ā–  First National Conference of Chief Secretaries: • Prime Minister Shri Narendra Modi will chair the First National Conference of Chief Secretaries at HPCA Stadium in Dharamshala, Himachal Pradesh on 16th and 17th June, 2022. • It will focus on the rapid and sustained economic growth in partnership with the States. • Working as Team India, the Conference will lay the ground for collaborative action for higher growth with sustainability, creation of jobs, education, ease of living and aatmanirbharta in agriculture. • It will be a significant step towards further strengthening the partnership between the Centre and the State Governments. • Three themes have been identified for detailed deliberations in the Conference: (i) Implementation of the National Education Policy; (ii) Urban governance; and (iii) Crop diversification and achieving self-sufficiency in oilseeds, pulses and other agri-commodities.

šŸ¦ World Rhino Day, September 22: • Every year on September 22, World Rhino Day is observed to spread awareness about the different Rhinoceros species and the dangers they face. • Theme for World Rhino Day 2022 is "Five Rhino Species Forever". • There are 5 surviving species of rhinos in the world today namely: the Sumatran, Black, Greater One-horned, Javan, and White rhino species. • Greater One Horned Rhino is found exclusively in the Indian subcontinent. • The Indian state of Assam is home to the largest population of greater-one horned rhinos, with more than 90% in Kaziranga National Park. • The Greater one horned rhinoceros (Rhinoceros unicornis) is listed as "Vulnerable" in the IUCN Red list of Threatened species.

ā–  India gets its first Dugong Conservation Reserve in Tamil Nadu. • Tamil Nadu on Wednesday notified the country’s first ā€˜Dugong Conservation Reserve’ in Palk Bay covering the coastal waters of Thanjavur and Pudukottai districts with an area of 448 square kilometers. • Palk Bay is a semi-enclosed shallow water body with a water depth maximum of 13 meters. It is located between India and Sri Lanka. ā–” About Dugongs: • Dugongs (Dugong dugon) are the largest herbivorous marine mammals in the world thriving primarily on seagrass beds, a major carbon sink of the oceans. • Dugong, also known as Sea cow, is listed as "Vulnerable" in the IUCN Red List of Threatened species. • Dugongs are protected under Schedule 1 of the Wild Life (Protection) Act, 1972. However, their population is on the decline due to habitat loss. • Dugong is the State animal of Andaman & Nicobar Islands. • There are only about 240 individuals estimated to be present in the country and the majority is found in Tamil Nadu coast (Palk Bay). Hence, there is an imminent need to protect Dugongs and their habitat from degradation. • Conserving dugongs will help to protect and improve seagrass beds and sequestering more atmospheric carbon. • Seagrass beds are also the breeding and feeding grounds for many commercially valuable fishes and marine fauna. Hence, thousands of fisher families directly depend on dugong habitats for their income. • Dugongs are found in over 30 countries. In India, it is distributed in shallow tropical waters in the Indo-Pacific region, they are found in the Gulf of Kutch, Gulf of Mannar, Palk Bay, and Andaman & Nicobar Islands. ā–” Threats to Dugongs: • Loss of seagrass habitats. • Water pollution. • Degradation of the coastal ecosystem due to developmental activities. • Dugongs are also victims of accidental entanglement in fishing nets and collision with boats, trawlers.

ā–  10% reservation for Economically Weaker Sections (EWS): • The 103rd Amendment Act, 2019 inserted Articles 15(6) and 16(6) in the Constitution to provide up to 10 % reservation to EWS other than backward classes, SCs, and STs in higher educational institutions and initial recruitment in government jobs. • The amendment empowered state governments to provide reservation on the basis of economic backwardness. • Article 15 prohibits discrimination on grounds of religion, race, caste, sex, or place of birth. • Article 16 guarantees equal opportunity in matters of public employment. • The additional clauses gave Parliament the power to make special laws for EWS like it does for SCs, STs, and OBCs. • The EWS reservation was granted based on the recommendations of a commission headed by Major General (retd) S R Sinho. • The commission, which was constituted by the UPA government in March 2005, submitted its report in July 2010.

🌳 India's first Forest University: • India is going to have its first Forest University in Telangana. • The Forestry Universities (UoF) Act, 2022 was approved by the Telangana Assembly. • The University of Forestry (UoF), will be the first of its kind in India. Globally, it will be the third University of Forestry after Russia and China. • The Telangana government has decided to expand the Forestry College and Research Institute (FCRI) in Hyderabad. • The FCRI will be turned into a full-fledged University. • The University will network and partner with similar institutions to create synergies in learning. • The objectives of the University will be to produce quality forestry professionals for conservation and sustainable management of forest resources and to promote research and develop appropriate methods for propagation of plantation crops to meet the demand of industries.

šŸ“° World’s largest museum of Harappan culture to be set up in Haryana’s Rakhigarhi village. • The world’s largest museum of Harappan culture is coming up in Rakhigarhi in Haryana to showcase about 5,000-year-old Indus Valley artifacts. • Rakhigarhi village is the pre-Indus Valley civilisation settlement site going back to about 6500BCE. Later, it was also part of the mature Indus Valley civilisation, dating to 2600-1900 BCE. • The twin villages of Rakhi Shahpur and Rakhi Khas (jointly earlier known as Rakhigarhi village) are on hillocks or mound which was declared as one of the ten endangered sites in Asia in 2012 by the Global Heritage Fund. • The place was one of the largest settlements of the ancient civilisation located in the Ghaggar-Hakra River plain. • In 1963, the ASI for the first time started excavation in Rakhigarhi. • In January 2014, the discovery of additional mounds made Rakhigarhi the largest Indus Valley civilisation site, overtaking Mohenjodaro.
