RESPECTED SIR,
With due respect, I beg to submit the following representation regarding the recently published Draft Recruitment Rules of the Jammu and Kashmir Funds Organization (Subordinate) Service (Schedule-I and Schedule-II):
1. Qualification for the post of Assistant Compiler (Class V, Category A):
◦ Draft Rule Provision: The draft rules prescribe the minimum qualification for direct recruitment as Graduation with knowledge of Computer.
◦ Our Submission/Demand: It is humbly submitted that the minimum qualification for Assistant Compiler should be retained as 10+2 (12th Pass) (with basic computer knowledge). Keeping the qualification as 12th Pass will ensure maximum job opportunities for a larger section of educated youth across the Union Territory.

1. Qualification for the post of Compiler (Class IV, Category A):
◦ Draft Rule Provision: The draft rules currently require Graduate in Commerce / Computer Application / Computer Science OR Bachelor's degree with one of the subjects viz. Mathematics, Statistics, or Economics.
◦ Our Submission/Demand: It is requested that the basic qualification be kept as Graduation in Commerce, Computer Application, or Computer Science. However, the additional restriction requiring mandatory subjects like Mathematics, Statistics, or Economics should be removed. Relaxing this restriction will allow candidates from general streams with relevant degrees to apply without undue limitations.

Method of Recruitment / Promotion Criteria for Senior Compiler (Class III, Category B):
◦ Draft Rule Provision: The draft rules specify that 80% of posts are to be filled by promotion from Class-IV category-A with 3 years substantive service and departmental examination.
◦ Our Submission/Demand: It is submitted that at least 50% Direct Recruitment / Open Merit Quota should be reserved for the post of Senior Compiler for Candidates with Graduation, or suitable provision be made so that qualified graduate aspirants get adequate fair opportunity for direct selection.

Expeditious Referral of Vacant Posts to JKSSB:
◦ Kindly refer these vacant posts (including Assistant Compiler and other non-gazetted positions) to the Jammu and Kashmir Services Selection Board (JKSSB) at the earliest, immediately after the recruitment rules are finalized, so that the recruitment process can be initiated without further delay.
Removal of Maximum Qualification Ceiling for Driver and MTS Posts (Class VI & Class VII):
◦ Draft Rule Provision: The draft rules stipulate a ceiling on qualification as "Maximum 10+2" for Driver and MTS posts.
◦ Our Submission/Demand: It is strongly requested that the Maximum Qualification limit (Maximum 10+2) for Driver and MTS posts be completely removed/omitted. Imposing a maximum qualification bar deprives higher-educated candidates from applying and deprives them of employment opportunities.
