The system sits 10 miles offshore and three miles east of Appledore Island. UNH says the deployment gives this region real-time transmission from a package of acoustic and oceanographic instruments for the first time, creating a new coastal monitoring capability. The project received a $6.2 million grant from the Office of Naval Research. Its architecture combines an underwater platform carrying 10 sensors, solar and data acquisition equipment on Appledore Island, and a subsea cable between those two elements. Hydrophones and a 200 kHz echosounder lead the instrument package, which also records video and measures pH, temperature, salinity, oxygen, currents and chlorophyll. A fish-tag receiver will send its detections into the Ocean Tracking Network. SubCom donated and installed the cable, while JASCO Applied Sciences designed the Underwater Listening System platform. Shoals Marine Laboratory, operated by UNH and Cornell University on Appledore, hosts the data acquisition system. UNH expects the observatory to capture human and marine mammal activity, wind, precipitation, sea ice dynamics, and oceanographic features. The inquiry concerned possible violations of the Cable Landing License Act of 1921 and FCC rule section 1.767. Under the settlement, Zayo admitted the facts described in the decree, agreed to a compliance programme and will share in a $45,000 voluntary contribution. AmeriCan-1 is described in the decree as the cable system connecting Seattle, Washington, with Vancouver, British Columbia. The original licence was granted in 1998, and the system entered service on December 19, 1999. After later ownership changes, Zayo, Ledcor, Rogers and Marine Cable became equal joint licensees, each associated with a twenty-five percent interest. FCC rules set cable landing licences for a twenty-five-year period beginning on the system’s in-service date. The licence expired on December 19, 2024, and the FCC said the licence rights ended automatically at that point because no timely renewal or extension application had been filed. The licensees continued operating until Special Temporary Authority was obtained. Rogers submitted the STA request on behalf of all licensees on May 6, 2025, and the Commission accepted it for filing on May 16, 2025. A joint renewal application followed on December 5, 2025. The Bureau has terminated the case under the decree, while preserving the possibility of further action if material new evidence emerges. Zayo must name a compliance officer within thirty days of the effective date and create operating procedures, a checklist and a manual within ninety days. Required compliance reports are due one hundred twenty days, twelve months, twenty-four months and thirty-six months after the effective date. The shared voluntary contribution is also due within thirty days. The order resolves the enforcement matter; it does not itself decide the pending renewal application or replace the temporary operating authority described in the decree. That distinction leaves the cable's long-term licensing outcome separate from the compliance settlement now adopted. The company, formerly Global Cloud Xchange, re-emerged in 2021 after a 2019 bankruptcy filing and was acquired by 3i Infrastructure in 2022. Chief executive Carl Grivner presented the revived FLAG brand as part of a rebuilt platform serving hyperscalers, telecom operators, OTT providers and enterprise customers. The company says its platform includes seven subsea systems and six terrestrial networks, with subsea reach of about 66,000km across routes from North America toward Asia. The partners are proposing a more direct international route intended to reduce latency, diversify connectivity, and strengthen the island’s resilience. ReuNION is still in development rather than service: consortium agreements have been signed, while surveys, permitting, manufacturing, and marine installation remain ahead. The system is designed with 16 fiber pairs, each capable of 20 terabits per second. Orange says the added route is meant to help La RĂ©union prepare for the eventual retirement of existing regional submarine systems while meeting rising traffic demand. Once built, the link will complete a continuous coastal chain connecting Suez, Zafarana, Ras Ghareb, Sharm El Sheikh, and Taba. Telecom Egypt presents the project as part of its updated infrastructure strategy and a further step toward an eastern digital corridor across Egypt. The planned system will span approximately 200 kilometers and use a repeaterless, high-fiber-count design. Telecom Egypt estimates about five petabits per second of design capacity and targets the fourth quarter of 2027 for ready-for-service status. The company says newer fiber-optic technology should reduce signal loss while increasing performance and capacity. Extending the festoon system to Taba will also create another landing option and an additional submarine route along the Red Sea shoreline. Beyond the coastal segment, Telecom Egypt intends the link to connect onward through the Internet Corridor of Egypt, its broader program for joining Red Sea infrastructure with the Mediterranean. That positioning matters to carriers moving traffic between Asia, Africa, and Europe: an additional route through Sinai can give network operators more choices and reduce dependence on fewer established paths. The company describes the new link as a resilience and redundancy investment as well as a capacity expansion, with greater flexibility for routing international traffic across its Egyptian network.
