The Canadian Anti-Hate Network recently received $200,000 in federal funding to develop an “ethical framework for research on far-right organizing in Canada.” Under Canadian law, any research involving human subjects that receives public funding is supposed to follow the Tri-Council Policy Statement (TCPS 2) — the national standard for protecting participants’ privacy, consent, and safety. But here’s the catch: The TCPS 2 only applies to legitimate research, not journalism or activism. That means a group can call what they’re doing “research,” take public money, and then operate like a media outlet — collecting data, publishing names, and targeting citizens without consent or oversight. If a government-funded organization publicly profiles private citizens, that’s not ethical research — it’s political surveillance wrapped in academic language. The rules of “human subject research” are clear: respect for persons, informed consent, and no harm to participants. The question is: who’s making sure they follow them?
