Critical PHP Flaws Put Kenyan Government and Business Websites at Risk:
Kenya’s State Department for ICT and the Digital Economy has issued an urgent cybersecurity advisory after two critical vulnerabilities were discovered in PHP, the programming language that powers about 70–80% of websites worldwide, including many .ke domains.
The flaws (rated 9.2 on the severity scale) can allow hackers to take control of a server without logging in, potentially leading to data theft, website defacement or disruption of online services. They affect systems used by government ministries, education platforms, telecoms and private businesses.
The vulnerabilities were uncovered with the help of AI tools and had gone undetected for years. Security updates were released on 21 October. The ministry has directed all government agencies to identify every system running PHP, prioritise internet-facing services, and apply the patches immediately. Where updates cannot be done quickly, taking affected sites offline temporarily has been recommended as a precaution.
Similar warnings and temporary website shutdowns have already been reported in several countries, including the Netherlands, Finland and France. Ordinary users browsing the internet or using services like M-Pesa do not need to take action; the responsibility lies with website owners and hosting providers.

Ruto Proposes Stamp Duty Waiver on Land Deals Under Sh1 Million:
President William Ruto has announced plans to exempt land transactions valued at Sh1 million or less from stamp duty. The proposal was made during Mashujaa Day celebrations in Eldoret on 20 October.
Currently, buyers pay 4% stamp duty on properties inside municipalities (up to Sh40,000 on a Sh1 million deal) and 2% outside them (Sh20,000). The exemption would eliminate that cost for lower-value plots, while progressive rates would apply to more expensive transactions.
Ruto directed the National Treasury to table the proposals in Parliament within a week. The measure is part of a wider package that also includes PAYE relief for workers earning Sh32,333 or less monthly, removal of the 25% import duty on mobile phones, and expansion of the national internship programme.

One Dead, Several Trapped in Meru Quarry Collapse:
A quarry cave-in at Mutonga in Igoji, South Imenti, Meru County, yesterday morning left one person dead and several others feared trapped under rocks and debris.
The incident happened around 8:30am as workers were extracting stones. Rocks from about 50 metres above suddenly collapsed on them. One body was recovered from the rubble, while at least one other worker was pulled out with serious injuries and rushed to hospital. Another person escaped unhurt.
Survivors and local officials said between three and six workers remained trapped under the fallen rocks. Residents were the first to respond, clearing debris by hand, but heavy machinery was later brought in to aid the search. Meru County Special Programmes Director Lenah Kiambi confirmed a rescue team had been dispatched.
Rescue operations were suspended overnight due to poor visibility and were expected to resume this morning. Local leaders and workers expressed frustration over the slow official response, noting that the county collects significant revenue from quarries in the area. The exact cause of the collapse has not yet been established.

Gachagua and Sifuna Plan Joint Rallies Against Ruto:

Over 5,000 Teacher Trainees Fail to Qualify for Graduation:
More than 5,000 teacher trainees under the Diploma in Primary Teacher Education (DPTE) programme have failed to meet the requirements for graduation.
Out of 13,680 candidates who sat the examinations, only 8,332 successfully qualified. The rest have been referred and will be required to resit one or more units before they can complete the course.
The results, released by the Kenya National Examinations Council, have exposed deep weaknesses in the current teacher training system. Several Teacher Training Colleges recorded extremely high referral rates, with some institutions seeing only a handful of candidates clearing all requirements.
The poor performance has sparked debate over the heavy curriculum load, the quality of preparation in colleges, and the readiness of future primary school teachers who will eventually enter Kenyan classrooms.

US Raises Kenya Travel Advisory to Level 3:

Detectives Intercept Cocaine Worth Sh2.19 Million at Malaba Border:
Detectives have intercepted a cocaine consignment valued at approximately Sh2.19 million at the Malaba One-Stop Border Post in Busia County.
The drugs were discovered during routine passenger and luggage screening of a Simba Coach bus (registration KDG 093H) travelling from Kampala to Nairobi. Officers found an unattended parcel inside the bus that raised suspicion.
As the parcel was being examined, the driver and conductor fled the scene, abandoning the bus and its passengers. Preliminary tests by the National Anti-Narcotics Investigations Bureau confirmed the substance was cocaine. It was packaged in eight pellets weighing 547.99 grams, with an estimated street value of Sh2,191,960.
One suspect, the bus turn boy identified as Meshack Medalack, was arrested. Detectives are still hunting for the driver, known only as Karama, and the conductor, John Musimbi. The bus was detained at the border post as investigations continue.

Police Uncover Criminal Gang Plotting to Take Over Security in Homa Bay:

Mackenzie’s Son Welcomes Father’s Conviction:
Dan Mackenzie, the 24-year-old son of Paul Nthenge Mackenzie, has described the High Court conviction of his father and 28 co-accused as a relief for the families of victims in the Shakahola case.
Speaking after the verdict that found them guilty on 191 murder counts, Dan said justice had been served. He revealed that he was himself a victim of the cult’s teachings as a child. At the age of 12 he was forced to fast for a full week and was beaten for nearly three hours for refusing to attend a church service.

Ruto’s Mashujaa Day Economic Measures:
President William Ruto used his Mashujaa Day address in Eldoret on Tuesday to announce a package of proposed measures aimed at putting more money in the pockets of ordinary Kenyans.
He proposed exempting workers earning Sh32,333 or less per month from Pay As You Earn (PAYE) income tax. The National Treasury has prepared the proposals and is expected to present them to Parliament next week.
Ruto also announced plans to waive stamp duty on land transactions valued at Sh1 million or less and introduce progressive rates for higher-value deals. The government intends to remove the 25 per cent import duty on mobile phones to make them more affordable.
From January 2027, the National Internship Programme is set to expand to 50,000 slots. In the dairy sector, farmers will earn Sh65 per litre from this month, up from Sh60, plus a Sh2 per litre quarterly bonus. An additional Sh5 billion is planned for the Hustler Fund.
The President framed the measures as part of efforts to ease the cost of living and expand opportunities for workers and young people.

Mackenzie and Co-Accused Found Guilty on All 191 Murder Counts:
The Mombasa High Court yesterday found Paul Nthenge Mackenzie and 28 co-accused guilty on all 191 counts of murder in the Shakahola case.
Lady Justice Diana Kavedza-Mochache delivered the lengthy judgment after an eight-hour reading. The court ruled that the deaths of 190 children and one adult resulted from an organised system of enforced fasting directed by Mackenzie and sustained by a clear hierarchy of followers.
The judge rejected the defence argument that the victims had voluntarily fasted to death. She found that children were deliberately targeted first, isolated, and denied food, with guards preventing escape and using force against those who resisted. Medical evidence linked many deaths to starvation, while others showed signs of asphyxia, neck compression or head injuries.
Sentencing is scheduled for 6 November 2026.
