What is the rank of India in the latest Human Development Index 2021 released by United Nations Development Programme (UNDP)?
Repost from UPSC Smart Study
ā Human Development Index 2021:
⢠India ranked 132 out of 191 countries in the Human development index 2021.
⢠Switzerland (0.962) ranked first, followed by Norway (0.961), Iceland (0.959), Hong Kong (0.952) and Australia (0.951).
⢠Human development index 2021 report was released by the United Nations Development Programme (UNDP).
⢠Human Development is a measure of a nation's health, education, and average income. It has declined for two years in a row, 2020 and 2021, reversing five years of progress, the report said.
⢠India's HDI value of 0.633 places the country in the medium human development category, lower than its value of 0.645 in the 2020 report. India ranked 131 among 189 countries in the 2020 human development index.
⢠The HDI measures progress on 3 key dimensions of human development: A long and healthy life, Access to education, and a Decent standard of living. It is calculated using four indicators: Life expectancy at birth, Mean years of schooling, Expected years of schooling, and the Gross National Income (GNI) per capita.
⢠"Like global trends, in India's case, the drop in HDI from 0.645 in 2019 to 0.633 in 2021 can be attributed to falling life expectancy - 69.7 to 67.2 years. India's expected years of schooling stand at 11.9 years, and the mean years of schooling are at 6.7 years," the report said.
⢠The report said a large contributor to the Human Development Index's recent decline is a global drop in life expectancy, down from 72.8 years in 2019 to 71.4 years in 2021.
⢠India's HDI value continues to exceed South Asia's average human development.
⢠Over the last decade, India has lifted a staggering 271 million out of multidimensional poverty.
⢠India is improving access to clean water, sanitation, and affordable clean energy. India has also boosted access to social protection for vulnerable sections of society, especially during and after the pandemic, with a 9.8% increase in the budgetary allocation to the Social Services sector in 2021-22 over 2020-21, the report said.
⢠India's HDI value has been steadily catching up to the world average since 1990, indicating a faster than the global rate of progress in human development. This is a result of policy choices made by the country over time, including investments made in health and education.
⢠South Asian economies like Bangladesh and Bhutan bucked the trend and registered an improvement, the report pointed out.
⢠The report recommends implementing policies that focus on 3 Is; investment - from renewable energy to preparedness for pandemics and insurance, including social protection, to prepare our societies for the ups and downs of an uncertain world. While innovation in its many forms ā technological, economic, cultural ā can also build capacities to respond to whatever challenges come next.
⢠Policies that focus on the 3Is will enable people to thrive in the face of uncertainty.

ā PM SHRI Schools (PM Schools for Rising India):
⢠Prime Minister Narendra Modi announced on September 5 (National Teachers' Day) and adopted by cabinet on September 7 that under a new centrally sponsored scheme, as many as 14,500 schools will be āupgradedā across India to showcase the components of the National Education Policy, 2020.
ā” What is the PM-SHRI scheme?
⢠According to the Ministry of Education, the scheme will be called PM SHRI Schools (PM Schools for Rising India).
⢠It's a Centrally sponsored scheme.
⢠Under Seventh Schedule of the Indian Constitution, Education comes under Concurrent list.
⢠Under it, as many as 14,500 schools across states and Union Territories will be redeveloped to reflect the key features of the NEP, 2020.
⢠Union Education Minister Dharmendra Pradhan said that while there are exemplary schools like Navodaya Vidyalayas, Kendriya Vidyalayas, the PM SHRI will act as āNEP labsā.
⢠The PM-SHRI schools will follow the vision of the NEP and employ a discovery oriented, learning centric way of teaching.
⢠The focus will also be on modern infrastructure including labs, smart classrooms, libraries, sports equipment, art room etc.
⢠The scheme will be implemented to strengthen the existing schools selected which are managed by the Central government, states, Union Territories, and local bodies.
⢠The PM SHRI scheme also provides a "School Quality Assessment Framework" which will be developed for measuring key performance indicators for carrying out quality evaluation of schools selected from the current academic year.
ā” Central sector scheme Vs Centrally sponsored scheme:
⢠The Union government fully funds the central sector schemes.
⢠The centrally sponsored schemes are jointly funded by the Centre and states.
ā” How will PM SHRI schools be different from Kendriya Vidyalayas or Jawahar Navodaya Vidyalayas?
⢠Kendriya Vidyalayas or Jawahar Navodaya Vidyalayas come entirely under the Centreās Ministry of Education. They are fully-funded by the Union government under Central Sector Schemes.
⢠While KVs largely cater to children of Union government employees posted in states and UTs, JNVs were set up to nurture talented students in rural parts of the country.
⢠In contrast, PM SHRI schools will be an upgrade of existing schools run by the Centre, states, UTs and local bodies.
⢠This essentially means that PM SHRI schools can either be KVs, JNVs, state government schools or even those run by municipal corporations.
ā” Where will the PM SHRI schools come up?
⢠The Centre has not yet released the list of schools that have been chosen for this purpose.
⢠It has however announced that the PM SHRI schools will also āoffer mentorshipā to other schools in their vicinity.
⢠These schools will be equipped with modern infrastructure including labs, smart classrooms, libraries, sports equipment, art room etc and shall also be developed as green schools with water conservation, waste recycling, energy-efficient infrastructure and integration of organic lifestyle in curriculum.
