🟢 The Legal Metrology (Indian Standard Time) Rules, 2026 designate Indian Standard Time (IST) as the single reference for legal, administrative, commercial and official purposes.
🟢 The Rules provide a 180-day transition period for government departments, businesses and institutions to make necessary system changes.
📍 Why a Common Time Reference?
🟢 Digital payments, banking, telecommunications, railways, power systems, computer networks and government records increasingly depend on accurate and synchronised timestamps.
🟢 Uniform IST can improve coordination, reliable transactions, record-keeping and critical infrastructure functioning.
📍 How Will IST Be Maintained?
🟢 CSIR-NPL will generate and maintain India’s reference time using atomic clocks and satellite links.
🟢 IST is based on Coordinated Universal Time (UTC) + 5:30 hours.
🟢 The framework aims to ensure traceability to IST with nanosecond-level accuracy through satellite links to NavIC.

🟢 The Court ordered the Kerala government to take custody of Raman, stressing that “voiceless animals” must be protected.

🟢 The Court held that the temporary custodian was responsible for the elephant’s care and upkeep.
🟢 Continued use of the elephant for temple activities despite judicial restrictions raised concerns over compliance with animal welfare obligations.

📍 Two Different Judicial Approaches
🟢 The Supreme Court’s observation implicitly recognises an animal’s capacity to suffer and experience harm.

🟢 Scientists at Raman Research Institute (RRI) found that temperature shocks can make jammed materials temporarily flow by erasing memory imprints, with potential applications in drug delivery.
📍 What are Jammed Systems?
🟢 In densely packed materials, particles cannot move freely, producing a jammed/glass-like state.
🟢 These systems can retain a memory of the path through which they reached a particular state.
🟢 Structural recovery is the process through which such systems rearrange towards a minimum-energy configuration.
📍 The Study
🟢 Researchers used microgel particles, which can absorb 300–500 times their weight in water.
🟢 The system showed asymmetric behaviour during heating and cooling, demonstrating its path-dependent nature.
🟢 A sudden change in temperature rate (thermal shock) caused particle rearrangement, temporarily making the jammed system liquid-like and reducing its memory.
📍 Significance for Drug Delivery
🟢 Microgels can swell at lower temperatures and hold drugs.
🟢 Above about 34°C, they can collapse and release the medicine.
🟢 Better control over structural recovery could help achieve controlled and targeted drug delivery, potentially reducing side effects.
