1. Resignation is an instrument of accountability, not political pressure
-A genuine resignation stems from conscience, moral responsibility and public ethics, not merely public outrage or political compulsion.
-It helps restore the credibility of democratic institutions.
2. Constitutional morality vs. populism
-Ministers are accountable to constitutional principles, collective responsibility and ethical governance, not only shifting public opinion.
-Excessive reliance on media or street pressure can weaken institutional norms.
3. Historical examples
-Sardar Vallabhbhai Patel (1948): Offered resignation after Mahatma Gandhi’s assassination, accepting moral responsibility despite no direct culpability; Nehru declined it.
-Lal Bahadur Shastri (1956): Resigned as Railway Minister after the Ariyalur train accident, setting the benchmark for ministerial accountability.
-V.K. Krishna Menon (1962): Resigned after the Sino-Indian War, reflecting acceptance of responsibility for policy failure.
4. Democratic significance
-Voluntary resignation strengthens public trust, ethical leadership and constitutional conventions.
-Forced resignations driven purely by political campaigns risk reducing accountability to a tool of partisan politics.
5. Way forward

| 17 | Ethanol Blending: Challenges & Reforms
Challenges:
-Hidden fiscal burden: Procurement cost understates the programme’s true cost due to subsidies, tax exemptions, MSP support and revenue foregone.
-Food vs Fuel dilemma: Diversion of rice, maize and sugarcane for ethanol may threaten food security as blending targets rise.
-Water-intensive feedstocks: Sugarcane and rice-based ethanol aggravate groundwater depletion and water stress.
-Cropping distortion: Farmers may shift from pulses and oilseeds to ethanol crops, increasing edible oil import dependence.
-Resource footprint ignored: Current evaluation focuses on blending percentage instead of land, water and environmental costs.
Way Forward:
-Adopt full-cost accounting by including all explicit and implicit fiscal costs of the programme.
-Prioritise 2G ethanol from crop residue, municipal and other organic waste instead of food crops.
-Redirect subsidies towards advanced biofuels, biomass supply chains and R&D.
-Measure success holistically through energy security, fiscal sustainability, food security and resource efficiency- not just higher blending levels.
