is Prof. Indra Overland. The post-docs will publish articles on energy, natural resource management, climate change, geopolitics, the Belt and Road Initiative, or similar topics, global or Central Asian topics. Main tasks and duties: • Publication of 3 articles per year in peer-reviewed academic journals. • Supervision of up to 2 theses for the OSCE Academy’s MA programmes by each Fellow; • Teaching of up to courses worth 4 credits within the MA programmes / preparatory Summer School at the Academy per year; • Carrying out peer review and mentoring for the Academy’s publications (research paper, policy brief series). Candidates should meet the following requirements: • PhD degree in economics, environmental studies, political science, or a related field • The PhD dissertation must have been submitted by the time of application for the fellowships. • Excellent level of written English. • Willingness to cooperate with colleagues at the Academy and NUPI is required. • A track record of producing academic publications is an advantage but not a requirement, especially articles in high-level journals. • Strong methodological skills, including quantitative methods, can be an advantage but are not a requirement. JOIN OUR TEAM! The OSCE Academy is seeking to hire a Programme Assistant (for MAHRS Programme) to be based in Bishkek who will be initially hired until 31 December 2024, with the possibility of continuation after mutual approval and funding availability. Further collaboration depends upon both parties’ agreement and the Academy’s development. Under the supervision of the Academy’s Management, the MAHRS academic supervisor, and in coordination with the Head of the Department of Education, the MAHRS Programme Assistant contributes to the OSCE Academy’s MAHRS Programme activities. Key duties and responsibilities. The MAHRS Programme Assistant is expected to: • Provide technical support to instructors for students’ course set-up; • Track license and accreditation expiry dates; arrange timely renewal of platform subscriptions; • Support the MAHRS team at the OSCE Academy and deliver teaching activities (modules, guest lectures, seminars, training) for the MAHRS students. Provide logistical support to the faculty; • Conduct proper records management, prepare documentation for archiving, and prepare monthly reports on the activities carried out; • Administer and organize internships and MAHRS international mobility programme for students, including receiving applications, correspondence with organizations and students, maintenance of internship database of students, a database of partner institutes/organizations, preparation of relevant documentation for scholarship payment; • Prepare documentation for the State Attestation Commission (preparation of memos, as well as certificates of services completion by members of the SAC, reviewers, supervisors of master's theses); • Perform miscellaneous job-related duties as assigned by the Management. Candidates for this position should meet the following minimum requirements: • MA degree in International Relations, Law or Humanities; • Experience in working with a diverse and international student body; • Excellent knowledge of English (knowledge of Russian is an asset); • Practical interpersonal, communication, administrative and coordination skills. ​​We are hiring! The OSCE Academy in Bishkek is looking for several short-term lecturers for its Summer School programme to be conducted in August 2024. The Summer School is designed for newly accepted MA students of the OSCE Academy as a preparatory programme as well as a selected number of young graduates interested in related disciplines and in studying at the OSCE Academy. The OSCE Academy in Bishkek is looking for lecturers for a 2-credit course: • Academic Writing and Honesty (2 vacancies) The Academic Writing course raises awareness of the style, form, and organizational structure of academic writing in English. Specifically, the course is aimed to help improve the quality of student essays by analyzing various stages of the writing process through analyzing model texts and identifying their elements. Teaching will be conducted between 5 and 27 August 2024, pending the availability of funding. The position is planned to be based in Bishkek, Kyrgyzstan. These courses are expected to be taught as introductory graduate level courses. Specific course duties as well as course design should be further discussed with the Head of Department of Graduate Education of the OSCE Academy once selected. Requirements: • MA degree, preferably PhD degree in Social Sciences / Linguistics or a related field • Demonstrated teaching experience (including use of e-learning platforms) • Excellent command of academic English • Effective interpersonal and communication skills The OSCE Academy will provide/cover: • 1360-1600 EUR / credit as gross salary. The final contractual amount is dependent on interview results; • Office space and computer, as well as access to the relevant facilities at the OSCE Academy. ​​Public Lecture - Active Labour Market Policies in the Kyrgyz Republic: Addressing Employment Barriers for a More Inclusive Labour Market? Date and Time: 4 June 2024, 15:15 – 16:20 (Bishkek time, GMT +6) Venue: In person - OSCE Academy Conference Hall, 1A Botanichesky pereulok, Bishkek Zoom Lecturer: Eugenia Pesci Registration link: bit.ly/3UWAkHl Language: English Description The labour market in Kyrgyzstan has undergone significant changes since 1991, characterized by a shift from wage employment to self-employment, informal employment, and mass labour migration. Despite the establishment of a public employment service (PES) providing “passive” and “active” measures to support the unemployed, unemployment remains a hidden phenomenon. The emphasis on active labour market policies (ALMPs), particularly vocational training and paid public works, has limitations, failing to address the diverse needs of individuals and to promote social inclusion. Recent initiatives targeting poor households and vulnerable groups such as persons with disabilities, youth, rural women, and returning migrants mark a promising shift towards a more inclusive labour market. Nevertheless, there are challenges, including donor dependency, potential negative consequences of strict conditionality, and a focus on a “work-first” approach. This policy brief argues that there is a need for more comprehensive labour market policies in Kyrgyzstan that not only enhance employability, but also focus on the quality of opportunities they provide. Structural constraints such as limited funding and human resources within the PES are analysed and recommendations for improvement are given to policymakers and donors. This policy brief was written by Eugenia Pesci and Kairatbek Dzhamangulov. The OSCE Academy Associate Research Fellowship (ARF) was launched in 2017 and aims to support PhD Candidates and/or Post-Doctoral researchers in conducting their research projects and provide institutional affiliation to independent researchers. The length of the fellowship is from six to twelve months and is open for Bishkek-based and non-Bishkek residents. The ​Academy provides Fellows ​with ​access to the library and all available online resources as well as ​with ​an opportunity to present their research ​and to​ deliver a lecture to students and the public. ​​We are hiring! The Academy is looking for a Psychologist for BA and MA students. Under the supervision of the Academy’s Management, in collaboration with relevant permanent and academic staff, the Psychologist will ensure assessment and implementation of psycho-social interventions to support the teaching, learning and studying processes and to maximize MA and BA students’ learning successes, helping with relevant adjustment and interaction processes. The working schedule is negotiable but not less than 20 hours per week. The monthly payment rate will be based on the candidate’s qualification. Key Duties and Responsibilities • Provide short-term, solution-focused individual counselling/therapy to the OSCE Academy BA and MA students in order to help identify students’ learning and behavioral needs and deal with related problems; • Elevate support for students' mental, physical, and academic well-being through various programmes including planning and implementing group outreach and education. • Help students and related academic staff to navigate interpersonal difficulties and tensions that risk affecting academic performances; • Manage crisis situations and provide crisis intervention: assess individuals dealing with and overcoming mental, emotional, or substance abuse problems, including abuse of alcohol, tobacco, and/or other drugs; • Provide online counselling for students and related academic staff when required; • Observe the Academy’s proper rules and regulations and/or relevant Kyrgyz legislation that govern the practice of student counselling; • Assist in developing new specific guidelines, in conducting a planned training programme of psychological services for students, academic personnel; • Write reports and make recommendations to the Academy’s Management and staff on promoting students’ academic success and wellbeing.
