Zimbabwe is on the road to economic rejuvenation, following in the footsteps of Iraq, Vietnam and Indonesia who have laid a strong foundation for future prosperity. This transformation is anchored in the Reserve Bank of Zimbabwe’s (RBZ) 2025 Monetary Policy Statement unveiled last week - a disciplined blueprint for stability and growth. The RBZ intends to promote the Zimbabwe Gold (ZiG) via price and currency stability, which will control inflation and promote a strong financial industry. This tight monetary stance is aimed at consolidating recent macroeconomic gains with foreign reserves currently at US$550 million, measures to optimize the foreign exchange market and targeted financing for productive sectors. Zimbabwe’s bold policy is a reflection of its determination to break through the historical economic constraints, to build an environment where businesses can flourish, and to lay the foundation for a prosperous future.
Balancing Stability and Business Implications Business Implications
The 2025 policy comes with bold measures that have far reaching implications to the country’s economy and business community. They are now allowed to retain 70% of foreign earnings, down from 75%, with 30% to be sent to the RBZ to increase the circulation of ZiG, which could affect the ability of exporters to access USD for foreign obligations. To help mitigate this, the US Dollar Denominated Deposit Facility (USDDDF) allows exporters to invest a portion of their forex in interest-bearing deposits, although this could tie up liquidity. Reform measures in the interbank forex market including scrapping the 5% margin allowed for trading are aimed at improving liquidity and efficiency but may bring volatility. Interest rates are high at 35%. Statutory reserve requirement for demand deposits is 30%. These help to control inflation but may limit availability of credit and expansion of business. However, targeted finance facility (TFF) provides some relief by funding key sectors like wholesalers and retailers, although eligibility criteria are stringent and there is a trade-off between stability and growth. The steps underscore Zimbabwe’s attempts to stabilize its currency while maintaining the complicated needs of its business environment.
Digital Transformation and a Wider Tax Base
Monetary controls, digital transformation and tax expansion are the main pillars of economic modernization in the policy. The move to mandate point-of-sale (POS) machines for all businesses will promote financial inclusion and enable informal transactions to be brought into the formal economy – an important step as the formal sector contracts due to company closures. This move is anticipated to not only spur Zimbabwe’s digital economy but also broaden the tax base, increasing government revenue at a time when traditional corporate taxes are not meeting targets. Businesses must adapt with robust forex management, digital payment solutions and seek alternative finance in the wake of high borrowing costs. The key to success is rebuilding confidence in the ZiG and introducing wider reforms to ensure sustainable development. Like Iraq, Vietnam and Indonesia, Zimbabwe is gearing up for a future where stability, innovation and fiscal strength come together and has the potential to become an emerging success story on the international stage.
