✅ ‘One Nation, One Time’ — IST as the Single Reference 📍 Why in News? 🟢 The Legal Metrology (Indian Standard Time) Rules, 2026 designate Indian Standard Time (IST) as the single reference for legal, administrative, commercial and official purposes. 🟢 The Rules provide a 180-day transition period for government departments, businesses and institutions to make necessary system changes. 📍 Why a Common Time Reference? 🟢 Digital payments, banking, telecommunications, railways, power systems, computer networks and government records increasingly depend on accurate and synchronised timestamps. 🟢 Uniform IST can improve coordination, reliable transactions, record-keeping and critical infrastructure functioning. 📍 How Will IST Be Maintained? 🟢 CSIR-NPL will generate and maintain India’s reference time using atomic clocks and satellite links. 🟢 IST is based on Coordinated Universal Time (UTC) + 5:30 hours. 🟢 The framework aims to ensure traceability to IST with nanosecond-level accuracy through satellite links to NavIC. 📍 Key Provisions 🟢 Rules reduce dependence on foreign satellite-based time sources such as GPS. 🟢 NavIC can support secure and reliable time dissemination. 🟢 A Technology-based IST Dissemination Demonstration Network has been commissioned at the Regional Reference Standard Laboratory, Bengaluru, to demonstrate real-time dissemination across sectors. 🟢 The system is intended to improve resilience against cyber-attacks and data manipulation. 📍 Significance 🟢 Digital economy: Accurate timestamps for banking and digital payments. 🟢 Critical infrastructure: Better synchronisation of power, railways and telecom networks. 🟢 National security: Reduced reliance on foreign time sources. 🟢 Digital governance: Consistent and reliable time-stamping of official records. #Geography

✅ All Animals Need Equal Consideration 📍 Why in News? 🟢 A Supreme Court Bench observed that courts cannot remain mere spectators when the well-being of animals is at stake. 🟢 The observation came in the context of a dispute involving Raman, an elephant used for temple activities in Kerala, despite court restrictions. 🟢 The Court ordered the Kerala government to take custody of Raman, stressing that “voiceless animals” must be protected. 📍 The Case for Animal Welfare 🟢 The Court held that the temporary custodian was responsible for the elephant’s care and upkeep. 🟢 Continued use of the elephant for temple activities despite judicial restrictions raised concerns over compliance with animal welfare obligations. 🟢 The case underlines the judiciary’s role in protecting beings unable to directly assert their rights and interests. 📍 Two Different Judicial Approaches 🟢 The Supreme Court’s observation implicitly recognises an animal’s capacity to suffer and experience harm. 🟢 However, this approach contrasts with a recent ruling on street dogs, where a Bench adopted a narrower interpretation that could result in the removal of large numbers of dogs from public spaces. 🟢 The differing approaches raise questions about whether the law provides consistent protection to different categories of animals. 📍 Elephants and Street Dogs: Different Legal Protection 🟢 The Indian elephant is a charismatic and endangered species protected under the Wild Life (Protection) Act, 1972 and listed as Endangered on the IUCN Red List. 🟢 Street dogs, in contrast, are primarily regulated under the Prevention of Cruelty to Animals Act, 1960. 🟢 The distinction reflects an anthropocentric legal framework, where protection often depends on an animal’s ecological status, utility or relationship with humans. 📍 What Does ‘Equal Consideration’ Mean? 🟢 Equal consideration does not mean identical treatment of all animals. 🟢 As philosopher Peter Singer argues, equal consideration requires that the interests of every being capable of experiencing pleasure or pain receive due moral consideration. 🟢 The relevant course of action may therefore differ according to the species and circumstances, but the basic welfare interests of animals should not be arbitrarily ignored. 📍 The Problem of Anthropocentric Bias 🟢 Wildlife laws often provide greater protection to rare, endangered or charismatic species. 🟢 Animals living close to human settlements may be viewed primarily as a nuisance or public-health problem. 🟢 This can lead to unequal legal and moral consideration based on an animal’s species, perceived value or usefulness to humans. 📍 Need for a Coherent Animal Welfare Framework 🟢 Animal welfare requires more than species-specific protection—it needs a framework based on sentience, welfare and dignity. 🟢 Laws should ensure that different treatment of animals is based on relevant differences in their needs and circumstances, not arbitrary moral hierarchy. 🟢 A stronger legal framework should enable ethical coexistence between humans and animals. 📍 Key Takeaway 🟢 The question is not whether all animals should receive identical treatment, but whether all animals deserve equal moral consideration of their interests. 🟢 The contrasting treatment of elephants and street dogs highlights the need to move beyond a purely human-centred approach towards a more coherent framework of animal welfare, dignity and ethical coexistence. #Environment
