The essence of American institutional liberalism is a comically absurd take-no-prisoners war on pattern recognition. Removing the foreign policy aspect of this headline, this incident and the dearth of Chinese spies uncovered in the federal government over the past 4 years wouldn't happen if America was a serious country.
