Alhamdulillahi Rabbil-Alamin
Cikin matuƙar godiya ga Allah Maɗaukakin Sarki, muna sanar da 'yan uwa, abokai da masoya cewa Allah Ya yi mana baiwa da samun jariri da Namiji a ranar Jumu'a, 24 ga Muḥarram 1448H (10 ga Yuli, 2026), a Asibitin Imamu Zainul Abidin (a.s.), Karbala, Iraq.
Muna gode wa Allah bisa wannan babbar ni'ima, tare da roƙonsa Ya sanya wannan jariri cikin salihan bayi, Ya ba shi lafiya da albarka. Haka kuma muna roƙon Allah Ya ƙara wa mai ɗakina da jariri lafiya da saurin murmurewa.
Muna godiya ga duk wanda ya tuna da mu cikin addu'a. Allah Ya saka wa kowa da alheri.

Imam Khamenei (Q.d) yana cewa:
“Kun ji da kunnuwanku na ma'ana wannan kiran Alƙur'ani na sama:
Ka ce: Ina yi muku wa'azi da abu guda kawai, wato ku tashi domin Allah...
(1) Suratut-Tawbah, aya ta 52.
(2) Suratu Saba', aya ta 46.
Tsayuwa domin Allah na nufin tsayuwa domin kiyaye iyakokin Allah Madaukakin Sarki da hukunce-hukuncensa, da kuma kiyaye addini da tafarkinsa madaidaici a cikin al'umma.”
Kuma (Q.d) yana cewa:
“Sau da yawa na tunatar da 'yan'uwa a cikin Rundunar Kare Juyin Juya Hali (Harsuth-Thawrah) da ma sauran mutane game da wajabcin biyayya ga iyakokin Allah Ta'ala, da kuma rashin yarda a bari yardar wasu ko fushinsu su yi tasiri wajen aiwatar da su. Wataƙila wasu su yi baƙin ciki saboda aiwatar da waɗannan iyakoki, domin suna barazana ga maslahohinsu da amfaninsu. Saboda haka, abin da yake wajibi kuma tushen al'amari shi ne aiwatar da waɗannan iyakoki da kiyaye su, ko da kuwa sun saɓa wa sha'awarku ta kanku da maslahohinku... Haƙƙin Allah shi ne yake gaba da kowace irin sha'awa, karkata, da yardar kai.” (1)
Darasi:
Tsayuwa domin Allah ba magana ce kawai ba, alƙawari ne na kiyaye addini, tsare iyakokin Allah, da fifita gaskiya a kan son rai da maslahar kai. Duk wanda ya tashi domin Allah, to ya kasance mai biyayya ga umarninsa, mai tsayawa kan gaskiya, ba tare da tsoron zargin masu zargi ko neman yardar mutane ba.

| 5 | Wacca a wannan zamani take jan hankalin masu tunanin siyasa da dama, kuma ta tabbatar da ingancinta a fannoni masu yawa. Kalmar charisma, wadda asalinta daga harshen Girka ne, tana nufin baiwa. Amma ana ganin cewa wannan kalma tana nufin jerin siffofi da jan hankali waɗanda suke sa mutum ya zama mai mulki, sauran mutane kuma su zama masu yi masa biyayya.
Mai irin wannan hali na karisma na iya kasancewa ƙwararren mai jawabi, ko ɗan juyin juya hali mai ƙarfi da ƙuduri, ko babban mai gyara al'umma, ko fitaccen ɗan siyasa. Zamani na kusa ya shaida wasu mutane masu irin waɗannan siffofi, misalin Hitler, Abdun Nasir, Castro, waɗanda suka kasance shahararrun shugabanni masu matsayi.
Ko da kuwa waɗannan sun kai ga mulki ta hanyar juyin mulki ko amfani da ƙarfi ko tashin hankali, dangantakar ruhi da ta haɗa su da al'ummarsu, tare da dangantakar da al'ummarsu ta yi da su, ita ce take ba da halacci ga umarninsu da ayyukansu. Gaba ɗaya, shugabannin juyin juya hali sun kasance mutane masu sifar karisma, kuma sananne ne cewa mafi girman biyayya da miƙa wuya tana samuwa ne ta hanyar halaccin karisma.

Nazariya ta Hudu da ta Biyar da ta Shida akan Tushen Halascin Gwamnati:
Nariya ta huɗu: Ita ce Yarjejeniyar zamantakewa (Social Contract), wadda take da muhimmanci sosai bayan nazariyar halaccin Ubangijantaka. Wannan tana ba da halacci ga ra'ayin al'umma da kuma yarjejeniya da aka ƙaddara (Al-Aqdul Iftirady) ta hakika da aka kulla tsakanin membobin al'umma.
Ana fahimtar siffofi da iyakokin wannan nazariyyar ne ta hanyar imani da wani nau'i na haƙƙin ɗabi'a (natural right) da ɗan Adam yake mallaka. An ɗauke ta a matsayin madadin da ya dace ga gwamnatocin addini masu danniya a lokacin motsin farkawa na Turai da juyin juya halin siyasa da suka biyo bayan ƙarni na sha shida, kuma ta kasance tushen zaburarwa ga juyin juya halin tunani a wancan zamani. Masanin falsafar Faransa kuma marubucin ka'idar "Social Contract", ya bunƙasa wannan nazariyae kuma ya ci gaba da haɓaka ta.
Rousseau yana bayyana 'yancin ɗaiɗaikun mutane da daidaiton mutane wajen halitta, yana mai ɗaukar cewa babu wani da yake da fifiko a kan wani (abin da ake bayyanawa a tunanin addini da kalmar: "babu wani mai walaya a kan wani"). Har ma yana goyon bayan kawar da wasu daga cikin membobin al'umma da kuma tumɓuke su domin kiyaye tsarin wannan al'umma da tabbatar da ci gabanta bisa ga wannan yarjejeniya.
Haka kuma yana ba da amsa ga Ishkalin da John Locke ya gabatar lokacin da yayi tambayarsa: Ta yaya gwamnati take da ikon kashe mutum, alhali shi kansa wannan mutum ba shi da ikon kashe kansa? Sai Rousseau ya amsa da cewa: "A hakikanin gaskiya, muna ganin yadda wasu mutane suke shiga cikin wasu manyan haɗurra domin su tsira da rayukansu."
Sai dai Rousseau bai taɓa magana game da halaccin Ubangijantaka ba, kuma bai yi nuni da shi ta kowace fuska ba. Abin da kawai ya ambata shi ne tushen yarjejeniyar zamantakewa, wato mamaya da ƙarfi. Wannan kuwa ko dai saboda yana ganin cewa samuwar irin wannan halacci ba zai yiwu ba, ra'ayin da wasu daga cikin mufakkirai na wannan zamani daga cikin Shi'a ma suke ɗauka a matsayin kishiya ga nazariyar naɗi na gaba ɗaya (at-tansibul-amm) da malamai sukayi imani da itabko kuma saboda shi Rousseau tun farko yana musanta samuwar wani tushen halacci daga abin da yake bayan halitta, domin yana ganin akwai saɓani tsakanin haƙƙoƙin ɗabi'ar ɗan Adam da kuma ayyana nauyin gwamnati da ayyukanta daga wani ƙarfi da yake bayan duniyar halitta.
Nazariya ta biyar: Ita ce Nazariyar halacci ta gargajiya (Traditional Legitimacy).
Wacca wannan nazariyar take wakiltar wani tsohon tushen daga cikin tushen halaccin mulki. Bisa wannan nazariyar, mai mulki yana samo halasacin mulkinsa ne daga asalinsa, iyalinsa ko danginsa, ko wani abu makamancin haka. Amma wannan nazariyar ta rasa mafi yawan ƙimarta da muhimmancinta a wannan zamani saboda sauye-sauyen da suka faru a cikin al'ummomi. Saboda haka ba ta zama abin karɓa ba, duk da cewa har yanzu tsarin sarauta yana nan a wasu ƙasashen duniya ta uku.

| 8 | Sai dai abin lura shi ne cewa halaccin mulki daga Allah a tunanin Musulunci, da kuma a gwamnatin Manzon Allah (S.) ko ta Amirul Muminina (A.S.), bai taɓa zama wata hanya ta tauye wa mutane haƙƙinsu na bayyana ra'ayi ko rage muhimmancin ra'ayoyinsu ba. Akasin haka ne ma idan aka kwatanta da gwamnatocin kama-karya ko gwamnatocin Kiristanci na Yamma, waɗanda suke ɗora halaccin mulki daga Allah a matsayin kishiyar ra'ayin jama'a, kuma suke sanya shugabannin da Allah Ya zaɓa a gaban jama'a.
Amma a tunanin Musulunci, Allah ba ya taɓa kasancewa a gefen da yake gaba da jama'a. Batu na gaba da za a tattauna dangane da tsarin gwamnatin Musulunci shi ne yadda nufin jama'a da nufin Allah suke daidaituwa kuma suke jituwa a cikin gwamnatin Musulunci.
A gaskiya, duk da cewa halaccin mulki daga Ubangiji na iya kasancewa yana ɗauke da wani bangare mai kyau (idan faɗin haka ya inganta), kuma gwamnatin da Allah Ya yarda da ita, kamar gwamnatin Manzon Allah (S.) ko ta Imam (A.S), ita ce mafi alherin gwamnatoci, amma wannan batu ya kasance ana amfani da shi ta hanyar da ba ta dace ba a tsawon tarihi daga gwamnatocin zalunci da kama-karya. A cikin kundin tsarin mulkin Iran da aka rubuta bayan juyin juya halin dokokin da ka sani da Al-mashruɗa a farkon ƙarni na baya, wanda ya amince da tsarin sarauta a matsayin tsarin mulki, an rubuta cewa: Sarauta amana ce daga Allah da Ya ajiye... Haka kuma jam'iyyar Rastakhiz ta yi ƙoƙarin yaɗa wannan ra'ayi ta cikin bayananta, tana cewa gwamnatin Shahanshahi (sarauta) tana da tushene daga Ubangiji.
To ya zama dole a nan a lura cewa wasu daga cikin waɗannan gwamnatoci sun yi ƙoƙarin amfani da wasu malaman addini da kuma riƙe wasu siffofin addini domin ƙarfafa riƙonsu da mulki, kuma suna amfani da maganar halaccin mulki daga Allah a matsayin hanyar cimma manufarsu.
Mirza Na'ini ya yi bayani sarai game da amfani da addini wajen ƙarfafa ginshiƙan mulkin kama-karya a cikin shahararren littafinsa Tanbihul-Ummah wa Tanzihul-Millah, wanda ake ɗauka a matsayin ra'ayinsa na musamman game da gwamnatin tsarin mulki. A cikinsa ya bayyana nau'o'in gwamnatoci, sannan ya raba gwamnatin kama-karya zuwa nau'i biyu: gwamnatin kama-karya ta siyasa, wadda ita ce gwamnatin da azzalumai suke jagoranta a al'ummomi daban-daban; da kuma gwamnatin kama-karya ta addini, wato amfani da addini wajen danniya, inda mutum ɗaya ko wasu mutane suke tilasta zaluncinsu a kan al'umma. A ra'ayin Mirza Na'ini, wannan nau'i na biyu shi ne mafi muni daga cikin dukkan nau'o'in gwamnatoci.
Sakamakon da za mu iya fitarwa daga wannan taƙaitaccen bayani shi ne cewa ana iya fassara halaccin mulki daga Ubangiji ta fuska biyu: ta fuska ɗaya a matsayin irin halaccin mulkin da ake buƙata, kuma ta wata fuska a matsayin irin halaccin mulkin da ba a buƙata.

Nazariya ta Uku akan Tushen Halascin Gwamnati: Nazariyyar halaccin mulki daga Ubangiji.
Ana ɗaukar ra'ayi na uku (Nazariyyar halaccin mulki daga Ubangiji) a matsayin ɗaya daga cikin muhimman ra'ayoyin tarihi game da tushen halaccin mulki a ƙasashe daban-daban na duniya. Masu wannan ra'ayi suna ganin cewa kafa gwamnati tana samo asali ne daga nufin Allah, kuma gwamnati tana da siffar addini da sama. Haka kuma, biyayya ga umarnin mai mulki a irin wannan gwamnati tana nufin biyayya ga umarnin Allah Madaukakin Sarki, saboda haka, saɓawa umarnin mai mulki yana nufin saɓa wa umarnin Allah da hukunce-hukuncensa.

Saboda Allah Shi ne Masani, Mai Hikima, Mai Gane halin bayinsa kuma Mai Tausayi gare su, Shi ne ya fi kowa sanin abin da yake maslaharsu gaba ɗaya. Saboda haka Shi ne ke zaɓar mai mulki da kuma dokokin da za su tabbatar da farin cikin ɗan Adam kuma su jagoranci mutane ta hanya mafi kyau.

Ta fuskar tarihi, idan muka dubi gwamnatin Manzon Allah Maɗaukaki (S.) da ta Imami Ma'asumi (A.S.) a cikin al'ummar Musulmi, kuma muka nazarci ayoyin Alƙur'ani da suka yi magana game da mulkinsu, za mu ga cewa wakilcin Allah da aka ba su shi ne yake ba mulkinsu halacci, kuma shi ne yake tabbatar musu da ƙarfi wajen ci gaba da wannan wakilci. Duk da haka, sun kasance suna ba ra'ayin mutane muhimmanci sosai, suna kuma yin shawara da su, musamman a yaƙe-yaƙe da sauran al'amura.
Hakika, Alƙur'ani Mai Girma ya jaddada a wurare da dama wajibcin yi wa Manzon Allah (S.) biyayya, kuma ya haɗa biyayyarsa da biyayya ga Allah Maɗaukaki, inda Allah Ya ce: {Ku yi biyayya ga Allah, kuma ku yi biyayya ga Manzo}.Haka kuma, Manzon Allah Maɗaukaki (S.) ya naɗa Imam Ali (A.S.) a matsayin halifansa bayansa a Hadisin Ghadir Khumm, kuma babu shakka wannan naɗin aiwatar da umarnin Allah ne, kamar yadda Ya ce: {Ya kai Manzo! A gaskiya, duk da cewa halaccin mulki daga Ubangiji na iya kasancewa yana ɗauke da wani bangare mai kyau (idan faɗin haka ya inganta), kuma gwamnatin da Allah Ya yarda da ita, kamar gwamnatin Manzon Allah (S.) ko ta Imam (A.S), ita ce mafi alherin gwamnatoci, amma wannan batu ya kasance ana amfani da shi ta hanyar da ba ta dace ba a tsawon tarihi daga gwamnatocin zalunci da kama-karya. A cikin kundin tsarin mulkin Iran da aka rubuta bayan juyin juya halin dokokin da ka sani da Al-mashruɗa a farkon ƙarni na baya, wanda ya amince da tsarin sarauta a matsayin tsarin mulki, an rubuta cewa: Sarauta amana ce daga Allah da Ya ajiye... Haka kuma jam'iyyar Rastakhiz ta yi ƙoƙarin yaɗa wannan ra'ayi ta cikin bayananta, tana cewa gwamnatin Shahanshahi (sarauta) tana da tushene daga Ubangiji.
To ya zama dole a nan a lura cewa wasu daga cikin waɗannan gwamnatoci sun yi ƙoƙarin amfani da wasu malaman addini da kuma riƙe wasu siffofin addini domin ƙarfafa riƙonsu da mulki, kuma suna amfani da maganar halaccin mulki daga Allah a matsayin hanyar cimma manufarsu.
Mirza Na'ini ya yi bayani sarai game da amfani da addini wajen ƙarfafa ginshiƙan mulkin kama-karya a cikin shahararren littafinsa Tanbihul-Ummah wa Tanzihul-Millah, wanda ake ɗauka a matsayin ra'ayinsa na musamman game da gwamnatin tsarin mulki. A cikinsa ya bayyana nau'o'in gwamnatoci, sannan ya raba gwamnatin kama-karya zuwa nau'i biyu: gwamnatin kama-karya ta siyasa, wadda ita ce gwamnatin da azzalumai suke jagoranta a al'ummomi daban-daban; da kuma gwamnatin kama-karya ta addini, wato amfani da addini wajen danniya, inda mutum ɗaya ko wasu mutane suke tilasta zaluncinsu a kan al'umma. A ra'ayin Mirza Na'ini, wannan nau'i na biyu shi ne mafi muni daga cikin dukkan nau'o'in gwamnatoci.
Sakamakon da za mu iya fitarwa daga wannan taƙaitaccen bayani shi ne cewa ana iya fassara halaccin mulki daga Ubangiji ta fuska biyu: ta fuska ɗaya a matsayin irin halaccin mulkin da ake buƙata, kuma ta wata fuska a matsayin irin halaccin mulkin da ba a buƙata.

Nazariya ta Uku akan Tushen Halascin Gwamnati: Nazariyyar halaccin mulki daga Ubangiji.
Ana ɗaukar ra'ayi na uku (Nazariyyar halaccin mulki daga Ubangiji) a matsayin ɗaya daga cikin muhimman ra'ayoyin tarihi game da tushen halaccin mulki a ƙasashe daban-daban na duniya. Masu wannan ra'ayi suna ganin cewa kafa gwamnati tana samo asali ne daga nufin Allah, kuma gwamnati tana da siffar addini da sama. Haka kuma, biyayya ga umarnin mai mulki a irin wannan gwamnati tana nufin biyayya ga umarnin Allah Madaukakin Sarki, saboda haka, saɓawa umarnin mai mulki yana nufin saɓa wa umarnin Allah da hukunce-hukuncensa.
A takaice dai, ma'aunin halaccin mulki a wannan ra'ayi shi ne nufin Allah Maɗaukaki. Sai dai akwai manyan saɓani tsakanin masu wannan ra'ayi dangane da yadda ake aiwatar da shi a tsarin gwamnatoci.

Saboda Allah Shi ne Masani, Mai Hikima, Mai Gane halin bayinsa kuma Mai Tausayi gare su, Shi ne ya fi kowa sanin abin da yake maslaharsu gaba ɗaya. Saboda haka Shi ne ke zaɓar mai mulki da kuma dokokin da za su tabbatar da farin cikin ɗan Adam kuma su jagoranci mutane ta hanya mafi kyau.
Abin lura shi ne cewa Church ta yi aiki wajen tabbatar da wannan ra'ayi, har ta kai ga cewa a aikace an kawar da gwamnatocin da ba na Kiristanci ba, aka maye gurbinsu da gwamnatocin addini. Duk da haka, sun kasance suna ba ra'ayin mutane muhimmanci sosai, suna kuma yin shawara da su, musamman a yaƙe-yaƙe da sauran al'amura.
