Submarine Telecoms Forum EllaLink Begins Lum@link Marine Installation EllaLink and SPLANG Begin the Lay of the French Guiana Branch https://subtelforum.com/wp-content/uploads/2026/07/slider08_20260717-400x266.jpg EllaLink Press Release July 15, 2026 Dublin, Ireland – EllaLink and Alcatel Submarine Networks (ASN) hosted a delegation from SPLANG, the Government of Maranhão (Brazil) and the international financial institutions of the Inter-American Development Bank (IDB) and the Agence Française de Développement (AFD) across two of ASN's facilities: the Les Ulis headquarters, for technology demonstrations; and the Calais factory, to witness the loading of the Lum@link cable onto the cable ship. The CS Île d'Yeu has now set sail for Cayenne to begin the installation campaign that will be completed over the summer, with the Lum@link system on track to be ready for service by the end of 2026. This marks a critical milestone in the creation of the first direct submarine connection between French Guiana and continental Europe. The 2,100 km extension will connect the new cable landing station of Cayenne to the existing EllaLink trunk system off the coast of Fortaleza, establishing direct optical connections from Cayenne to Sines (Portugal) and Fortaleza (Brazil). The delegation was joined by Leandro da Silva Costa, President of the State Information Technology Agency, and Anderson da Silva Serra, Director of Technological Infrastructure and Connectivity from ATI/MA, representing the Government of the State of Maranhão, Brazil. They witnessed the loading of the two branching units that will enable future connectivity to the north of Brazil, one serving São Luís (Maranhão) and one serving Salinópolis (Pará). Lum@link is designed to open the way for direct links between Cayenne, Fortaleza and the northern Brazilian states, including Maranhão (São Luís) and Pará (Salinópolis), reinforcing French Guiana’s role as a crossroads between the Caribbean, Brazil and Europe. For both SPLANG and the State of Maranhão, the visit confirmed that EllaLink will equip the region with critical infrastructure that is essential to its economy. The European Commission supports the project with a €29.9 million grant from the CEF Digital programme, managed by the European Health and Digital Executive Agency (HaDEA). The Lum@link system is also backed by an investment from the Collectivité Territoriale de Guyane (CTG) and financial support from the Agence Française de Développement (AFD). For the future Brazilian branches, the Inter-American Development Bank (IDB) and AFD are providing financing to the states of Pará and Maranhão. Marie-Lucienne Rattier, President of SPLANG, said: “To see the Lum@link cable loaded and on its way to Cayenne is a deeply significant moment for French Guiana. According to The Edge Malaysia, the upcoming network will consist of four submarine cable segments spanning approximately 5,582km. The system will connect 10 cable landing stations, providing greater network redundancy and reducing the risk of service disruptions. Submarine Telecoms Forum China Commissions Tianyi Linghangzhe Cable Ship China's First Domestically Made Smart Deep-Sea Cable-Laying Vessel Enters Service in Shanghai https://subtelforum.com/wp-content/uploads/2026/07/slider06_20260717-400x266.jpg By Global Times July 16, 2026 China's first domestically designed and built deep-sea intelligent cable-laying vessel, Tianyi Linghangzhe, was commissioned in Shanghai on Wednesday and launched a full-system trial voyage for subsea cable-laying, a major step in strengthening the infrastructure underpinning the growth of computing power and artificial intelligence (AI), state broadcaster CCTV News reported on Thursday. Boasting global submarine cable laying, maintenance and overhauling, the ship measures 116 meters in length, 24 meters in width and 12 meters in depth, with a full-load displacement of 18,000 tons. Its dedicated cable tank features a world-leading maximum load capacity of 8,000 tons for undersea communication optical cables. Built with BeiDou and Global Positioning System (GPS) dual satellite-positioning signals, the vessel is fitted with a state-of-the-art intelligent positioning system. A suite of high-precision sensors tracking wind speed, geographic position and marine conditions enables it to detect subtle changes in ocean currents, wind and waves in real time, allowing steady and reliable operations even under Sea State 5 conditions. Outfitted with a specialized 5.5-meter subsea cable burial system, the ship can execute cable burial operations at depths of up to 1,000 meters, setting a new national record for China's deep-sea submarine cable construction, according to the report. Undersea communication cables feed high-speed subsea transmission that connects global computing hubs, acting as indispensable core infrastructure for AI computing systems. These subsea cables deliver low-latency, eco-efficient computing support for AI applications. They also incorporate underwater data centers into China's national computing resource pool, enabling an innovative hybrid deployment model that combines land-based AI model training with subsea computational inference, the CCTV News report said. China's marine engineering equipment and high-end shipbuilding sectors have seen accelerated industrial transformation and upgrading in recent years. Submarine Telecoms Forum Taiwan Declines Prosecution in Dongyin Subsea Cable Case Chinese Barge Captain Not Prosecuted Over Dongyin Subsea Cable Damage https://subtelforum.com/wp-content/uploads/2026/07/slider05_20260717-400x266.jpg By Focus Taiwan July 15, 2026 Taipei, July 15 (CNA) The Lienchiang District Prosecutors Office announced Wednesday that it will not prosecute the captain of a Chinese-flagged work barge, which damaged a subsea cable off Dongyin Island on March 30, citing insufficient evidence. According to a statement from the prosecutors' office, the incident occurred on March 30, when captain Ho (何) of the Hai Hong Gong 66 was carrying out a towing operation to remove the stranded Chinese fishing vessel Min Lian Yu 63896. Prosecutors stated that a fragment of the stranded fishing vessel struck and damaged the core wire of the Dongyin-Beigan section of Taiwan-Matsu Subsea Cable No. 3, which is owned and operated by Chunghwa Telecom. During questioning, Ho denied intentionally damaging the cable, saying he had contacted Chunghwa Telecom personnel before beginning the operation to confirm where the vessel could safely anchor. Ho said there were no abnormalities during the operation and he immediately halted work after being notified that the cable had been damaged. The prosecutors' statement said after Min Lian Yu 63896 ran aground, its owner initially proposed a salvage plan that included a preliminary underwater survey. However, because of national security concerns, the owner later submitted a revised plan removing the underwater inspection, which was approved by the relevant Taiwanese authorities. Because no underwater survey was conducted before the operation and underwater work was not permitted, those involved could not determine the conditions around the stranded vessel or the exact location of the subsea cable. As a result, it was decided that Chunghwa Telecom personnel would identify a safe anchoring location that avoided the cable before the work barge dropped anchor, according to the statement. Submarine Telecoms Forum WATRA Urges Regional Subsea Resilience Plan WATRA Calls for Stronger Regional Cooperation on Submarine Cable Resilience https://subtelforum.com/wp-content/uploads/2026/07/slider04_20260717-400x266.jpg By Kay-Lyne Wolfenden, TechAfrica News July 15, 2026 The Executive Secretary of the West Africa Telecommunications Regulators Assembly (WATRA), Aliyu Aboki, has called for stronger regional cooperation to improve the resilience of submarine cable infrastructure, describing it as essential to safeguarding West Africa’s rapidly growing digital economy. Aboki made the remarks following the publication of reports and recommendations by the International Advisory Body on Submarine Cable Resilience, where he served as a member. The reports, developed across three working groups, outline measures to strengthen the resilience of global submarine cable networks. He acknowledged the leadership of the advisory body’s co-chairs, Nigeria’s Minister of Communications, Innovation and Digital Economy, Dr. Bosun Tijani, and Professor Sandra Maximiano of ANACOM, Portugal, noting that Nigeria’s role reflects the increasing strategic importance of submarine cable resilience to Africa’s digital transformation. According to Aboki, the recommendations address key industry challenges, including reducing delays in cable deployment and repairs, improving coordination between governments and industry, strengthening risk identification and incident response, expanding access to repair vessels, and increasing geographical diversity and redundancy across global cable networks. He said these priorities are particularly important for West Africa, recalling the widespread submarine cable disruptions in March 2024, which affected digital payments, communications, commerce and other essential services across several countries in the region. Aboki stressed that protecting submarine cable infrastructure is no longer solely a telecommunications issue but a critical economic priority as increasing volumes of commercial activity depend on reliable digital connectivity. He also highlighted one of the report’s central recommendations—the need for greater regional cooperation and regulatory harmonisation. Conway, Jennifer L. Richter, Sharanya Sriram, Alexandra M. Van Cleef and Jacob Nash, Akin July 13, 2026 Overview Submarine cable technology has advanced significantly over the past several years. The point of convergence of the optical and electrical signals for submarine cables has moved from solely beach landing points to data centers much further inland, leaving the physical connection point between the subsea and terrestrial networks more vulnerable to attack. Submarine line terminal equipment (SLTE) is the necessary technical equipment that converts optical signals carried on a submarine cable system into electrical signals, and vice-versa. SLTE plays an important role in connecting the internet’s infrastructure. Submarine cables, a critical backbone of the internet, carry the vast majority of transcontinental digital communications, including artificial intelligence (AI). SLTE owners or operators, similar to submarine cable owners, can have a significant effect on a submarine cable system, including by physically disrupting and manipulating the cables and the data carried thereon. The Federal Communications Commission (FCC or the Commission) has expressed concerns about the national security risks presented by foreign adversary entities holding ownership interests or affiliations with entities owning or operating SLTE. In its Second Report and Order released on June 25, the FCC seeks to address these national security concerns, promote the resiliency of submarine cable systems and mitigate threats from foreign adversaries. Specifically, the Second Report and Order does the following: * Adopts rules to extend FCC oversight over SLTE, creating a blanket licensing regime under the Cable Landing License Act for SLTE operations. * Imposes numerous new national security-related reporting and compliance obligations. * Creates a process to streamline and expedite submarine cable applications from trusted applicants. The new rules are intended to improve the security of submarine cable systems and reduce threats from foreign adversaries without imposing an undue administrative burden on trusted providers and entities. History of FCC Efforts Related to Submarine Cables and National Security In 2025, the Commission adopted a First Report and Order to modernize the submarine cable licensing regime. The Commission adopted a presumption against granting certain submarine cable landing license applications filed by entities owned by, controlled by or subject to the jurisdiction or direction of a foreign adversary. Licensees that met the presumptive disqualifying criteria are now required to file a Foreign Adversary Annual Report each year. The call, titled “Integrated Surveillance Mechanism: Regional Cable Hubs,” will examine how information held by cable operators, satellite providers, maritime surveillance organizations and other private entities could support the Regional Cable Hubs being established under the EU Action Plan on Cable Security. Funded activities may include mapping available data sources, assessing legal and commercial barriers to data sharing, and studying the technical requirements for integrating information from multiple providers and sea basins. Relevant sources could include cable telemetry, sensor feeds, satellite and maritime surveillance data, underwater-drone outputs and other emerging monitoring technologies. The selected project will also be expected to develop small-scale pilots or proof-of-concept demonstrations. These tests may use sample or synthetic datasets and sandbox integrations to evaluate data access, interoperability, fusion and the quality of the resulting situational awareness. Expected outcomes include a consolidated reference describing private data relevant to submarine cable security, practical approaches for combining information from different sources, and partnership models through which Regional Cable Hubs could access or use privately held data. The project should also identify where additional EU guidance, standardization or support measures may be required. The Commission expects to fund one project. EU co-financing is limited to 50% of eligible costs, meaning applicants will need to provide the remaining project funding. The action is expected to run for approximately 18 months, with activities provisionally beginning in March or April 2027. Submarine telecommunication cables are the lifeline of the global digital economy, supporting international communication and finance among other key services. Disruptions to the cables from human activity and natural hazards can affect essential government and industry operations as well as individual access to education, healthcare and banking. Key challenges to submarine cable resilience highlighted in the report include high exposure to physical risks, increased time needed for repair, geographical concentration of infrastructure, and high dependence of many countries on a small number of cable systems—particularly small island developing states (SIDS), Least Developed Countries (LDCs) and other underserved regions.
